The Council of Elrond is described as it happens in the film and the focus is laid on Faramir playing a part in it.

Discussing the fate of the ring
Aragorn, was the first who arrived at the place the Council of Elrond will be held out. He knew Rivendell like the woods he spent most of his time in. It was here, where he grew up and met Arwen. He recently returned from his maiden. Now, he is waiting for the other attendees. Legolas, his long-time friend will be among them as well. The dwarfs will come too. Gondor's ambassadors join it as well. He already met one of them. Boromir was like he has imagined him. The son of the Steward through and through but maybe only at first glance. Aragorn will soon find it out.
A man who looks much alike Boromir arrives and nods towards him. Aragorn returns it. "You must be the brother of Boromir," he states.
"I am. My name is Faramir, second son of the Steward of Gondor," the newcomer replies with a faint smile. Gradually the remaining attendees reach their destination. After they have all taken their seats, Elrond arrives.
Aragorn sat at the edge, not far away from Boromir and his brother. He views mostly Frodo. The young hobbit was placed next to Mithrandir quite the opposite of Strider. You do not need to fear Frodo, he thinks because the unease of his new friend is visible. Elrond initializes the council and asks for the ring. Frodo puts forth for what was asked. All eyes were now focused on it. Boromir then was about to take the ring and Aragorn notices for a short moment that Faramir grabs for his brother's arm but doesn't succeed. Gandalf intervenes and Boromir takes his seat again.
It took a while but finally they all agreed that the ring must be destroyed. Aragorn could be wrong but he doesn't think that Boromir's wish is to demolish the ring. Right now, they are discussing who will be the ring bearer and how the ring will reach Mordor in time. Aragorn doesn't argue much. He looks at Frodo again and realizes the hobbit tries to say something but couldn't do that while everyone is still debating. Aragorn notes that Faramir is focused on Frodo as well. The elves were beholding Frodo too. It took a few more seconds till the men and dwarfs were silent. Frodo declares that he will take the ring and will bring it to Mordor. Mithrandir promises his help and Aragorn, who has already decided that he will protect Frodo, knees in front of the hobbit. "Should it be needed to give my life for yours Frodo, I'm willing to do that. You have my sword," he gives his word.
"You have my bow," evinces Legolas.
"And my axe," the dwarf, called Gimli declares.
The two brothers bandy looks. "Gondor will help to accomplish this task as well," Boromir testifies.
While his brother was saying it, Faramir walks towards Frodo and kneels in front of the young hobbit. With a smile on his face he states, "You have our support young hobbit."
Then Sam, Pippin and Merry, Frodo's friends leave their hideout and make clear that they are going with Frodo too. Now all nine surround Frodo and Elrond speaks again, "Ten they'll be then. The Fellowship of ten will be leaving the next day to go on a journey very important." Their host dismissed them and they all left the council.
Faramir follows his brother, who remains silent and seems to reflect the proceedings. He tries to make eye contact with Boromir but the man doesn't notice him. It is getting darker now. With awe, the captain marvels at the view. Rivendell is beautiful by day and night. He waited for the day, since he was young to be a guest of the elves and to meet them in person.
Boromir views his brother. At least one of us is happy to be here, the captain general muses. Every second he spent with his little brother was a gift. Faramir, is a gift. He doesn't understand why he called this ring one, back then at the council. Boromir shakes his head absently while looking to the ground. When he rises his head, the older brother realizes that Faramir already made for their chamber. He enters it too, makes for the bed and lay down.
"What a day," he says aloud.
Faramir smiles at him, "Indeed."
His brother takes seat next to Boromir's head and the older one notices the book Faramir holds in his hands. "What do you have there?" he asks him.
"A book," the younger one answers, obviously teasing him.
"It is a diary. I decided to keep one during this journey," he adds.
Faramir was a soldier only because of duty and Boromir is glad for it. His little brother only was one, to defend the ones he loves. Boromir couldn't be prouder of him. Not only that Faramir is one of the best archers of the men but an admired captain as well. Books, were Faramir's true nature, a scholar at heart.
Faramir once more regards his brother. He is marvelling about me again, the younger one could tell from the glimpse of his big brother. "Boromir," now having his attention Faramir continues, "You tried to take the ring. Why?"
Boromir looks away, "It promises power and through it Gondor could reach full wealth again. It called for me. I heard it in my mind," he pauses and directs his gaze towards Faramir once more, "I am sorry."
The younger one sees the fear and uncertainty visible on Boromir's face. He takes his hand. "I know father longs for the ring but he shall not have it," he states and looks away.
"We gave a promise Faramir," Boromir replies.
The ranger turns towards his brother. "Boromir..." he starts to explain but the older one proceeds to sleep and all Faramir could see was the back of him. He fetches out his quill and writes his first entry about this interesting day:
Isildur's Bane
Day 1
After I convinced my father to let me go to Rivendell, together with Boromir, we made our way to this wonderful place occupied by elves. All inhabitants are very polite and helpful. I even met Mithrandir again. We have recently returned from the council of Elrond. There Isildur's Bane, a golden ring was presented to us. Among the attendees were elves, dwarfs and men. One of this man impressed me at first glance. I only exchanged a few words with him but he seems a pleasant fellow. If my eyes haven't betrayed me, he wears Barahirs Ring what would mean that he is Gondors rightful king. I dearly hope it. If he is, I would be part of the return of the king, a day I longed for. According Boromir, I am worried. During the presentation of the ring he tried to take it. He says that it called for him and promised him wealth for Gondor. I do believe him but that means the ring is very dangerous. It can corrupt the heart of men what means I need to be careful. I should keep Boromir away from it. The hobbit who carries the ring is very brave. It was his free will that he offered to be the ring bearer. I will see to it that he is safe. A Fellowship of the ring was forged and the next day we will start our faithful journey.
Faramir stows his quill and diary safely away and lies down beside Boromir. The brothers now occupied the bed, rest back to back and try to get some sleep.
Aragorn could not fall asleep. After the council of Elrond he went to see the resting place of his mother. She died when he was at a very young age, followed his father into death because she wasn't able to live without her husband. Aragorn was left alone but Elrond took care of him then. That is why he can speak Elvish fluently.
When he was older, he left his elvish family and became soldier of Rohan and Gondor under the name of Thorongil. There he served King Thengel and King Ecthelion. Aragorn first met Denethor, the father of Boromir and Faramir during his time as a soldier of Gondor. Denethor disliked him, probably because he knew the true identity of Thorongil. Aragorn is heir of the throne of Gondor but he refused to fulfil his destiny till now. He hid in the woods and became Cieftain of the DĂșnedain. Strider, he was from then on called among them. He then met Legolas and the two of them became real friends.
Now it seems, he couldn't hide any longer. Aragorn will join Frodo and that will lead him back to the territories of the men as well. Yes, he belonged to them but they ever strived for power and were selfish. That is why the young ranger surprised him. It looked like the ring couldn't impress him and that the young man knew of the ring's evilness. Aragorn tries once more to sleep by closing his eyes but he couldn't find some.
