The Doctor followed after a child Ianto and Jack. He had agreed to take them trick-or-treating before the effects of the gas wore off. Jack hadn't celebrated Halloween when he was a child. Jack held onto Ianto's hand, half dragging him from place to place.
He'd taken them back to the 21st century. Back to the moment they left it, take a few days.
"Kids," said a woman.
"Yep," the Doctor agreed. "Their first Halloween. Little Jack is very excited." It wasn't a complete lie at least.
