The Capitol never hijacked Peeta. Instead, they warped his identity in a different way: they made his body female, so that he wouldn't be recognized by the rebels and therefore couldn't act as a symbol or leader to them. Katniss only ever wanted Peeta back. Who is she to complain what form he came back in? After all, a body is a body. He's still Peeta, and he still loves her.

Peeta has been head over heels in love with Katniss since he first set eyes on her when he was five. They were best friends, but Peeta's family re-located the bakery and left, leaving Katniss behind. Sorry I have not posted in a while - writer's block. So, this is my version of what would have happened if Katniss had been hijacked by the Capitol and not Peeta. It also explores how some, um, interesting interactions would take place while Katniss was hijacked.
