The number of assignments they received had been steadily decreasing seven months ago, after the Fourth Shinobi War.

Not that it's a bad thing, considering that many of the S, A, and B rank missions they've been assigned in the past have revolved around assassination, guarding/protecting, and gathering intelligence from the enemy forces.

And having the savior of the world born into this village has a number of benefits for everyone involved.

However, because of the "shinobi alliances," they only accept missions that will not create any negative impact on the said alliances.

This means that there is even less mission, which is akin to low income.

Not that it's a problem per se, given that they control the largest territory and most powerful country in the entire elemental nation, they could always make use of their resources to their advantage. They are also, incidentally, widely regarded as the most technologically advanced in the medical field, so everything should be alright.

Nevertheless, if we consider the consequences of the Kyuubi's destruction, the Konoha crush (which occurred during the chuunin exam), Pain's attack (that decimated the entire village), and now the fourth shinobi war, all of which occurred within less than two decades. It is extremely difficult to ignore the enormous impact on the country's human resources and infrastructure.

And so, when Tsunade received a letter that had appeared magically in front of her desk, inviting her and her selected people to take part in a tournament with a sizeable amount of prize for the winner, she immediately agreed.

After all, she's been itching to get away from all of that dreaded paperwork for quite some time.
