"Potter, Harry! Come this way please." The representative for the international exchange program announced.
With the extensive damage Hogwarts suffered by the fighting there, it would be closed for repairs for at least two years. Pre-OWL students would be taken in by the Manchester and Dublin schools of magic but they didn't offer NEWT studies.
Senior students were given three options. The Ministry of magic would run summer tutoring sessions for those who felt they were nearly ready to challenge the exams. The second option was homeschooling, this was not an option for the muggleborn and raised. What magic could their parents teach them? The last option was to sit a placement test for the international educational exchange program and attend the school that best fit your skills and career goals.
Molly, Arthur and Bill Weasley had offered to teach Hermione and himself but in the end both had opted for the placement test. Ron however took his parents up on the offer, he was going to help George reestablish his shop.
Harry was at a crossroads. He had wanted to become an Auror, however even with Kingsley in charge, He had very little trust for the Ministry of magic. He hated the idea of becoming an enforcer at the whim of yet another corrupt politician. He still wanted to protect those that couldn't protect themselves though and didn't know enough about the magical world to know what other options he had.
As he followed the representative into the conference room Harry prayed that the week of hellish testing had proven him prepared for international study. He had been tested on everything he'd learned at Hogwarts and beyond. Transfiguration from a toothpick to needle, to Gamp's laws of elemental transfiguration, to animagus theory. Charms from levitation to the fidelius charm. Boil cures to wolfsbane in potions. They even tested his quidditch knowledge and skill on a broom. Then his muggle education followed, he found those tests extremely difficult. Then they tested his physical fitness, which after a year on the run wasn't very good. After that he was tested to determine his Magical power levels and control. The tests had finally finished this morning and when he was done here he was going to sleep for a week.
Sitting at the conference table were Misters Sato and Hawkins and Lady Covington, his three examiners for the week. With them was Professor Flitwick and Mister Tofty representing the board of education.
"Have a seat, Mister Potter." Mister Sato said.
Harry took the seat indicated as Mister Sato continued.
"We have accumulated your scores Mister Potter and although your non-magical education is woefully behind where it should be, your scores are impressive. With a little study of charms and transfiguration theory, we believe you could take and pass those NEWTs next month with your classmates. Your knowledge of defense against the dark arts is already beyond the international standard for a second year Mastery student. We recommend passing out of those three classes before entering into the exchange program. Your potions knowledge however is only at a passable fifth year level. Perhaps you can find a tutor. Your care of Magical creatures knowledge is odd, you know how to handle the NEWT level creatures but struggle with the OWL level ones. If you wish to continue that course of study, we would again recommend a tutor. Any questions so far?"
"No Sir."
"Moving on then, your Herbology and astronomy scores are passable for an Auror career, however we would recommend that you read up on the more common, dangerous plants so you can at least recognize them by sight. Honestly Mister Potter your divination scores are pathetic, why did you take the course if you don't have the sight?" Mister Hawkins continued.
"I thought it would be interesting. I didn't know that the sight was required." Harry lied. He wasn't going to tell them he'd thought it'd be an easy class.
"Hmph, well last is your history of magic grades. No one in your class would earn even a P by international standards. This is a failing of Hogwarts, not you personally, so we won't hold it against you. Though I would be happy to recommend a number of books if you wanted to challenge the international test in the future." Lady Covington said.
Mister Sato nodded and shuffled his parchments "Your physical fitness is quite poor, though given your circumstances over the last year that is not surprising. Many schools outside of the United Kingdom require their students to maintain a certain fitness level. I would recommend you speak with your healer to design you a diet and exercise plan. As for your magic, we understand that you recently suffered some magical trauma even if we can't know the circumstances. Mister Potter, you are currently at the Grand Sorcerer level of power, much like the late Albus Dumbledore. When you have become physically fit that should rise to Grand Mage or low Archmage. Depending on how you use your magic, I believe that in five or six years you'll be a low Magus, possibly higher."
Harry looked confused "I'm sorry, what? What is a Magus? How can you tell?"
The three examiners looked at their British counterparts.
"Do you not teach the MMI to your students?" Mister Sato asked.
Professor Flitwick scowled. "The Ministry forbid us from teaching it about thirty years ago when muggleborn and half-blood students consistently scored higher than the purebloods."
All three examiners looked shocked and disgusted by his words.
Mister Hawkins sighed. "The McFadden Magical Index or MMI is the Arithmantic calculation of potential magical output of a witch or wizard. 0-150 for a non-magical, 151-300 for what the British call Squibs, 301-600 for Wizards and witches though most pass beyond this before finishing school. 601-900 are Sorcerers, 901-1600 are Grand Sorcerers, 1601-2000 are Mages, 2001-2700 are Grand Mages, 2701-3500 are Archmages, 3501-4500 is Magus and anyone over 4501 is a Grand Magus. These numbers represent how much magic an individual potentially has. This helps us calculate how strong their spells could be and how many spells an individual can cast before reaching magical exhaustion. These scores have little bearing on your day to day life. However, most Law enforcement agencies will refuse to train anyone below 1300 as they can exhaust themselves easily and become a liability. Enchanters are another group that need to be in the high sorcerer range as well, low powered people would be less productive you see."
Harry was flabbergasted. "Thank you."
"Powerful you might be but Mister Potter your control is dangerously inadequate. You over power all of your spells. Your disarming spell for example, threw me nearly twenty meters when it is meant to be a small shove. This lack of control has limited your options for schools." Lady Covington said.
"Yes, let us talk about your options, Mister Potter. Your grades are adequate for most of our participating schools. However your career path, power levels and control issues leave you with three options. Uagado in Africa, Ara Toa in New Zealand and Mahoutokoro in Japan." Mister Sato concluded.
"I know very little about any of those schools, could any of you make a recommendation?" Harry asked.
"Uagado doesn't teach wanded magic, though you have a slight affinity for wandless magic, with your control issues, I believe you would struggle. Ara Toa is a great school but the physical training is brutal and I fear for your mental wellbeing if you went there. So, I would recommend Mahoutokoro. As an instructor there I may be a bit biased but I think it is the best fit for you. I personally would like to teach you control, I'm quite interested in seeing what you can become Mister Potter." Mister Sato said.
"I agree with my colleague, Mahoutokoro would likely be the best fit." Mister Hawkins confirmed, while Lady Covington only nodded.
"Well then I guess I'll be seeing you at Mahoutokoro Professor Sato." Harry said with a slight bow.
"Excellent Mister Potter, I will owl you in the next few days with our expectations and requirements. I expect you to Take the examinations we spoke about. You will also be required to learn Japanese before the next term begins in April. Many students have found Silver-Tongues distance learning courses to be the best choice for that. You are dismissed, Mister Potter." Mister Sato said, waving towards the door.
