Bismarck received a report from scouting U-boats.
"The Siren seems self-exploded in the middle of the Royal Navy's formation."
Bismarck reads the scout's report. Everyone in the Iron Blood knew the Siren assault on the Royal Navy, considering the raging ocean wave, explosions, and shell firing noises. The report also shows that the Royal Navy's commander seems to be KIA after the assault, which made the Kansens panic for a short while. As Hood came to the formation, everyone acted in organized manners again.
Either Hood or someone else took over the commander's roles.
Bismarck called a Manjuu over
"Tell Z23, Eugen, Admiral Hipper, and Graf Zeppelin we are going to have a meeting."
The Manjuu bows and then sprints to the Kansens' locations.
Bismarck and the four members gathered in the room.
"The Bundestag issued an order regarding the Royal Navy conveys: deploy Roon."
"Roon? Isn't she still in a pseudo-state?" asked Eugen
Roon is a PR ship that, unlike existing warships, only exists on paper or theories. Developing those ships requires a massive amount of a variety of resources. After gathering enough resources, the constructed PR ship will emerge in a humanoid form like all Kansens. However, for them to be usable in combat, copies of blueprints are required to raise their development level.
This is where the Pseudo-State comes in. Pseudo-State instantly raises a ship's development to 25 for a negligible cost. However, in this state, the Kansens's mind will function similarly to a doll that doesn't have self-consciousness. She can fulfill combat orders and fears nothing (doesn't have emotions). She cannot think and communicate, thus making her vulnerable to simple tactics like baiting.
"How many escorts shall we need?" asked Z23
"None." Bismarck paused for a few seconds. Everyone is surprised by her instant bold decision. "This is the higher-ups' order," added Bismarck.
The rest of the members silently look at Bismarck. She seems against this order but she has to obey regardless. She finds severe risks and potential loss of Iron Blood from carrying this order. Something even worse than her, the leader of Iron Blood, being KIA.
"Let's hope the Royal Navy's commander doesn't notice Roon's pseudo-state." sighed Bismarck
The Royal Navy may suffer a heavy blow and is low on supplies and morale but it does not mean they lose their will to fight. Attacking with merely one unit still seems too reckless no matter how they view it from different perspectives.
"We might want to start thinking about plan B now." Said, Eugen
"Graf, we need your planes to keep scouting so we can make decisions on-site," ordered Bismarck
"Understood, it's a shame I can't bring their end with my aircraft," replied Graf Zeppelin
