Chapter 16: Summer in Vacuo

Author Note: Hello Everyone, I'm glad you all like what I have written for this story so far. Sorry for the delay, I had a lot of personal things happen IRL and idea planning to do.

I want to say thank you to all my readers who have made it this far into reading my story.

This will be a Naruto x Harem story.

IN ADDITION I HAVE WATCHED A LOT OF RWBY FAN MADE VIDEOS, READ A LOT OF RWBY FANFICTION, AND SEEN A LOT OF RWBY FANART.

AS A RESULT IT HAS INSPIRED SOME OF THE IDEAS FOR THIS STORY.

SO IF SOME THINGS IN MY STORY THAT SEEM FAMILIAR TO YOU IN SOME SHAPE OR FORM THEN YOU PROBABLY HAVE SEEN THINGS SIMILAR TO MYSELF.

Sanus

Sanus is debatably the largest continent on Remnant do to housing two Kingdoms. Vale on the eastern side and Vacuo on the western side. In the skies of Sanus we see a Vale airship that has been traveling a few hours already with important people in the passenger section. Those people are Naruto, Sasuke, Fū, Ruby, Weiss, Yang, Blake, Ren, Nora, Emerald, and Naruto's brother Arashi.

"It's nice to see you made a lot of friends Bro." Arashi says looking at Naruto.

"Yeah and there are still more who aren't here." Naruto says looking around the area to see Fū talking to Emerald, Yang, and Ruby, Weiss and Blake reading a book on Vacuo, and Nora having a one-sided conversation with Ren.

"Though I would have thought that your pale teammate would have shown up as well." Arashi comments.

"Sai said he was doing something important." Sasuke says getting into the conversation. "So he may not be showing up."

"I bet Sai is hanging out with Velvet and will show up later." Naruto says with a smirk.

Sasuke rolls his eyes. "We'll see." He says as looks out the window and raises an eyebrow. "Hey Naruto am I going crazy or does it look like there are more plants out then I remember?" Sasuke asks.

Naruto looks out the window to see that Sasuke was correct there does seem to be more plant life like cacti, flowers, trees, and even some fruit. "I know I haven't been back home in a few years, but this is really weird." Naruto says not understanding how the plant life became this vibrant.

"Trust me you haven't seen anything yet." Arashi says with a smirk.

"So, what can we expect from Vacuo?" Ruby asks out loud as Weiss looks up from her book.

"Well Vacuo is located in the center of the vast and harsh desert." Weiss begins explaining to her teammate. "Like the rest of the Kingdoms, Vacuo is nominally governed by a council representing its people and their interests. However, the formal government's influence is marginal at best. So Shade Academy is the only true source of law and order in the Kingdom and it's current headmaster is Professor Theodore." Weiss pauses for a moment before continuing. "I've also heard living conditions have been rough to say the least." She finishes speaking.

"WHAT THE HECK!?" Naruto suddenly yells and everyone looks outside to see something shocking. Instead of a barren wasteland they see a thriving city with stable buildings, patches of plant life, and some small mountains around in random places.

Vacuo

"Welcome to the new and vastly improved Vacuo!" Arashi say with excitement as they land and get off the ship.

"I can't believe what I'm seeing." Weiss says looking around seeing bars, stores, restaurants and an overall stable looking environment.

"This is certainly not how I imagined Vacuo would be." Emerald says looking around expecting huts or houses made of mostly wood. While there were still buildings made of wood it looked very sturdy and new, it also included some buildings made of bricks and/or metal.

Fū and Nora look around excitedly trying find out where to go first until Emerald and Ren held them back.

"So what do we do next?" Sasuke says as Vacuo has completely changed since the last time he was here and judging by Naruto's looking around he's just as confused as he is.

"Lets start by going to Shade Academy. That's where the security checks are." Arashi says.

"Since when did we have security checks at Shade?" Naruto asks raising an eyebrow.

"Since a few years ago bro." Arashi begins to say. "A lot of things have changed since you were hear last."

"Clearly." Sasuke adds as the group walks to Shade Academy not realizing what is in store for them.

Shade Academy

After a few minutes of walking the group arrived to see a temple-like structure seemingly made of bricks with a total of 6 palm trees located on the sides. This is Shade Academy.

"Nice to see that not everything has changed." Naruto says as the group enters the academy to see someone waiting for them.

"I was awaiting your arrival." The new person spoke. This individual is a dark-skinned young woman (age 29, 5 feet 5 inches) with green eyes. She wore very formal attire consisting of a long-sleeved, high-collared dress shirt and skirt, along with a pair of long earrings and high-heel sandals. She wore her light grey hair pulled back into a bun with two bangs that fall on either side of her face. "Please follow me to the Headmaster's office." She says as the group follows her.

"Still as formal as ever Mabui." Naruto says to the now identified Mabui.

"It's good to see you again Naruto, though I would've thought you learned to be more formal during your time away." Mabui says back.

"With Jiraiya supervising my training." Naruto says looking at her with raised eyebrow.

Mabui sighs. "Fair point." She says remembering Jiraiya's less noble traits.

"So how have you been? You were a teacher the last time I saw you." Naruto asks.

"I've been well. Though I have shifted from teaching to a secretary position for the headmaster." Mabui says.

"Sounds like you have been busy." Naruto comments. As the group moves through the hallway they eventually make it to the doors that separate the hallway to the headmaster's office and enter, though Arashi chose to stay behind for some odd reason. The headmaster's office is a large, somewhat oval room with a wooden rectangular desk and a gray chair. It had a few with a stack of unfinished paperwork. Behind the desk is a large window through which Vacuo can be seen. The desk was engraved with the 3 swords that is the symbol for Vacuo.

"The guests have arrived headmaster." Mabui says in a professional tone.

"Thank you Mabui." A voice says standing up from the chair and moving to face the group the individual looking very similar to Naruto though older and taller (age 41, 5 feet 10.6 inches). He has a lightly tanned complexion with spiky yellow-blond hair and silver eyes with slit pupils as well as a pair of fox ears on top of his head. Though his hair has jaw-length bangs framing either side of his face. He wears a yellow coat, reaching down to his knees. He wears a black/brown shirt and long pants as well as black boots with yellow designs on them. "Guests welcome to Vacuo, my name is Minato Namikaze." Minato says with a smile.

The group was surprised not knowing what to say, though Naruto quickly breaks the silence. "DAD!?" Naruto yells in shock.

"Welcome home Naruto." Minato says to his blonde son.

"I'm back." Naruto says before his eyes widen and shakes his head. "What going on, why are you in the headmaster's office? What happened to Vacuo while I was gone training?" He asks his father.

Minato rubs the back of his head. "Well considering I'm the headmaster now it would be strange for me to not be in the office I work in." Minato reveals to the group before continuing. "As for what happened to Vacuo there was a decision to make some improvements to the living conditions of the kingdom. So with a lot of hard work from the citizens, Hunters, and some construction items from the other kingdoms we were able to turn Vacuo into a much better place to live, while still having a bit of it's original ruggedness to not forget our origins."

After Minato's explanation he gave everyone except Naruto a permit for their stay in Vacuo and left the office and are now exiting the Academy. They decided to get dinner and Naruto recommend his favorite restaurant to the group, but Arashi informed Naruto that the restaurant decided to rebrand themselves and expand. As a result Ichiraku Ramen became Ichiraku Feast. They went to the restaurant and quickly got seated and ordered their food. "So how did you like the surprises?" Arashi asks with a smirk.

"You could've given us some warning before hand." Naruto says grumbling.

"Your dad seems nice." Ruby says trying to lighten the mood.

"What I want to know is why is Minato the headmaster now when it's supposed to be Professor Theodore." Weiss says.

Naruto thinks for a moment before replying. "Before I left I heard a rumor that Theodore would give his position of headmaster to anyone that could defeat him in a fight. I guess the rumor was true since dad is the headmaster now."

"That seems rather reckless." Ren says.

"Vacuo's council may have minimal influence, but this is a big change." Blake begins to say. "How did they allow this kind of thing to happen?"

The group turns after hearing laughter. The source of the laughter came from a tan skinned young woman with long back length wavy auburn hair with a single silver streak. She also has golden eyes, freckles and a black stylish tattoo on the right side of torso running down to her upper leg. She wears a dark navy cropped long-sleeved shirt with a metal chain-like top attached, a silver shoulder cape with crimson trimmed and her emblem on it, crimson torn off booty shorts that match her tatter scarf and thigh-high black leather boots with folded over tops and small lace-up detailing. In addition, she wears goggles on top of her head, a black belt with sheaths for her Sai weapons, a single belt on the right sleeve and her left leg. She also wears worn bandages wrapped around her wrists. "That's a good joke." She says.

"Hey Carmine you coming in or heading out?" Arashi asks.

"Hey Arashi. I just had my food, so I'm heading out to the Grimm Watch." The now identified Carmine says before looking at Naruto. "Oh Naruto welcome back, I almost didn't recognize you. Seems like your training went well."

"The training had some good results to say the least." Naruto says back.

"So, who is the cool and stylish girl?" Yang asks seeing one of the coolest people she met besides Coco.

"Thanks. My full name is Carmine Esclados, graduate of Shade Academy and full-time Hunter at your service." Carmine fully introduces herself with confidence.

"I'm sorry, but why is what I said a joke?" Blake asks.

"It's a joke because Vacuo became a monarchy a few years ago." Carmine reveals to them.

"WHAT!?" Weiss, Blake, and Emerald exclaim in shock. Naruto, Sasuke, and Ren are surprised, but they don't say anything. While Fū, Ruby, Yang, and Nora don't really understand the big deal.

"How did that happen?" Emerald says still in disbelief.

"There must've been some sort of resistance against this." Weiss says believing that someone just casually admitted to an overthrow of a government system that has been in place for over 80 years.

Arashi begins speaking. "Well as you know in the war 80 years ago the era of kings and queens were coming to an end and to replace them with a council based system. This system worked fine for Vale, Mistral, and Atlas, but Vacuo was a different story. Due to the war and other factors turning Vacuo into a wasteland the people never really accepted the system, so Shade Academy became the only source of order in Vacuo."

Carmine then continues. "Basically Vacuo got the short end of the stick and was forced to adapt a system that didn't help them in the long term. So a few years ago the people finally decided that the council set up after the war was a failed system that was useless to them and replace them with the headmaster of Shade Academy becoming the leader of Vacuo. As a result many things changed for the better." She finishes saying before look at her Scroll. Well got to go can't keep the watch waiting forever." She says leaving the group behind.

After eating the group stayed in a hotel and meet up tomorrow to start their vacation.

My goal for this chapter was to introduce the new Vacuo for this arc. I got some inspiration from the RWBY books "After the Fall" and "Before the Dawn" with my own personal changes that I have decided to make.

Sorry if this chapter seemed short to you all but

1. Think Las Vegas for Vacuo.

2. For the Office I had some inspiration to make it look similar to the Hokage office.

3. For Minato's clothes think of Phoenix "Beyblade: Metal Fusion" with some alterations.

4. The change from Ichiraku Ramen to Ichiraku Feast was a choice on my part to expand food items.
