Katniss moves to an abandoned Victor's Village. The rebellion happened years ago. She finds out that she is not alone. The spirit of the last victor of the Hunger Games still haunts his home. The Capital makes its sacrifices too. Each year, two Tributes are offered into the Hunger Games. But there's a reason they call it a Draft and not a Reaping. These children are soldiers, built and bred for war. They can't win, so they have nothing to lose. And they are quite possibly the most deadly Tributes that any have to cross.

The war is done. The corpses lay in the beds of prim-roses, sleeping softly as the sun rises. The Rebellion has ended, the heads of government-officials are posted in the halls. A bitter-ending, but the beginning of something new. The new life, and to mark an end to Hunger Games.. A pageant of honour will be hosted, the seventy-sixth hunger games will signify the end.
