Attached, please find the reports on the tributes for the Fourth Quarter Quell. Per our discussions, they are organized by slot, standard girls, standard boys, Quell girls, and then Quell boys; however, particularly with regard to alliance information, information in a later report may have been written before and/or may inform information in an earlier report. Please note that I wrote all 24 standard analyses before the Quell ones, and did not go back to rewrite the standard ones once I was finished.
As a reminder, we only analyze the tributes based on their private sessions. While we have observed them throughout training, we believe that an integral part of the tributes' assessment is how they do under pressure. We will make notes of any relevant behavior during training in their Additional Notes section.

Tyranny Bomber, Seventeen, District One Standard Female (she/her)
Session Notes: Tyranny entered the room and requested five trainers, ascending from level one to level five. She then fought each trainer sequentially in a one-on-one wrestling match; I am both shocked and very impressed that she got out of that gauntlet unharmed. After the first round of combat, she grabbed a pair of gauntlets and put them on, then fought against two pairs of trainers, first the level one and level two trainer and then a second level two trainer with a level three trainer. While Tyranny did not show off any weapons skills during her session, her hand-to-hand combat skills should be taken seriously.
Alliance Notes: As this is the first entry in the report, I'll begin by giving a quick overview of the Career situation as a whole, as it is very different than years past. This year, there is not one formal Career pack; instead, the Careers have split up into multiple, smaller groups, with the Ones and the Twos independently deciding to ally only within their districts, leaving the Fours in the dust. Of these, the District One pack is the largest, only because they have taken in Shine Scott from Twelve. Jaesa Briton is leading the group of five, which Tyranny, the youngest of the group, seems content about – or at the very least, isn't upset enough about to make a stink. My guess is that One chose their volunteers rather early and has been working in this configuration of Jaesa in the lead for a not-insignificant amount of time.

Interview Notes: Tyranny is going to be leading off the interviews, so make sure it's a strong start. You should have no problem getting her to gush about the opportunity she has to compete in a Quell; honestly, part of why we chose the interview order we did is that she'll do a great job of setting the tone of the rest of the night – and because there are more interesting things to talk about in Jaesa's.

Acacia Andalu, Eighteen, District Two Standard Female (she/her)
Session Notes: Acacia spent the entirety of her private session sparring. She requested two level three, two level four, and two level five trainers, all trained in a variety of weapons. Acacia sparred with them in various permutations, herself rotating between weapons every time the trainers swapped as well. She did not show off her skills with any ranged weapons, but what she did show off was incredibly impressive.
Alliance Notes: Acadia is, somewhat by default, the leader of the District Two Careers. This is a less than ideal situation for her; Nikau is about as exciting as a wet blanket, and the relationship between Smash and Crash leaves something to be desired (more on that in their reports). Perhaps more interestingly, Acacia rejected Shine Scott from Twelve from their alliance despite the fact that they share a district of origin. As Shine could have been a huge help for that alliance, both because she is skilled in combat and because it would have given the Twos a numbers advantage against all the other Career packs, why that choice was made is beyond me. I can only assume that she was instructed to do so by her mentors, but why?.

Interview Notes: There's a lot for you to go off here. My guess is that Acacia will have been coached to not answer the Shine question, so you can ask it but don't be upset if you don't get much of an answer. Try instead to get her talking about her brother, Avery, who was a tribute in the 98th Games; I anticipate rich responses on that front.
Additional Notes: I'm going back and forth on how to measure Acadia's chances in these games. If it was a traditional year, I think she'd be an incredibly safe bet for the finale and a mostly safe bet for Victor. However, the strategy that her mentors have imposed on her is only going to disadvantage her: her goal is first to get Smash and Crash out of the Arena alive, and then to survive along with Nikau. I can't give her an 11 when she's been instructed to prioritize other lives - and the lives of children at that - above her own.

Nerida Nyansas, Eighteen, District Three Standard Female (she/her)
Session Notes: Nerida's private session was somewhat odd. She went straight for the knife station, but rather than grabbing regular knives, she picked up a couple of butcher knives and began to hack away at a variety of dummies. Her behavior while doing so, however, was unusual at best. Nerida's violent mannerisms were reminiscent of some of the more dangerous killers we've seen in the Games, but her anxious eyes betrayed an internal nervousness. She did all of this while ranting about the number of serial killers in the Games and how prolific they'd become in society… even though she was acting like the people she seemed to hate… I couldn't get a read on her, really.
Alliance Notes: Nerida spent most of training on her own, but at the last minute, Maximum Acceleration from Six approached Nerida and requested to ally. Nerida accepted, joining Maxi as well as Arnav Newton, also from Six. Some of Nerida's behavior during training indicated that she was interested in joining the Sixes much earlier; given that she made no attempt to approach them, it is very lucky that they approached her when they did, or she likely would have lost out on her chance.

Interview Notes: I have no idea what you're going to get here. Be ready to steer this in one direction or another if you have to.
Additional Notes: It feels like Nerida is trying to make some sort of a statement, but I'm not entirely sure what it is nor whether it will land with the Capitolites. To be fair, I'm not sure she fully believes in her statement either. A girl to keep an eye on for sure.

Empra Ichinose, Eighteen, District Four Standard Female (she/her)
Session Notes: Empra began her session by requesting a level three trainer to spar against with a spear. She adeptly took her down, but oddly, did not request to spar against a level four or five trainer. Instead, she went to the swimming pool, where, like every District Four tribute who has ever entered the Games before her, she displayed her ability to swim and dive. Afterwards, she dabbled with a number of other weapons, including knives and a net and trident. Despite the fact that she had just come out of the water and did not change, her performance was on par with her earlier showing.
Alliance Notes: If anyone got screwed over by the breakdown of the traditional Career structure, it is probably Empra; while she is capable on her own, her chances of survival would certainly be higher with a strong alliance around her. To her credit, the alliance she's managed to put together consists of two of the strongest outer district tributes: Helena Blackwell from Seven and Micah Piprick from Twelve. She also has her district partner, Fenris Shute, in her alliance, who will probably be the least useful of the bunch.
Score: 9 (I debated heavily between an 8 and a 9 for her. Ultimately, her skills only warrant an 8; if she were working with a traditional Career pack, one could make an argument for a 9, but even in that case, the skills she showed simply don't match up with the other Careers. However, because I chose to give Fenris the lower of two scores, I chose to give Empra the higher score to give her alliance a better shot in the Arena, as things will be more interesting with three capable packs as opposed to two. It will not be a secret to anyone that she is the weakest of the three who received 9s.)
Interview Notes: Empra owns and operates a penguin sanctuary back home. As her interview will be right after Cain, this will be a great opportunity to wash out whatever bad taste might be in our mouths. Let her promote her sanctuary as much as she desires.
Additional Notes: I don't understand why Four kids insist on going to the pool every time they have a private session. Do they realize that the Arena only includes swimmable water maybe once in five or ten years? We know they can swim. Show us more.

Astrid Evans, Sixteen, District Five Standard Female (she/her)
Session Notes: Astrid showed off proficiency with daggers and knives, as well as, for some reason, a bow and arrow. She is clearly a quick learner, as while she is not quite as skilled with any of them as those from One, Two, or Four might be, she did very well for herself.
Alliance Notes: As far as we have been able to tell from training, Astrid has no allies; she has only interacted with the other tributes from her district. However, it would not surprise me if she and her district have some sort of plan in place to ally regardless.
Score: 7
Interview Notes: Ask her about her twin sister, whom she only reconnected with at her first Reaping. That's a story that'll present her in a great light and could provide a powerful narrative as she enters the Games.
Additional Notes: It seems like every year since Katniss won, we get a new outer district tribute who decides they want to use a bow and arrow. Astrid might be the most successful of them.

Acadia Nimmo, Seventeen, District Six Standard Female (she/her)
Session Notes: Acadia began her session by sparring with a level two trainer with a short sword. She is clearly comfortable on her prosthetic leg, as she was able to keep pace with the trainer and even pin him against the wall at multiple points. Then, she went to the blow dart station and fired off about ten of them at hanging dummies, most of which hit near major arteries. She spent the end of her session at the medical station, where she cleaned and dressed a wound.
Alliance Notes: Acadia spent her time in training with Leyton Gresley, one of her district partners. The two seemed interested in forming a larger alliance but were unable to find anyone to work with for whatever reason. At the last minute, however, they linked up with the standard pair from Nine, Brandi Hahn and Izan Peralta. Acadia and Leyton seem mostly loyal to each other, with Acadia taking on the leadership role while Leyton gives her the support she needs.
Score: 7 (Score decreased by 1 because of the disadvantages of her prosthetic, but then increased by 1 to account for a particular Arena mechanic that we've discussed… so it normalizes back to a 7.)
Interview Notes: The obvious topic of conversation will be Acadia's prosthetic leg but try your best to ask her questions such that she's interested in them, not such that they make her uncomfortable. Leyton and Acadia live very close to each other in Six, and their families work in compatible businesses; I'd hazard a guess that they at the very least know each other from home, so that could be a good fallback topic of conversation.
Additional Notes: A few things regarding Acadia's prosthetic. We will not be giving her a new prosthetic before the Games, both because we feel it is unfair to give her such a state-of-the-art device that may give her an advantage and because she expressed to her mentor that she wouldn't have time to get used to it before the Arena. However, I contacted a prosthetic specialist in the Capitol who will meet with her in her launch room before the Games and check to make sure Acadia's prosthetic is in the best possible condition before entering the Arena. Once Acadia launches, anything that happens to the prosthetic is up to her to repair, like if any other tribute were to injure her leg; we are working with the prosthetic specialist to develop a repair kit that we will make accessible in the Arena that is comparable to conventional medical kits.

Amber Elmore, Twelve, District Two Standard Female (she/her)
Session Notes: Amber started at the fire-making station, where she quickly and nimbly built a fire. She then spent three minutes staring at the fire because, and I quote, "it's really pretty." Next, she ran to the tree-climbing station and scurried up one of the trees, after which she began swinging from tree to tree like a monkey. Afterwards, she ran the agility course, scrambling up and down the platforms as if she were leaping between trees, which she did rather effectively.
Alliance Notes: Amber is in an alliance with two of her district partners, Toby and Moss Darya. After accidentally getting left behind on the first day of training, she has stayed glued to one or both of them.

Interview Notes: Under no circumstances should anything about her family, her background, and her home life come up in her interview. Keep things very focused on her Capitol experience.
Additional Notes: None of this is her fault and it makes me sad that she has to face the consequences of actions that she never knew happened.
President's Notes: I understand that it is nobody's fault that she is here. But now that she is, we cannot let her survive (not that the odds of her living are all that high). We have to do this for the safety of the country, Amethyst, and you know that.

Poise Baroque, Fifteen, District Eight Standard Female (she/her)
Session Notes: Poise began her session at the edible plants station. She took the test three times at increasing levels of difficulty, and aced it every time, even setting the record on the medium level. Afterwards, she bounced around the other survival skills stations, showing a wide variety of skills but without proficiency in many of them. With about two minutes to go in the session, however, she suddenly stopped stitching up the wound she was working on, gazing into the distance until her time ran out.
Alliance Notes: Poise is the only tribute in these Games who is clearly not working with anyone. Any alliance offers she received in training were rejected, and she did not even train alongside anyone from her district.
Score: 5
Interview Notes: Poise has a tendency to get lost in her thoughts. It may take you a couple of tries for her to answer your questions. Her home life seems to be less than ideal from what we can gather, so feel her responses to those questions out as you go. It's entirely possible that the more you discuss it, the more she'll dissociate and the harder time you'll have getting her to answer your questions.
Additional Notes: During her session, Poise considered going to the dangerous animals station, but decided against it. She did touch on that station during training as well.

Brandi Hahn, Sixteen, District Nine Standard Female (she/her)
Session Notes: Brandi began her session on the treadmill, where she was able to run with impressive stamina. Then, while running, she requested a belt of knives. Brandi threw the knives – again, while running – at a target about 30 feet away from her; her accuracy could have been better, but it could also have been way worse.
Alliance Notes: For most of training, it seemed that Brandi would end up only allying with her district partner, Izan Peralta, as she was focused on avoiding Cain Mohen from Three at all costs. However, at the last minute, she managed to link up with the standard pair from Six, Acadia Nimmo and Leyton Gresley. They did not have time to work out many details of their alliance, which may make things interesting in the Arena.
Score: 9 (Score increased by two points at President Snow's request.)
Interview Notes: Brandi has some rebel blood in her family, but according to her, she has put effort into distancing herself from the rebels. Dance carefully around rebel conversation, but if she begins to talk badly of the rebels, lean into it; any anti-rebel sentiment we can funnel into the Districts is a good thing.
Additional Notes: Brandi has convinced herself that she was rigged into the Games. Fortunately, she has not made such accusations public, but she has extensively discussed the matter with her mentor, Sarah Sheaf; given the circumstances through which she entered the Games, I can understand how they would connect on this topic. I cannot confirm nor deny whether this happened as I don't have that information, but everyone involved should avoid the subject at all costs. We don't want the districts finding out that rigging is a possibility.
President's Notes: I can confirm that two kids were rigged into these Games. Which two they are, I will confirm when we meet tomorrow; I do not want to risk that information getting interrupted.

Rowena Wayland, Sixteen, District Ten Standard Female (she/her)
Session Notes: Rowena spent most of her session showing off her skills with knives, both by cutting into dummies and by sparring with a variety of trainers, none higher than level four. She demonstrated her skills at tree and rock climbing, which were pretty solid from a tribute who is not from Seven, and also ran a couple of laps on the track.
Alliance Notes: Rowena's only ally is her brother, Viktor. The two were approached by a number of other tributes, but Viktor finsisted that the two remain each other's only allies. I'm not entirely sure how Rowena feels about this, but she does seem to trust her brother very much, so my guess is that she's at least accepted his decision.
Score: 6
Interview Notes: Rowena is a spitfire, but she's somewhat less opinionated than her brother. Try to keep her calm to the best of your ability, but if you lose control, don't be afraid to end this interview early. It's hard to know what she'll do.

Session Notes: Orchid began her private session at the knife station, where she spent about five minutes mostly attacking dummies. Perturbed, she then put down the knife and stood in front of the Gamemakers, where she impressively rattled off information about all 47 of her competitors.
Alliance Notes: Orchid is a member of an alliance consisting of herself and her three district partners, Quiinn Jones, Camden Hart, and Cyei All. She has taken on the role of de facto alliance leader, trying to keep her three allies on track throughout the training process.

Interview Notes: Orchid's family owns a wine farm back in Eleven, but her grades indicate that Orchid is looking for something bigger, as her strongest grades are in her science and math classes. Feel free to ask about her family as well as her aspirations; this should be a pretty easy interview for you.

Marie Gagne, Fourteen, District Twelve Standard Female (she/her)
Session Notes: Marie focused on demonstrating her survival skills, specifically snares and fire-making. She also spent some time with a knife, butchering the animal she snared and then cooking it over the fire. It is clear that she is focused on surviving day to day, but it is unclear what will happen if she ends up in a combat situation.
Alliance Notes: Marie is thus far the only tribute who has actively connected the Reaping slots to the Quell twist. She's gathered up an alliance of herself, Evion from Three (a standard male), and Ryelee and Ritz, the Quell pair from Nine. From what we can tell, she hasn't put together why exactly the Reaping slots matter, but the fact that she's noted them (especially as the only tribute who has) is still something to be praised.
Score: 7 (increased by one because of her savviness with forming an alliance.)
Interview Notes: Marie will be one of the last interviews, as she is from Twelve. As such, she's the perfect person to use to tease our Capitolite audience about our plans for the Games. Feel free to prod a little into why she chose her allies, revealing to our audience just a hint that the Reaping slots will be important but not revealing why.

Lydia Leah, Seventeen, District One Standard "Male" (she/they)
Session Notes: Lydia began their private session by picking up a spear and shield. She requested three trainees, armed with spears and swords, against whom she could spar. They put up quite a fight, but Lydia was eventually able to win. Afterwards, she went over to an area which we stock with some unusual weapons just in case any tribute should be already trained with them and picked up a handful of shurikens. They then darted around the room like a cat, firing one after another at a shockingly fast speed at targets scattered about from rather far away.
Alliance Notes: Lydia is a member of the District One Career pack, led by her girlfriend, Jaesa Briton; the other members are her district partners, Khada Oromonio and Tyranny Bomber, and Shine Scott from District Twelve. Reports from the mentor room indicate that Lydia was the most apprehensive of the Ones about letting Shine into their alliance.

Interview Notes: Lydia doesn't really have a positive home life to speak of, which seems to have impacted their training back home, so it may be in your best interest to focus on their girlfriend, Jaesa Briton. Based on how Jaesa and her interviews go, and given their difference of opinion regarding Shine's inclusion in their Career pack, it's your call as to whether the better angle is "these two are devoted to the end" or, going off of their difference of opinion about Shine, "there are cracks starting to form between them."
Additional Notes: Lydia alternately uses she/her and they/them pronouns but does tend to lean towards she/her. She is technically designated female at birth so I'm not quite sure how she ended up in the male slot, but when it comes to gender identity, I decided long ago that it was not my place to pry.

Nikau Melusine, Eighteen, District Two Standard Male (he/him)
Session Notes: Nikau spent his entire private session throwing spears. Yes, you heard me right. He spent his entire 15 minutes at the spear station, throwing spears. To his credit, his accuracy remained consistent, and his arm didn't seem to get tired. But seriously… there was nothing other than spears that you felt confident enough in to show us?
Alliance Notes: Nikau is a member of the District Two Career pack, along with his three other district partners. It's easy to make the argument that he's the least exciting member of his alliance, given Acacia's skillset and motivation and the Hatch twins' internal conflict. (Incidentally, it is almost as easy to argue that Nikau is the least interesting Career, period.) He would make a great meat shield if he could do literally anything other than use spears.
Score: 8 (Score decreased by one because he literally only showed us spears. You're a Career. Give me more.)
Interview Notes: Try to get anything out of him that's not just standard D2 talking points. I anticipate that he'll try to play an angle, but his wet blanket-ness might make that hard.

Evion Viscose, Seventeen, District Three Standard Male (he/him)
Session Notes: Evion appeared to go for the slingshot station, but then changed his mind, asking for some sticks and other natural materials, out of which he constructed his own slingshot. He then shot at the targets with remarkable accuracy. Then, he played a glorified game of tag with five armored trainers, somehow managing to evade all of them and even striking a couple of them with the slingshot he still carried.
Alliance Notes: Evion is one of the members of Marie's alliance, along with the Quell pair from Nine.
Score: 6
Interview Notes: Evion has a certain amount of discomfort around men. From our research, it does not seem like there is any evidence of assault in his history, but it's probably a good thing that it is Celestia doing the interview and not Magnus.

Fenris Shute, Fourteen, District Four Standard Male (he/him)
Session Notes: Fenris began his private session by weaving a net out of rope and some seaweed. He then used that net to construct a small trap. Once he was done, he went over to the pool, where he showed off his swimming and diving skills.
Alliance Notes: Fenris is a member of the Career-esque pack organized by his district partner, Empra Ichinose, along with Helena Blackwell from Seven and Micah Piprick from Twelve. The skill discrepancy between him and the other three of his allies is immense, and I wouldn't be surprised if Fenris was just included because he is from Four. Cutting off an ally this year has different consequences, however, so we will have to see if his allies choose to cut off the dead weight.
Score: 5 (I considered a 6 because of his background, but we could not find any evidence from Four that he trained in their Academies, nor do we have any evidence that his family's work involves any form of weapon, hence why I settled on a 5.)
Interview Notes: Fenris is a fourteen-year-old boy in the truest sense of the word. The extent to which he is appropriate around others around his age varies greatly depending on his mood. Do your best with him, and we should be grateful that he falls between the lovely stories of Empra and the entertainment that I'm sure the Adrinas will provide.
Additional Notes: I don't fault Fenris too hard for showing off his swimming here. It's not like he had much else of note to show.

Runar Theron, Sixteen, District Five Standard Male (he/him)
Session Notes: Runar ran. And he did a damn good job of it too. Well, he did other things – he took a few shots with the bow and arrow, which… well, they all hit the target. He sped through the plant identification quiz and got them all right. But it's clear that he's, at heart, a runner. He truly hit his stride when he got on the track, feeling more in his element than at any other point in the session.
Alliance Notes: As far as we have been able to tell from training, Runar has no allies; he has only interacted with the other tributes from his district. However, it would not surprise me if he and his district have some sort of plan in place to ally regardless.

Leyton Gresley, Eighteen, District Six Standard Male (he/him)
Session Notes: Leyton began at the weights station, where he showed off his physical strength, lifting an impressively heavy kettlebell for an outer district boy. Then, he moved to the short swords and requested to spar with a level two trainer. It took him some time, and while he did not manage to dispatch the trainer by the end of the session, Leyton held his own and kept his stamina up rather effectively.
Alliance Notes: Leyton spent his time in training with Acadia Nimmo, one of his district partners. The two seemed interested in forming a larger alliance but were unable to find anyone to work with for whatever reason. At the last minute, however, they linked up with the standard pair from Nine, Brandi Hahn and Izan Peralta. Acadia and Leyton seem mostly loyal to each other, with Acadia taking on the leadership role while Leyton gives her the support she needs.

Toby Darya, Fourteen, District Seven Standard Male (he/him)
Session Notes: To Toby's credit, we barely saw him enter the room; it wasn't until a few minutes into his time that he appeared, peeking down from above the Gamemakers' balcony. Once he made his way down to the floor again, he spent some time at the knife station, first throwing some knives and then sparring against a level one trainer. He then took a few minutes to climb some trees and show how he could maneuver between them, which he did with impressive stealth, and finished off his session on the treadmill.

Session Notes: Arlie began his private session by collecting a bunch of materials from the traditional traps station and bringing them to the mechanical traps station. He then spent his entire session creating one of the most elaborate traps I've ever seen a tribute make in their private session. By the end of it, when he triggered the trap with a training dummy, the combination of electrified parts and sharp edges completely decimated it.
Alliance Notes: Arlie is a member of the alliance formed by Vidja Zavala from Three, along with Clemency Trimble from Twelve. His and Vidja's skillsets complement each other well so I'm excited to see what they do together in the Arena.

Session Notes: Izan went straight to the sickle station, which was fortunately outfitted with a size-appropriate sickle. He wielded it with surprising skill for a child of his size, able to make somewhat of a dent in the dummies he worked with, though the cuts he inflicted would be more of a nuisance than anything else for anyone he came into conflict with.
Alliance Notes: For most of training, it seemed that Izan would end up only allying with his district partner, Brandi Hahn, as he was simply following her around and, as I mentioned above, she was focused on avoiding Cain Mohen from Three at all costs. However, at the last minute, Brandi managed to link up with the standard pair from Six, Acadia Nimmo and Leyton Gresley. They did not have time to work out many details of their alliance, which may make things interesting in the Arena.

Interview Notes: Try to play up the sob story angle, the devastation his family feels at losing two children in two years. Yes, if the name Izan Peralta sounds familiar, it's because last year, his brother, Arzan Peralta, was Reaped. We discovered about midway through the Games that it was Izan who actually entered the Arena; in other words, the tribute we have in front of us is really Arzan Peralta. When we confronted Izan about it last year, he explained that Izan and Arzan sound similar in a Capitol accent, and so genuinely thought his name was called. Whether or not this story is true is anyone's guess. Needless to say, please be careful in his interview; it would be bad if anything about this came out.
Additional Notes: I cannot in the slightest justify giving Izan a score any higher than a 4. It will look suspicious.

Session Notes: Like his sister, Viktor began his private session at the knife station. He is slightly stronger with knives than his sister; while Rowena got tripped up by a level four trainer, Viktor was able to hold his own. He then spent a little time at the sword station before demonstrating his skills at weightlifting, which were very impressive, especially for an Outer District kid.
Alliance Notes: Viktor's only ally is his sister, Rowena. Between the two, he seems to be acting as more of the leader, while Rowena is following his lead. The two were approached by a number of other tributes, but Viktor insisted that the two remain each other's only allies.

Session Notes: Quiinn spent most of his private session showing off his survival skills. He climbed up both the climbing wall and up the trees, then ran the agility course a few times. Next, he went to the plant identification station, where he ran through the medium test twice, and then the highest-level test twice. He used the rest of his time to run on the track.
Alliance Notes: Quiinn is a member of an alliance consisting of himself and his three district partners, Orchid Ursinia, Camden Hart, and Cyei All. However, he spent some time lingering around the two youngsters from Eight, Harlen Enetrust and Saskia Calahan. What that will translate to in the Arena is anyone's guess.

Clemency Trimble, Fifteen, District Twelve Standard Male (he/him)
Session Notes: Clemency started his private session at the edible plants station, where he ran through the three levels of the test multiple times. He then requested a bucket of samples of the plants and a blindfold. Clemency blindfolded himself and sorted out the plants between edible and inedible, getting about 70% of them right, an impressive feat. He spent the last part of his session demonstrating relative proficiency at the slingshot station.
Alliance Notes: Clemency is a member of the alliance formed by Vidja Zavala from Three, along with Arlie Poplin from Eight. Clemency's strengths are very different from Arlie and Vidja's; his are based in the natural world while theirs are based in the technical and artificial, which is probably why he was included in the alliance in the first place.

Interview Notes: Clemency is the child of two of the mayor's workers back in Twelve. This has given them a slightly more comfortable life than those in the seam, though they do not hold the same status as those in the working class. Jaesa Briton, Eighteen [Elected], District One Quell Female (she/her)
Session Notes: When Jaesa entered the room, she requested that five trainers be readied: a level three rapier trainer, a level five rapier trainer, and three random trainers that she would fight with her staff. She easily dispatched the level three trainer, and while she broke a sweat against the level five trainer, she still won handily. After switching to a staff, she took on the other three trainers. Jaesa quickly identified and knocked out the weakest of the three, then effectively used both ends of her staff to trade hits between the other two. A very impressive showing from her, possibly the strongest of any of our Careers.
Alliance Notes: Jaesa is the leader of the District One Career pack, which consists of her three district partners, Tyranny Bomber, Lydia Leah, and Khada Oromonio, as well as Shine Scott from Twelve. Reports from the mentor room show that it was Jaesa who had the final say as to whether or not Shine was to be allowed to join.

Jaesa was Reaped, but volunteered for, when she was 12; ask a few questions about that and how, if at all, it inspired her to train. Smash Hatch, Eleven, District Two Quell Female (she/her)
Session Notes: After quickly and effectively running the agility course twice, a slightly unusual choice for a Career, Smash spent most of her private session working with ranged weapons, especially throwing knives and spears. Her performance would be considered rather good for an outer district tribute, but for a Career, even one of her age, it was rather underwhelming. About two-thirds of her projectiles hit the target, and only about a third of those hit the center two rings.
Alliance Notes: Smash is a member of the District Two Careers, along with the rest of her district partners. However, she and her brother have been in conflict for pretty much the entire time they've been here. Nothing too overt, just little spats here and there. I am very curious how long this alliance will manage to hold together.

Interview Notes: Smash is a bubbly girl who will talk your ear off, so I expect you to have little trouble getting her to talk, which will be a great contrast to the wet blanket preceding her and the brick wall that will come after. Lean into the conflict between Smash and Crash a little bit and see where that takes you. If it gives her trouble, then that's not a bad thing; the Twos can take a little bit of a psychological beating before the Arena.
Additional Notes: Reports from the mentor room indicate that, like her brother, Smash rehearsed a private session back home in Two before coming to the Capitol. Given that, either Smash totally choked during her private session or Two made the bold move to send in someone who is downright unprepared for the Arena to keep someone less prepared safe. I think either option would shock me.

Vidja Zavala, Nineteen, District Three Quell Female (she/her)
Session Notes: Vidja's private session was all over the place, and not in a bad way. She showed off what she'd learned with the anelace, which is a long weapon similar to a dagger, then spent some time at the knot tying station and then both at the traditional traps station and at our new mechanical traps station. Finally, she went to the dangerous animals station, where she scored fairly well on a trivia test. When she finished, however, she found that she still had a couple of minutes left. Rather than show off any other of her skills, she gathered a bunch of random trinkets from around the room and performed what I can vaguely describe as a concert for the Gamemakers. I can confidently say that I have heard better music – but I can also confidently say that I've heard worse.
Alliance Notes: Vidja put together a very strong alliance, consisting of herself, Arlie Poplin from Eight, and Clemency Trimble from Twelve. She was rather deliberate in her choice of allies, looking to put together people who could work well together and who covered each other's weaknesses. And she did a damn good job of it; if any of them were any better with weapons, they'd be giving the Careers a run for their money no doubt.
Score: 8 (I considered giving her a point boost as I did for a number of the other nineteen-year-olds, as you'll see later in the report, because of her age. But when push comes to shove, her skills are not on par with the Careers, so I cannot justify increasing her score past the 8.)
Interview Notes: Vidja is a vibrant, boisterous woman. You'll have no trouble getting her to talk, and I think the two of you could have a great rapport on stage. I think where you will have trouble is cutting her off at the end; three minutes is not a long time. But there are worse problems to have! I think she'll be a great primer for Cain, who immediately follows.
Additional Notes: Vidja spent quite a bit of time in training at the mechanical traps station; I think she could have shown us a lot if she'd focused there during her session instead of bouncing all around the room.

Bellona Adrina, Eleven, District Four Quell Female (she/her)
Session Notes: Bellona began her session by showing off her skills with throwing knives. She threw five knives at a time, increasing her distance from the target by 5 meters each time; she managed to hit the bullseye on nearly every shot going up to 30m back. Then, she sparred against a level two and a level three trainer in pure hand-to-hand, which she was rather successful at. After climbing a tree, she finished off her private session by doing the obligatory District Four laps in the swimming pool.
Alliance Notes: Bellona's only ally is her brother, Acestes. She decided early on that she had no interest in allying with the rest of her district, and Acestes evidently followed suit.

Interview Notes: Bellona is a little firecracker. I don't expect her to have any trouble with being interviewed, but my guess is that she has not had interview training the way other firecracker Careers have. Lena Magney, Nineteen, District Five Quell Female (she/her)
Session Notes: As is becoming a pattern, Lena went straight for the knives, spending the first three or so minutes of her session there with moderate success. Afterwards, she went over to do the agility course, but about halfway to the station, she stopped, turned around, and ran out of the room. I couldn't get a glimpse of her face, but the Peacekeepers who were at the door said she looked rather green.
Alliance Notes: As far as we have been able to tell from training, Lena has no allies; she has only interacted with the other tributes from her district. However, it would not surprise me if she and her district have some sort of plan in place to ally regardless.
Score: 4 (I considered giving her a point boost because of her age, like a number of the other nineteen-year-olds, but her pregnancy, specifically her morning sickness, is such a detriment to her.)
Interview Notes: Lena has the potential for a great story that will intrigue the Capitolites. She's been seeing two guys at home, and it's unclear if either one knows that the other exists. Furthermore, Lena is pregnant – a fact of which she is completely unaware, and which we were only able to confirm courtesy of a small pricking of her thumb by her stylist. As much as I hate to put her through this, telling her that she is pregnant the night before the Games would make for great television, especially as she won't know who the father is.

Maximum Acceleration, Eighteen [Elected], District Six Quell Female (she/her)
Session Notes: As soon as she entered the room, Maximum made very clear that we should call her Maxi. She then launched into a conversation with us Gamemakers, trying to get us to let our guard down; I can't say she succeeded with me, but some of our younger members were hooked. As she talked, she smoothly walked towards the knife station and picked up two stiletto knives. Then, as if possessed by a superhuman rage, she downright brutalized one of the dummies, reducing it to little more than red shreds.
Alliance Notes: Maxi spent the entirety of training trying to find someone else who would be willing to ally with her and her district partner, Arnav Newton; consequently, she spent most of training being rejected by the other tributes. At the last minute, however, she brought Nerida Nyansas from Three into their alliance. Maxi seemed incredibly desperate by the end of the second day, so I'm curious where Nerida ranked on her list of potential allies.

Interview Notes: Maxi's interview is one of those where you can lean into the macabre fascinations of the Capitolites. I am curious how she will manage to justify the murder of her boyfriend for petty reasons, but I think if anyone can do it, it's her. As long as she keeps that temper under control she should be fine.
Additional Notes: I can't decide whether the tributes who decided to reject Maxi were smart, because her temper is a huge wild card factor, or dumb, because now they've made themselves a target.

Helena Blackwell, Nineteen, District Seven Quell Female (she/her)
Session Notes: Helena began her private session at the edible plants station, where she flew through the highest difficulty test. She then picked up the bow and arrow and fired a quiver of arrows at target dummies from three different distances. While she didn't hit a vital point each time, and her technique does leave a little to be desired, she did manage to hit the target on every shot. Afterwards, she went to the camouflage station, where she did an impressive job of blending her arm into a simple background of leaves; I can only imagine what she'd been able to do with more time. It should be noted that Helena did not say a word to anyone in the room from the moment she entered until the moment she left.
Alliance Notes: Helena is a member of the Career-esque pack organized by Empra Ichinose from Four, along with Fenris Shute from Four and Micah Piprick from Twelve. While the other three are getting along very well, Helena has been keeping herself at somewhat of a distance. It will be interesting to see how they interact in the Arena, and what happens when the pressure is on.

Session Notes: Saskia began her private session by running the agility course a few times. The course was a hair big for her, but she did well enough with it. Afterwards, she went over to the water purification station and began the process of purifying water, which was nearly finished by the time her session was done.
Alliance Notes: Saskia has spent her time in training with her district partner, Harlen Enetrust. While Harlen is her only formal ally, Quiinn Jones from Eleven spent some time in training hovering around and even working with the youngsters. What that will translate to in the Arena is anyone's guess.

Session Notes: Ryelee spent most of her time working with daggers, showing limited skills both in throwing them and in using them in close range. Her hand-to-hand combat leaves something to be desired, but at the very least she could do quite a bit of damage; meanwhile, in throwing the daggers. she has an accuracy of about 50%. Finally, she took on a trainer in straight hand-to-hand combat with a pair of brass knuckles and did decently well; she may not have any notable technique, but getting punched hurts.
Alliance Notes: Ryelee is a member of Marie's alliance, as is her district partner, Ritz, and Evion from Three. She and Ritz trained together before they joined Marie's alliance, and Ryelee seems to feel rather comfortable around them.

Session Notes: Lambell's private session was lackluster at best. She flitted around all over the room, unable to settle down in one station, mostly because, when she struggled with a task, she would immediately give up and switch to something else. Her best showing, and I use that term very loosely, was at the knife station, where she was able to make a cut onto at least two dummies.
Alliance Notes: Lambell has just one ally – the youngest of her district partners, Hodge Winchester. The two did not make much of an effort to find other allies during training.

Interview Notes: Unlike the other younger kids, Lambell is probably used to interviews, so she shouldn't have much trouble with the people and the lights and such. She also probably already has a persona that she uses for interviews back home; as her real personality is not always aligned with her sweet public image, if she does not stick to that persona, do your best to help her find it.
Additional Notes: Lambell's father might be the most well-connected and highly respected mayor in Panem's history. Rarely do we have Victors where the Capitolites don't request to be with them out of respect rather than out of disdain. I anticipate that Lambell will be an incredibly popular tribute with the Capitolites – as long as she's able to keep up her image. Either way, her father should rake in a significant amount of sponsor money for her, which will keep her alive… until it can't anymore.

Camden Hart, Eleven, District Eleven Quell Female (she/her)
Session Notes: When she entered the room, Camden requested a level one slingshot trainer. She then picked up a knife and entered into combat with him. She performed… relatively decently, showing that she would have half a chance at defending herself if she ended up facing combat in the Arena. Then, she carefully carved up a dummy, demonstrating awareness of pressure points and key veins. Afterwards, she bounced around to a variety of survival stations, including edible plants, rock climbing, and tree climbing.
Alliance Notes: Camden is a member of an alliance consisting of herself and her three district partners, Orchid Ursinia, Quiinn Jones, and Cyei All.

Shine Scott, Nineteen, District Twelve Quell Female (she/her)
Session Notes: Shine's session was like watching a weapons demonstration. The girl bounced around between what seemed like every combat station in the room, showing off relative proficiency with every single one. Her broad range of skills, however, does not negate the fact that she seems somewhat out-of-practice with every weapon except knives and pickaxes. She is like an adult riding a bike for the first time since their childhood; I anticipate that, if she'd had a week more to review her skills, Shine would be in exceptional shape leading into the Games.
Alliance Notes: Shine is a member of the District One Career pack, along with all four of the Ones, Jaesa Briton, Lydia Leah, Khada Oromonio, and Tyranny Bomber. She first attempted to join the District Two pack, however, citing her roots in District Two and her time in the Academy system there, but was rejected. As I mentioned in Acadia's report, I'm very curious why she was rejected from the Twos; if we can dig into that a little bit, there may be something that we can exploit.

Interview Notes: Twelve has had some very successful tributes since Katniss Everdeen brought attention back to the district 26 years ago, but Shine might be the most exciting of them. We all know that Capitolites can get bored after Four, so teasing Shine's interview could work very well as far as engagement goes, which honestly will probably benefit all of the Outer District kids. Let Shine guide the conversation and just follow her lead; I have a feeling that she'll be more than happy to talk.
Additional Notes: I'm a little bit surprised that Shine was not more proficient with batons. Given her father's job, I figured they would have made up a significant portion of any training she might have done within the last six months.
President's Notes: I cannot say I expected this to be the way the Quell twist affected District Twelve. While Shine did take advantage of the Quell, I'm willing to let it happen. If she wins, she could be what we need to whip Twelve into shape.

Khada Oromonio, Eighteen [Elected], District One Quell Male (he/him)
Session Notes: Khada showed tremendous skill with a crossbow, able to hit targets from across the room, at insane angles, with various obstacles in the way, and even with most of his vision impeded. He then went over to the knife station, took out four dummies, and meticulously sliced them open. After that, he collected some of the fake blood from the dummies and brought it over to the camouflage station, where he spent the last two minutes of his session painting… something on a canvas. I'm still not sure what that something was supposed to be.
Alliance Notes: Khada is a member of the District One Career pack, led by Jaesa Briton; the other members are his District partners, Tyranny Bomber and Lydia Leah, and Shine Scott from District Twelve. While he has trained with them, his focus has seemed to be elsewhere; he will perform his exercises and then step aside to allow the others to go while he scans the room, looking for something or another. I believe I could guess what he is looking for, but anyone who wasn't looking for the same thing wouldn't have a clue.

Interview Notes: Khada is a convicted killer who was reportedly responsible for 15 deaths in under two years. He has no rebel background and had nobody else with whom he worked, so I think we can take more of a 25th Games approach of letting him lean into his murderous side. This is the Capitol, after all; let the Capitolites get all macabre with him.
Additional Notes: District One broadcast very clearly to its citizens whom to vote for, likely at a directive from the main Academy. Incidentally, it seems as though Khada was selected significantly after Jaesa. While it doesn't much matter, it would not surprise me if Lydia's inclusion in the Games is also somehow connected to the delay in Khada's selection.

Crash Hatch, Eleven, District Two Quell Male (he/him)
Session Notes: Crash began his private session by requesting ten trainers, one of each of our five skill levels at swords and at spears. He then switched off between his sword and his spear, working up the ladder of trainers. He successfully managed to beat the level 3 trainer on both tracks but ran out of time in the middle of his fight with the level four swordsman. I am curious if that was by design, because I doubt he would have won, but he managed to keep up with the swordsman for just long enough.
Alliance Notes: Crash is a member of the District Two Careers, along with the rest of his district partners. However, he and his sister have been in conflict for pretty much the entire time they've been here. Nothing too overt, just little spats here and there. I am very curious how long this alliance will manage to hold together.

Session Notes: Cain spent his private session at one of our new stations, mechanical traps, where he used the entire fifteen minutes to create what is honestly a very impressive trap. When triggered, a bear trap snapped together, causing wires strung around the outside to suddenly electrify. To his credit, I would not want to get near that.
Alliance Notes: While Cain does not have any formal allies, he has been trailing Brandi from Nine, who has repeatedly rejected his advances. Despite a shared history, she has no interest in allying with him.

Interview Notes: Cain's score appears to be an easy talking point, but if he realizes why he was given a twelve, it might turn into a bit of a free-for-all. If his rebel activity comes up, frame it carefully so as not to give the districts any ideas while turning the Capitolites against him. We want as few people as possible to come out of the interviews rooting for him.

Acestes Adrina, Eleven, District Four Quell Male (he/him)
Session Notes: Acestes began his session at the net and trident station; surprisingly, he is the only one of Four's tributes to use those weapons this year. He fought against a level two and a level three trainer and was able to hold his own rather successfully. Ace then sparred against the same two trainers in hand-to-hand combat. Finally, to the surprise of absolutely no one, Acestes spent the rest of his private session swimming. To his credit, Acestes was able to swim the longest of any of the Fours without coming up for air.
Alliance Notes: Acestes's only ally is his sister, Bellona. When she decided not to ally with the others in her district, Acestes decided to remain loyal to his sister and stick with her.
Score: 7 (I was torn between a 7 and an 8, but I settled on the 7 because of his age.)
Interview Notes: Honestly, I have no idea what this interview is going to look like. From what we've seen, Acestes is a very different kid when he is with his sister than when he is not. Be ready for it to be like a typical, calm, pleasant Career interview, but also be ready for it to be more like Bellona's; I trust your ability to adjust on the fly.
Additional Notes: Such loyalty is admirable, but I'm curious if he'll continue to be loyal when his life is on the line.

Pallas Gallagher, Nineteen, District Five Quell Male (he/him)
Session Notes: Pallas began his session at the edible plants station, doing very well on the easy and medium test. Then, he took some of the inedible plants from the baskets nearby and whipped them up into a paste that I think he hoped would be a poison. While I am not an expert on edible plants, I don't think the paste he made would be deadly; however, it would probably incapacitate the consumer for quite a while. (And no, before you ask, he didn't put nightlock in – I know what nightlock does.) Finally, he slathered the paste on the end of a knife and attacked a dummy with it.
Alliance Notes: As far as we have been able to tell from training, Pallas has no allies; he has only interacted with the other tributes from his district. However, it would not surprise me if he and his district have some sort of plan in place to ally regardless.
Score: 6 (I considered giving him a point boost because of his age, as I did for a number of the other nineteen-year-old tributes, but he showed no actual combat skills in his session.)
Interview Notes: Pallas is a pleasant and talkative man; you should have no trouble talking to him about his home life. Reports from home show that he has a tendency to continue talking and not necessarily respond to social cues, so be prepared to spend all three minutes on one question.

Arnav Newton, Seventeen [Elected], District Six Quell Male (he/him)
Session Notes: Arnav's private session was strange, to say the least. He picked up a sharp knife, went over to a dummy, and started scraping the burlap off piece by piece. When he finished one dummy, he went on to another and then another, all the way until his time was up.
Alliance Notes: Arnav spent most of training following his district partner, Maximum Acceleration, around, hovering silently as she hunted for allies. They eventually managed to secure a third ally: Nerida Nyansas from Three.
Score: 6 (I would be concerned if he came up to me with a knife, but it seems like he can only do one thing with it. There is a case for a 5, but given how unsettling his behavior was, I'm inclined to keep it at a 6.)
Interview Notes: Arnav is the strong and silent type, and by silent, I mean slightly creepy. I don't think I heard him utter a word during training so I'm not sure how much luck you'll have with him – though maybe him keeping quiet is the better option.
Additional Notes: Now that I think about it, maybe he's the reason that other tributes rejected Maxi's alliance offers.

Moss Darya, Nineteen, District Seven Quell Male (he/him)
Session Notes: Moss began his session at the axe station. It took him a moment to get comfortable with the axe in his hand, but soon enough, he went and carved up a few dummies. Moss then lifted a few weights at the weightlifting station and then finished off the private session by climbing a tree, which he was surprisingly good at for someone of his size.
Alliance Notes: Moss is in an alliance with his brother, Toby Darya, and their district partner, Amber Elmore. Moss is incredibly protective of his allies, going out of his way to make sure that they stay in his sight and by his side as much as possible.
Score: 7 (Score increased by 1 due to his physical size and his age advantage on many of the other tributes)
Interview Notes: As I said in Toby's report, there's clearly a narrative to play into here. If Moss were being interviewed before Toby, I'd say that his interview could be a good set-up for Toby's. However, that's not the case. Try your best not to make Toby look like an ungrateful little brother through your conversation with Moss.

Session Notes: Harlen spent his entire private session at the camouflage station. He did not do a particularly successful job of actually camouflaging anything; rather, it seemed like he was just playing with colors and seeing what happened when he added them to his arms and legs.
Alliance Notes: Harlen has spent his time in training with is district partner, Saskia Calahan. While Saskia is his only formal ally, Quiinn Jones from Eleven spent some time in training hovering around and even working with the youngsters. What that will translate to in the Arena is anyone's guess.

Interview Notes: Like with the other youngsters, you may need to help Harlen with stage fright if he gets overwhelmed by all of the lights and sounds in the room. But I don't expect there to be any problems once he adjusts.

Ritz Marquette, Eighteen [Elected], District Nine Quell "Male" (they/them)
Session Notes: As could be expected from the amount of time they spent training together, Ritz's private session went about as well as Ryelee's did. They, too, showed off their limited skills with a dagger, both in close range combat and in throwing the daggers. Their skills were slightly worse in both areas than Ryelee's. However, they redeemed themselves with their survival skills, able to start a fire pretty quickly and accurately approaching a water purification task, though they ran out of time to see it through.
Alliance Notes: Ritz is a member of Marie's alliance, as is thier district partner, Ryelee, and Evion from Three. They trained with Ryelee before they joined Marie's alliance, and Ritz seems to feel rather comfortable around her.

Interview Notes: Ritz comes from what can only be described as a cult that lives on the outskirts of Nine. They're called the Sexless Society and that's as far into research as we got before we decided we didn't want to know anything else. It's your call how far you want to probe but I would advise not so far, although it could entertain the more macabre Capitolites so who knows.
Additional Notes: Remember that Ritz is the only tribute whose pronouns are exclusively they/them.
President's Notes: I've always been curious to learn more about the Sexless Society. They have always seemed somewhat crazy but mostly harmless. Perhaps Ritz will provide us with some insight into their customs; if it proves that they are more harmful than we expected, we will have to shut them down.

Hodge Winchester, Sixteen [Elected], District Ten Quell Male (he/him)
Session Notes: Hodge split his private session in half. For the first half, he flitted between the various survival stations, showing off his skills in knot-tying, water purification, and fire-making. Afterwards, he picked up a sword and requested a level two and a level three trainer. While sparring, Hodge spent most of the time on defense, but I think that was somewhat intentional. He was exceptionally good at getting out of the tight spots that the trainers cornered him into.
Alliance Notes: Hodge has just one ally – his youngest district partner, Lambell Rose. The two did not make much of an effort to find other allies during training.

Interview Notes: Hodge comes from one of the wealthiest families back in Ten; they are staunch supporters of the Capitol and the Games. It is integral that his interview goes well; even if Hodge dies, we want the Capitolites to like him and his family to feel like they got the best out of their son before he passed.

Cyei All, Eleven, District Eleven Quell Male (he/him)
Session Notes: Cyei entered the room and requested three trainers with no particular weapon experience. He insisted that they play a round of hide and seek with him. They closed their eyes and counted to fifteen, by which point Cyei had disappeared. As they hunted for Cyei, we in the Gamemakers' Booth noticed that Cyei was soundlessly moving throughout the room, avoiding the trainers. By the end of the fifteen minutes, the trainers were unable to find Cyei.
Alliance Notes: Cyei is a member of an alliance consisting of himself and his three district partners, Quiinn Jones, Orchid Ursinia, and Camden Hart.

Interview Notes: He's a quiet, sweet boy, who strikes me as somewhat shy; he might not open up for most of his time. Like with the other youngsters, you may need to help him with stage fright if she gets overwhelmed by all of the lights and sounds in the room.
Additional Notes: So I don't know if I was seeing things, but when Cyei entered the room, he seemed to gravitate towards the knife station before forcing himself away. Every time he passed any weapon station, he did the same, especially with weapons he'd be actually able to wield. Reports from trainers indicate that it was the same during the training days themselves. I'm not entirely sure what he's doing, but it seems like there's more to this kid than meets the eye.

Micah Piprick, Nineteen, District Twelve Quell Male (He/Him)
Session Notes: Micah started his private session at the weights station, where he displayed an impressive amount of strength, even compared to tributes from wealthier districts like Seven and Nine. He then grabbed hold of a pickaxe and took it to a dummy; while he didn't have any particular technique to note in his fighting style, the dummy would probably not have survived all of the blood loss were it a real person. Micah then spent some time attacking a second dummy with a hand axe but did not seem quite as comfortable with it in his hands as he did with his pickaxe.
Alliance Notes: Micah is a member of the Career-esque pack organized by Empra Ichinose from Four, along with Fenris Shute from Four and Helena Blackwell from Nine. While Empra is the leader of the group, Micah seems to be its rock, acting as a caring older brother figure to the others. Even stoic Helena feels comfortable around him.

Interview Notes: The last interview of the night, Micah is going right after Shine Scott, which some may view as an advantage (because the crowd will be more warmed up than they'd usually be before the end of the night) and others as a disadvantage (because he will, more likely than not, pale in comparison to Shine). He does have a nice story and seems to be a great family man, so you should have no trouble making him seem approachable to the Capitolites, even if he's not quite as exciting as Shine before him.
