The war is not the first time Bill hears of Scabior.

No, he's been chasing after him for years. Curse-Breaker after Curse-Maker. Only scoundrels have the talent for sneaking in and out of ancient ruins across continents, making Bill's dream job that much harder—fun, yes, but undoubtedly harder.

He admires Scabior's work, to an extent. Not anyone can craft curses so finely that it makes Bill perspire. That's why he lets Scabior go when they meet, and he's relieved to learn the scoundrel survives wartime.

After all, when you find someone so incredibly fascinating, you can't simply relinquish them.
