A/N: One important note that might make some people immediately drop, so i will say it now, I have not watched Panty and Stocking and I think I should say that upfront. More details in the end note, I'll try to keep no spoilers there for my more in-depth explanation.
The 'Anarchy' sisters, as Panty and Stocking were dubbed by their fellow orphans, were arguing. That wasn't a particularly new development, in fact Hitomi Shinsou had observed it happening daily.
It wasn't really a day in the Sabetsu Orphanage until they'd had a fight over something, and everyone had heard the inevitable yelling of Stocking at Panty. Sometimes it was the other way around. Very rarely though.
Of course, Hitomi HAD noticed something no one else in the orphanage would give a damn enough to notice. Their fights had changed in the last two years.
Hitomi could still remember a time when, with quite a bit of vehemence and anger she'd just be waiting on a cry like "Panty, you bitch!" or "Shut your cakeholder, Stocking!"
Quite… aggressive and it was hard to tell they were friends at all (adopted sisters, before they were evicted for… other reasons, in fact) when you heard them fighting like that. Hitomi had often wondered if the girls blamed each other for being kicked out of their home.
In the last two years though they'd become a lot tamer. Oh, there was still yelling and arguments, but they never seemed to need to stomp away from each other now, often they'd still be hanging out and not even seem phased after mild shouting matches and the insults were toned down. No longer was it "Panty, you bitch!", but at the absolute worst it was usually more along the lines of "Panty, you idiot…" or "Stocking, quit being a prude."
A lot tamer, really, compared to how it once was.
Hitomi was the only one who had the confidence to ask, and was probably the only one they'd answer as well, finding out apparently on one night they failed to come home to the orphanage there had been a snowstorm and a sweet kindly woman with green hair had taken them in for the night. Then her adorable son, quite a bit younger than them, had insisted on helping them mend their friendship because 'he didn't want to see someone end up like him and Kacchan.'
For some reason, Panty had spat out that last name, so Hitomi could only assume whoever Kacchan was, was an absolute bastard and apparently the girls had been horrified by the idea that a sweet child was worried about them ending up like that.
So, they tried to put on a better front for his sake while they were staying in that house.
That front soon became real when Panty had a breakdown during the night and her and Stocking finally reconciled for their shitty past properly. Stocking had been shocked it had hit Panty so hard and felt guilty for hounding her for so long, she said.
HItomi… was less surprised. The girl tried hard to hide it behind a shield of sluttiness, crassness, lack of manners and general chaotic and somewhat rude attitude but… Panty was a softie at heart, much more than her gothic sister.
A fact Hitomi knew too well, as the girls wouldn't be ostracized by the rest of their orphanage if Panty hadn't stepped in when someone had tried to attack her for her 'villainous quirk' before she could 'get a head start'.
Ignoring the fact that the hero-wannabe was much more like a villain in that moment, the orphanage workers had turned the other cheek… until the kid was shot (with a way less powerful than normal bullet) in the leg by Panty.
And, of course, while she found her sister more annoying in those days, if Panty did get in a fight, Stocking would follow, meaning the two ultimately ended up defending Hitomi. It cemented in her mind the two as quite heroic people, despite their every claim to their contrary and their many… interesting... Flaws.
It was also why when Hitomi wanted to feel safe, she'd head up to their room, only for today to be a surprise when she overheard them arguing again, which brings us back to where we started.
"Panty, you idiot!" Stocking groaned as she hit her hand against her face. "No one's going to buy us as 'quirk support!' We're not even analysts!"
"Analysts?" Panty blinked, raising a brow at her sister with a small frown. "No no no, sis. I mean we would be their quirk, or additional quirks. I mean we gotta make money somehow!"
"...That's even dumber!" Stocking groaned as she hit her palm against her face while Hitomi quietly giggled into her hand with soft amusement. 'Softie Panty at it again.' "I mean, who's going to buy us as being someone's quirk? What, do we dress up as angels and saw we're the undergarment guardian angels?!"
"...That's not a bad idea, actually." Panty hummed in thought making Hitomi snort as Stocking let out a frustrated groan.
"PANTY!"
"Hey! Come on, it's not like…" Panty suddenly huffed, more annoyed and looked away with a scowl. "It's not like we can do anything where we need a real ID, since the Orphanage burned ours and we're going to be out on our asses by next year if we don't find something. We're already eighteen, we're on borrowed time."
Hitomi meanwhile froze as she registered that info. 'The orphanage did what?!'
"...Well, I guess I'll admit it was a clever way to use our lack of ID at least." Stocking grumbled as she leaned in. "I'm saying a hard no to any perverts who want to buy us though."
Panty groaned but nodded and clicked a button. About sixty job offers disappeared and Stocking sent a deadpan look to her sister.
"You idiot… Who's left?"
"Only one, not actually read it yet but apparently they're going by an alias. 'Smallmight' or whatever." Panty shrugged as she leaned in, opening it. "And- Oh hey there's a picture. Let's see what they look like."
"..."
"..."
"...Holy fucking shit, is that-"
"Accept that job offer right now, Panty!"
Izuku Midoriya was a lot of things. Green haired, green eyed, smart, kind, shy, one of the many, many people applying for U.A. High's, the most prestigious high school in the country, hero course and, oh yeah, the two important ones.
He was quirkless, and an anxious mess. What did that actually mean?
Well, the first part meant he was born without a superpower. A supernatural ability gifted to so many since birth for generations now. No longer was everyone the same, anyone could be able to breathe fire, manipulate water, lift the dirt or bend the air if they had a quirk for it.
All the while, Izuku existed in the minority who had no quirks. That had led to him experiencing quite a difficult life, because humanity never changed and if there was one thing humanity never treated too well, it was minorities.
He had known from the moment he walked into class after being diagnosed and no one wanted to play with him that everyone thought of him as different. As weird. It was when they started assaulting him, verbally and physically he realized they thought of him as a freak.
That was when he realized life wasn't fair, and that he was going to be in for a rough ride. Yet, even despite all that, Izuku had only ever cared about one thing. Helping others.
It was why he was applying for the hero course. Nothing mattered more to him than helping others, even if others looked at him like he was worthless.
There was another reason, but he tried not to think about it too much. About them too much. The two girls who had shown up many years ago fighting and arguing, like him and Kacchan.
(Except it wasn't like him and Kacchan. Izuku didn't fight back. The girls didn't hit each other. Neither of them blew each other up.)
He shook his head to dispel the intrusive thoughts entering his mind, trying to think of anything else. What he found was just another rabbit hole to spiral down.
It was three days until the Entrance Exam for U.A., three days until he had to prove to the world he belonged as a hero, three days until he walked quirkless into the school to try and get into the hero course.
'Maybe they'll have us fight the teachers?' He wondered as he finally found the energy to lift himself from his bed, looking around his room. It was somewhat bare. Once upon a time there had been posters upon posters of a certain man but there had been… complications that made it hard to see his face in front of him so often.
There were still many posters, now mostly of heroines around his room though. He might have focused on them more if he wasn't busy considering whether the teacher's idea was likely or not.
'Probably not, that might be too much, maybe they'd have people demonstrate their abilities straight up? If they did that though I'm out without a chance, so that would be too quirkist.' He thought, then paused, before sitting down with a pause. 'Would it though? Just because they say they'll take quirkless students now doesn't mean they're not quirkist. What… What if they write him off on sight? What if they don't actually let him try? What if they read his forum and blacklist him right away?!'
He didn't notice when his breathing became more laboured and struggled to keep up, nor when his feet carried him over to the computer to begin looking up ways to hide a quirk register.
It was a bad idea. U.A. probably would notice if he changed anything… but that leads us to the second part of the two important details of Izuku Midoriya. His anxiety.
His anxiety that could be overwhelming, overpowering and most importantly, blinded him to common sense. What he could often name as a bad idea on a good day, he didn't consider the ramifications of properly at all beyond his immediate needs. Which in this case… 'Oh god oh god oh god, I need them to think I have a quirk, I need them to treat me properly, they can't throw me out ahead of time.'
He doesn't know how long he's been searching. He doesn't realize when he finally clicks on a link and see's a very questionable ad on social media for a 'secret quirk service' and he really doesn't think about the potential issues of the fact that someone was offering to be hired to fake being the quirk.
He'd only need it for the day, to prove himself! (In the future, even when it had all blown over, he would very much want to go back and smack himself for that particular lack of foresight.)
It was only after he ended up buying them (and oh god he used his mom's card for that how the heck was he going to explain that?!) did reality crash in. "A-Ah! Oh god, no! Bad idea! Why did I- R-Refund! I need to refund it!"
Only, there was no refund option. There was no cancel option.
His address was on the order. There was no getting out of it at this point. He felt himself pale, then it felt like his soul left his body as he shakily stood up, then fell back on his bed.
"…Oh god, what the heck did I just do?"
It couldn't get worse, right?
"…..IZUKU MIDORIYA! WHY IS THERE A CHARGE FOR 200,000 YEN ON MY ACCOUNT?!"
'…Now would be a great time to just strike me down and kill me, god.'
Somehow, and honestly Izuku still wasn't a hundred percent sure how, he had survived the calm wrath of his mother and ended up making her soften when she found out the source of the purchase.
Oh, she was still mad and yeah, that was fair considering the amount of money Izuku had spent on her card, but she knew why he was afraid. Honestly, a part of her was worried about the same thing too.
She definitely didn't approve of buying someone to help though, even if she admitted that a very, very small part of her was curious how someone 'pretended' to be a quirk.
There was no way to get in contact if they arrived though, so they were just going to have to wait for these strangers to show up at their house. (Really, that's just a frankly bizarre oversight. Did they not have phones?)
"You're… sure they're not dangerous?" Inko, his mother, asked as she bit her lip. She was a portly woman with similar green hair and eyes to her son. Even with more weight, she was undeniably pretty, though anxiety had worn her down over time.
"I-" Before Izuku could give a proper answer both jumped as the bell rang. Trying not to think about that worrying possibility, he walked up to the door and opened it. "H-Hello, if you're the q-"
The words he was about to speak died on his tongue as two somewhat taller figures than himself looked at him, their eyes meeting and his jaw dropped as everything went silent.
Then, both smiled at him as he felt his jaw drop. One was in a black gothic dress with white accents and a blue tie, her dull teal eyes meeting his for a moment, her hair, purple on the outside and pink on the interior going down past her knees, which were covered by black and blue stockings that Izuku knew there was more than met the eye to.
Then he shifted his gaze to the other girl, the blonde and more spiky haired one with somewhat lighter blue eyes, wearing red hoop earrings, golden chains and bracelets and a dark red dress that just barely fell low enough to cover her crotch.
It was when his eyes met with hers that he felt like he was suddenly much younger, a similarly younger but not dissimilar sight meeting his eyes, smiling at him and leaning in, with a hushed whisper.
The most important whisper Izuku had heard in his life that had kept him going to this day..
"You better not tell anyone I said this, but… I think you'd be a pretty fucking awesome hero if you really wanted to be, kid. I don't really get why you want to help people with how they are, but if you can get Stocking to like me a little more, I guess nothing's impossible."
Then he was back in the moment as the girl, now a woman, smirked down at him.
"Hey broccoli head." She greeted, yet pretty calmly as she stepped forward. "Miss us?"
"…Panty? Stocking? You… You really came back?"
A/N: Okay, I'll address the first big elephant in the room for everyone first before I continue on. No, I haven't ever watched PASWG, although I am not one hundred percent blind regarding it, obviously. As such there is very likely to be deviations between how I do certain things and what a person might expect from the show.
For the people wondering why, I'll be completely blunt and honest. I like the aesthetic of Panty and Stocking a lot. On a more slightly funny note, from what I can tell Panty and Stocking has a lot of ideas I like, and execution I don't think I'd like. Trying to think of any other series i'm deeply rooted in like that.

On the subject of spoilers, for other people who haven't watched PASWG, still beware them! As I said I am not completely blind, and people who watch the show I am giving free reign to talk about moments from the show as they like in the reviews, since I have no issues being spoiled personally as I already know the ending of the show, which is what got the whole thing stuck in my head in the first place, and WILL come up as an important plot point in a different way later on in this fic.
As for actual watchers of the show, probably the best way to approach this is imagining PASWG in this universe being all just one big wild fever dream Panty had while staying at the Midoriya house. Also the sisters may be a bit softer than in the show. I make no apologies, I like my characters to have soft sides and the fluff to be floofed.

This is one kinda big hodgepodge of ideas and less structured than normal, I barely even have the beginnings of a plot in mind, I just wanted to share the name of Panty's quirk if i'm a hundred percent honest.
