One Shocking Surprise: Kage Sandwich Edition

A/N: a Mei and Tsunade one. I know many of you have been waiting for this one for some time. I have been working on this one for a long time and finally got it finished. I apologize for the wait, but I this one took a while to get right.
Ao and Chojuro were in a panic. They were the two guards for the Mizukage and they were here along with the Mizukage to create a new peace agreement between Mist and Konoha. Everything was going fine, albeit slow. But that's how negotiations go really. It turned to panic for the two Mist shinobi when they awoke to find the Mizukage missing. They looked high and low for her and even spun a little lie to the Hokage's secretary, Shizune, about why they were running late. What they didn't know was Shizune was freaking out trying to find Tsunade.
Shizune was almost in the same panic mode as Ao and Chojuro. She couldn't find Tsunade anywhere. She looked into every bar and dive there was in Konoha. But no sight of blond hair or busty chest.
Lady Tsunade, why do you do these things to me? Shizune thought.
So the three ninja were scouring the village looking for their respective leaders before word spread about them being missing. That would be a complete disaster for both sides. So it was pressing to find the two missing kages as soon as possible.
Shizune though had a leg up on where to look and she headed to Naruto's apartment only to find the blond wasn't there. This wasn't good at all. Shizune was about to panic, but then within that fog of panic a glimmer of reason shown through. She forgot to check the Hokage residence. She smacked her own forehead for being so stupid. That should've been the first place to check, but in her panic she totally forgot.
So she headed off to the Hokage residence in hopes to find Tsunade there still asleep whether sound asleep or drunk asleep. It didn't matter since Tsunade would be there.
Meanwhile Ao and Chojuro were at their wits end when they saw Shizune and decided to see what she was up to since she seemed to be in a hurry to get somewhere. They were ninja so they were curious.
Soon the three were at the Hokage residence. Shizune had spotted her tail and asked why they were following her. After a bit of deliberation they told her since they didn't think Shizune would tell anyone. This worried Shizune even more, and even more adamant to find not only Tsunade, but also the Mizukage. Shizune led Ao and Chojuro through the Hokage compound and to the master bedroom. She moved to open the door and found it locked. She tried several time to unlock the door, but no luck and knew the door couldn't be picked at all.
"What do we do now?" Ao asked.
Shizune then began knocking quickly like a woodpecker on a tree.
"You're not knocking hard enough, let me try" Ao said.
He then knocked on the door in a firmer and louder way than how Shizune knocked.
The doors was wrenched open.
"Stop that knocking or I'll melt you!" shouted an angry voice in a tone that meant her threat was real.
"Lady Mei" Ao and Chojuro said.
"Ao, Chojuro what they hell are you doing here?" Mei asked with her anger dissipating slightly.
But Ao and Chojuro didn't answer as they gaped at what their leader was wearing. Mei was only dressed in a fishnet body stocking that really did nothing to cover her damn fine figure and a pair of thong panties. They turned their heads away quickly not wanting to be melted.
"Well, I am waiting?" Mei asked tapping her foot.
"What's the damn hold up?"
"Lady Tsunade!" Shizune exclaimed.
"What is it Shizune?" Tsunade asked.
Shizune's jaw dropped. As she stared at her mentor and friend. Tsunade though quite older than Mei still looked good especially under her genjutsu. She had on a thin short robe on that was almost too small for her generous chest. Not to mention she hadn't tied it at all.
"Shizune, I am waiting for an answer" Tsunade said.
Ao and Chojuro only peeked a glance at Tsunade then looked away when they saw what she was wearing. They had seen Tsunade's temper and it was on the same level of Mei. They didn't want to face it.
"Himes, where are you?"
Shizune recognized the voice.
Naruto appeared pulling up his boxers.
"Naruto" Mei purred.
"Mei, naughty girl" Naruto smirked as he slapped her ass.
Mei let out a squeak.
"Come on, lets go" Naruto said then started to drag off Tsunade and Mei.
"Lady Tsunade" Shizune said.
"Shizune, Mei and I are having some private discussions today. We're not to be disturbed for anything, and I mean anything" Tsunade said.
"Lady Mei" Chojuro said.
"Chojuro, shut up or I'll melt you" Mei said with a sickly sweet smile. Then she turned to Ao, "that goes for you too Ao."
The door slammed in their face.
"Okay, um, you heard Lady Tsunade and Lady Mei. They are not to be disturbed at all" Shizune said trying to regain some kind of composure.
Ao and Chojuro looked at each other both thinking the same thing. This has happened before.
