Arthur went back to his room after the tea party.
He heard many unbelievable things from Hood today. Commanders' hatred and Kansens's fear sounded like heavy contradictions. As the sole option against the alien threat, Kansens has earned more than enough to deserve respect and rewards. They can communicate and behave like humans. Hood's afternoon tea routine and her elegance are great examples.
One reason would be the social hierarchy. Humanity has been stated as superior to Kansens outside of fighting against Siren, and recently themselves. Even though the alien threat is not over yet, defenders have already broken down into opposing groups. Ironblood, a former member of Azur Lane, formed a new alliance called Crimson Axis. They strongly disagree with how Azur Lane decided to isolate the captured Siren technology, when it can greatly enhance their force against Siren.
The current Azur Lane is on the brink of breakdown as well due to Eagle Union's commander nominations. Both the Sakura Empire and the Royal Navy shared similar negative opinions to the commanders. Whenever Negato and Queen Elizabeth tried to nominate commanders from their countries, the Azur Lane council always found some excuse to prevent them.
Those politicians probably already think about the post-war scenario. After all, before the first Siren invasion, the world is at war against each other. Once they eliminate their mutual enemy, they will likely move back to the great war.
What can Arthur do in this war-driven era? He wants to help these Kansens who have been treated unfairly but he does not have any reliable history and experience because he cannot remember his past.
Frontline troop? That no longer exists when Kansens is invented. Logistic support? Manjuu got them. The medical field seems to use more hands but he does not have expert knowledge for that.
This left him to be a navy officer and ultimately a commander. Perhaps the quickest job to bring changes but without an academy record, he cannot enroll through the formal job application method. The only way around is through a recommendation of reliable staff. In this case, Hood, the pride of the Royal Navy, perfectly fits his needs. However, he can already imagine her decline when he never demonstrated his abilities.

"The guest demands an opportunity."
"Forge one or make one?"
"Let's make one, and get rid of that unfit person. Two birds with one stone. "
"Should I give her the details?"
"No, make this one as real as possible."
"Understood, Observer."
