Endeavor had children for the sole purpose of surpassing All Might, and every one of his attempts had failed until Shouto. The most baffling part was that he wasn't the harsh, abusive man since the very beginning of his career. The abuse wasn't born overnight - in his case, at least - so what changed him?
(Was it possible to care for people that didn't exist?)
Mother, who only saw the pout on her face, hoisted Touya up into her arms. "We're going somewhere special, though! Let's go see if Tou-san is ready, hmm?"

Endeavor had said that the Old Touya had the potential to be as powerful as All Might; something must've changed his mind - the self-destructive property of his fire, perhaps? - and it kickstarted his abusive decline. It wasn't as simple as becoming a prodigy and showing off to the world.
Touya is a side character, but Shouto isn't, and Japan cannot afford the loss of Todoroki Shouto because of her selfishness. To keep Endeavor impressed and ensure the birth of her siblings...
