Hokage Tower, October 11th, 9am
Hiruzen, Tsunade and Jiraiya who recently returned after learning of Minato and Kushina's deaths form Gerotora the scroll toad, are sitting in the Hokage's office, an anbu agent appears and states "Lord Third, the council has requesting a meeting"
Hiruzen remarks "Requested sure, demanded more likely; tell we will meet at 10".
The anbu then vanishes in a swirl of leaves.
Jiraiya comments "We know what they want, the question is, how do we keep our grandchildren out of their hands?"
"All they know is that Minato sealed it just not into who" Hiruzen replies.
"True but they resemble him too much even at such a young age they will know who they are." Tsunade states while brushing her granddaughter's short yellow hair.
"Damn, that anbu with you for telling the council" Jiraiya roars.
"Maybe we can't save both, but maybe we can save one; we could keep one of them a secret and out of their hands" Hiruzen states.
"THAT'S NOT GOOD ENOUGH" Tsunade screams.
"They won't let their 'precious Jinchuriki' out of the village" Hiruzen sarcastically remarks.
Tsunade angrily states "Who is going to stop us from taking them, we can hear the shouts to have them killed from here. I would rather die than force our grandchildren to stay with those monsters out there."
Hiruzen states quietly after a sigh "That's a dangerous game you two, you know as well as I that Danzo has far too much control over the council to allow that."
Jiraiya violently retorts "Well damn the council then, the only one left in the village that could stop us is you and we all know you won't"
"And the second you do Danzo will pull every trick in the book to have you marked as missing nins" Hiruzen sternly states.
"And you know as well as us the number of people on this planet that can stop us and none of them are in any position to do so; and if that's the price we have to take for our grandkids to live a normal life than so be it" Tsunade states with her voice laced with a mixture of anger and regret.
While looking down Hirzen states with his voice full of sadness "If that is the path you will choose so be it, I won't stop you but be warned if the council over rules me I will have no choice but to put you in every bingo book in existence."
"We know sensei, and we won't hold it against you" Jiraiya and Tsunade state together looking at their sleeping grandkids.
The anbu reappears "The council is waiting on you" he states before he disappears once again.
"Time to bring the sheep to the slaughter" Hiruzen states sarcastically.
Council Room
Hiruzen slowly walks into the dead silent room taking his seat at the head of the council, while Jiraiya and Tsunade stay in the shadows behind Hiruzen with their grandkids in their arms sleeping quietly.
Danzo is the first to speak after a few moments of silence and states "Hiruzen, we want the full story, what happened word for word from the source; the rumours are already out of control, we need to know directly from the source."
He responds simply "As some of the rumours state he sealed the kyuubi at the cost of his life."
Fugaku, head of the Uchiha clan states, after a brief pause "Who was it sealed into? We all very well know, that only a living container can hold a biju, especially the kyuubi. Hiruzen please hand the Jinchuriki over to the Uchiha clan. We can help control it and turn it into the ultimate weapon of the leaf."
Hiruzen immediately responds "No, no clan will be taking over possession Jinchuriki; it would give one clan far too much power and disrupt the delicate balance among them."
Danzo retorts "Then hand the weapon over to me, I will shape it into the ultimate shinbi and weapon of the leaf."
The room begins to drop a few degrees as Tsunade and Jiraiya who are leaking ludicrous quantities of killing intent from the shadows behind Them.
The council immediately became so quiet you could hear a pin drop and some of the civilian council just passed out instantly.
"Jiraiya Tsunade, enough," Hiruzen says with a stern glare back towards his students.
Jiraiya the calmer of the two hands Naruto to Tsunade and steps out of the shadows.
"No the Jinchuriki is not a weapon, they are just a hero who was sacrifice to save the village, the last wish of my student was for them to be a hero and just calling them a 'Weapon of the leaf' is an insult to his sacrifice" he forcefully states with a healthy dose of killing intent to get his point across.
"He was your prised student, he is a weakness to you clouding your judgment of the situation" Danzo says
Hiruzen retorts saying "Your warmongering views on what a shinobi should be clouds your judgment as well, remember shinobi are people as well not just weapons and the Jinchuriki is the same"
Danzo cockily states "let's take a vote on what to do with the Jinchuriki, my vote is for them to place under me to receive the training they will need."
Jiraiya says "No, you have no legal right to take the Jinchuriki and they will remain with their current caretakers."
Danzo says "They are our Jinchuriki the laws can be changed, now this still does not answer Fugaku's first question who was it sealed into we must know." the rest of the awake council nods in agreement.
Hiruzen sighs and asks "Is this the will of the council?" every conscious member raises their hands. "Tsunade, bring them forwards."
Before she steps out she sadly asks "Is this wise sensei it is far easier to protect them with less people knowing who the Jinchuriki is."
"I do agree but a unanimous council out rules even me we have no choice."
She slowly and hesitantly steps out of the shadows revealing two young yellow-blondes children in her arms.
With most of the council still recovering from the first blast of killing intent the first one to respond was Hiashi Head of the Hyugas he asked the question everyone was thinking "Two? Which one is the Jinchuriki"
Hiruzen sighed for the tenthousath time today and sadly replied "Both, they each have half of the burden know as the kyuubi"
Danzo replies "Wonderful news, even half the Kyuubi is stronger than any other Biju, they truly will be the hidden weapons of the leaf."
As he says this the killing intent from Jiraiya and Tsunade returns while Hiruzen stands up and puts a hand on their shoulders, Tsunade roars "Our grandchildren will NOT BECOME YOUR WEAPONS"
He replies inquisitively "Our Grandchildren? You mean to say you and Jiraiya had a child."
Jiraiya sadly retorted "Yeah we did, and we did a good job hiding it and our relationship too"
Fugaku requested the information the rest of the council wanted "Who was your child"
Tsunade uttered with her voice full of venom "None of your business, Uchiha" practically spitting his name.
With their combined killing intent finally subsiding the rest of the council began to recompose themselves.
Shikaku Nara surprisingly voiced his very helpful opinion "Well if they are your grandchildren that would make them the heirs to the Senju clan and thus any attempt by the council to interfere with their lives is against our very founding laws that can not be overturned."
"Thank your Shikaku," Tsunade said with her mood finally lifting.
Danzo smugly stated "Earlier did you not say 'no clan will be taking the Jinchuriki' this is in blatant disregard to your own comment?"
Hiruzen after a moment of thought replied "I said no clan will be taking over possession Jinchurikis' and that they will remain with their current caretakers as they are already by birth members of the Senju and by extension the Uzumakis as well."
Danzo gritting his teeth in anger thinks 'this is not going my way, what can I do?' a thought came to his head "What will you be doing with the Jinchurikis'?"
"What of them they are in our care it is none of your concern" Tsunade stated
Surprisingly it was Inoichi that insisted "No, it is of our concern, that monster leveled half the village in less than 10 minutes, we need to know what you are going to do. Both of you are known to spend extended amounts of time out of the village, and right now nobody can be sure of the future and weather or not the Jinchurikis' will be safe."
Tsunade snaps back "I'm sure I'm not the only one who can hear the villager calling for their death at this very moment and they only know half the story at best; what do you think will happen when it's announced that Minato died to do this? This village worshiped the ground he walked on, they will turn from just hating the beast for what he did to absolutely despising it for being the death of their precious Fourth Hokage?"
Jiraiya butts in "Senju or not this villagers will do everything in their power to either kill them or at least make their and everyone's life close to them miserable. I can see it in the eyes of this very council that they are thinking it so tell me will they really be safe here?"
Inoichi responds "Well there status as the Jinchurikis' is only known to the ones in this room correct?"
Hiruzen responds "No there is one other, the anbu who helped retrieve the kids and dispose of the fourths body"
Shikaku speaks up again "Well, have them and this council sworn to secrecy under threat of death and then they won't know who to direct their hate at and in a few months they will likely stop the demands for their death"
Jiraiya retorts "Do you honestly think the threat of death will stop this? Because it won't all it will do is slow and delay its release to the public"
Hiruzen voices his opinion "I sadly have to agree with Jiraiya,but much as I wish to have more faith in this council I sadly can't. I believe the best choice is to send them with their grandparents to be raised and trained away from the civilians and their hate, however I do think it is best to have them return once they are older and have them reintegrated into the village and her shinobi ranks. This will allow them a relatively normal childhood while they are trained by two of the Sannin; while Jiraiya can continue his spy network for the village rather than him confined to the village."
Hiashi makes his opinion known "I believe this to be acceptable, removing Jiraiya's network would drastically reduce our knowledge of the other villages and nations, while keeping them out of the village will protect them from the villagers until they can protect themselves. I find this to be the best for the village as them being trained by two sannin will surely make them exceptional shinobi in the future"
Danzo mutters in thought gritting his teeth 'Damn that Hiashi, and Damn you Hiruzen you had plenty of time with your students to plan for this meeting'
"All in favor?" Hiruzen asked all but the three elders (Danzo, Homura and Koharu) Fugaku and 3 Civilians raised their hands.
"10 to 7 the motion carries The Jinchurikis' will be in the care of their grandparents outside the village. As revealing their status will only put there lives in danger; everything discussed in this meeting will be declared an S-ranked secret punishable by death with no trial."
Tsunade says "Thank you sensei"
"This council is now dismissed" Hiruzen states.
Hokage's Office
"When will you four believing?" Hiruzen asks.
"We likely leave tomorrow night once we get all the supply we will need for them for at least a few months" Jiraiya replies
Hiruzen asks "Where will you stay in the meantime, both of your houses were destroyed."
Tsunade asks "your clan compound was not, would you mind having us stay there like the old times?"
Hiruzen chuckles and replies "Of course altho" he lets out a sigh and some tiers "With Biwako Dead it's on you two for dinner because I can't cook worth a damn."
Tsunade and Jiraiya Chuckle and say "of course we don't want to poison the kids with your cooking now do we."
