When Kaiya is tasked by Zhao to embark upon Zuko's vessel and sail after the Avatar, it felt like a punishment. The Avatar was becoming a legend and Kaiya held no positive regard for the banished prince, and neither did he hold any for her. It seemed like a disaster waiting to happen. And it was a disaster - just not the one she was anticipating.
