In the aftermath of the explosive, there was mass confusion all around, and several security guards were lost in the blast. Odo had told several of his men to evaluate the survivors and clear out the promenade in an effort to reduce this chaotic scene. Major Kira was trying to make her way to the first minister, but the crowd kept pushing her backwards until she determines her best course of action was to help clear people out of her. Doctor Bashir was busying helping the wounded that laid by, he had already lost one Bajoran female that was struck down by a piece of shrapnel from the blast. Chief O'Brien had sealed up the damage sections of the promenade with force fields, hoping they would last until repair crews could be assembled to assess the damage done by the blast. Dax was helping Quark, who was also trampled by the rushing crowd after the explosion.

Commander Sisko, who was closest to the stage area, was assisting the First Minister, who was not hurt by the blast, but looked confused by what was happening. Sisko himself could see his crew already in motion in damage control mode helping survivors and trying to contain the damage. He felt a sense of pride watching his team; that had become a part of his family now. He turned his attention to first First Minister Aar, who still seem disoriented. Two of his guards attended to him, but something else caught Sisko's eye. Walking through the smoke and destruction, there was a Cardassian male. Commander Sisko looked on as he draw his sidearm and struck down both of the first minister guards. He turned his weapon to fire at Aar, Sisko leapt across the stage and grabbed the first minister out of the way just as the laser blast was fire.

The Cardassian missed his target and sworn in his native tongue as he saw Odo rushing at him and other Federation security coming at him from another direction. He knew that he had lost his advantage. He rush forward through the smoke and change forms as Odo rush into him, only pausing looking down at the Vulcan Ambassador before rushing forward towards the stage and the assailant. The Vulcan smiles and walks freely away from the promenade and the destruction he caused.

Sometime later back in Ops the command crew of Deep Sea Nine was assembled trying to sort out the details of what had happened.

"How many civilian casualties were there?" Asked Sisko.

"Commander we lost three people and there are over two dozens injured. Some we have already treated, others are still in sick bay." Replied Doctor Bashir.

"Chief what about damage to the station?"

"Commander I still have work crews repairing the station, but we have all the damage contain. Whoever did this knew exactly where to place the device where it would cause the most damage on the promenade without causing permanent damage."

"Smells like the Cardassians to me Commander. This is just like something they would do. Even though Bajor is not under their rule, they will never let us go." Said Major Kira.

"Major before we blame the Cardassians we need to be sure that this was them. To that point Constable to you have any idea who could have done this?"

"Commander there had been roving patrols the last forty-eight hours around the clock on the station between my guards and the Starfleet security guards. Nothing was reported from anyone out of the normal."

"What about security scans?"

"Commander I check my scans and recheck them. There was nothing leading up to the attack."

"Your people must have missed something." Said Kira.

"Major my people cannot miss what is not there for them to find." Replied Odo.

"Odo you heard the Chief, whoever did this had detail knowledge about the structure of this station. Everyone here knows who built Terror Nor." Said Kira.

"Dax were there any energy fluctuations before the attack occurred. I know you had been tracking a pattern over the last couple of days." Ask Sisko.

"Benjamin I have been going over the records and the same energy string that I notice at the docking ring, can be found on the promenade around the time of the attack." Said Dax.

"Have you noticed that signature anywhere else on the station prior to the explosion?"

"I noticed the signature several times after the attack, but before the attack there were none today."

"What do you mean today?"

"Where over the last few days the same signature appeared inside of Quarks on more than one occasion. "

At Quarks, there were a crowd gathered inside trying to find some solace in large numbers. Quark and Rom were both serving drinks. Quark smile watching the frightened patrons drinking pitcher after pitcher of Ale. Even a group of Bajorans were in his bar. Everyone was talking about the incident, and most were blaming the Cardassians. Quark wanted to brag, but there was no profit to it. So he kept his secret to himself while he continued serving drinks.

In a supposedly empty guest chamber, a lone figure sits in front of a communication device.

"The first attempt at the target failed. The next plan to reach the target is already in motion. This time there will be no failure, and there will be nothing to link you to the attack."
