That afternoon Vance, Gibbs, Tony, Chedwiggen, and McKay sat in the directors office around the conference table. They each had a file in front of them with legal pads covered in notes. Gibbs had made his own notes when he got the email about the meeting that morning so that he could be prepared for the meeting as well.
"Okay where do we want to start?" Vance asks the group.
"We can start with the lesser charges and move up or we can move in chronological order" Chedwiggen said. They decided to go through them starting with the lesser charges that would require less debate. "Okay then we can start with the break in in Agent DiNozzo's apartment. We have proof in her own handwriting that she was there, broke in, and broke personal items in the apartment. Agent DiNozzo decided to press charges so she will be interrogated about that by Homeland Security." It was decided Homeland would investigate as it possibly has to do with her sending confidential information to Mossad.
"Next we can talk about how often she broke laws during cases. She often would break into houses instead of getting a warrant, she would speed and drive without a license instead of letting any of us drive, and even more harass, manipulate, threaten and abuse the individuals we arrest for crimes into confessions." Tony said.
"Due to this JAG has been losing cases and murders, rapists, even possibly terrorists are going free. She has no regard for what she does wrong and believes that it is okay because it was done by Mossad, which I really don't think it is." McKay said. "I ran the statistics and while the closure rate that Agents Gibbs and DiNozzo had as a two man team has stayed consistent, since adding Officer David to the team the conviction rate had rapidly decreased." Louis layed out the statistics he looked up that morning for the meeting to see.
"I have also noticed a startling pattern with her manipulating the team. After getting my memories back I sat down to write everything as I was remembering it so I could see if there were more missing holes in my memory. I noticed that even before the explosion she targeted Tony to exclude and undermine him and his position on the team, turning probationary agent McGee against him as well. She also manipulates McGee to feel he is superior and that all the training Tony does, while not conventional, is harassment and bullying therefore making McGee rebel against him and try to belittle him for his education. She also manipulated me in a couple of ways, she killed her own brother Ari in my basement to save me so that I would be in debt with her. Then after the explosion she played the lost daughter card where she tried to fit herself into the slot I reserved for Kelly." Gibbs said. He pulled out the black journal he has of his memories after he noticed too many holes in Mexico so he started tracking everything.
"I have also noticed she manipulates the team, starting with one of her first weeks here she invited the team to a team bonding dinner and purposely did not invite me and then lied to the team about me." Tony said. "That was the same day she tried to shoot a lock while we were locked inside a shipping container and hit me with the ricochet. She then set fire to the fake money giving me some breathing problems after I had recovered from the plague."
"Okay we will have to be careful when we arrest her to watch for manipulations. I know Mossad taught her sexual manipulation and she has tried that in the past on Agent DiNozzo. I have reports from others about sexual harassment." McKay said. This was surprising to Tony and he assumed nobody would care based on the mask he wears.
"Okay then next we have the incidents of insubordination, dereliction of duty, and failing to adhere to the chain of command. We have at least fifty forms of Agents reporting these. The former Director Shappard did nothing about these claims and she was never punished. I know from speaking with her Father Eli David that Mossad has a chain of command and she is not at the top there either. Many of the agents see her as a daddy's girl who would complain to him when she did not get what she wanted." Leon said. He thought it was funny that even her own father was upset with how she acted.
"The second to last is the lack of training. She never went to FLETC training meaning she was not legally allowed to do most of the things she did. Luckily Tony managed to sign on everything so that JAG could still bring them to court as often as they falsified records of attendance and or lied to us because Director Sheppard assured me she had gone through the training. This in itself can bring her to Gitmo for a few years." Gibbs said.
"I have taken the liberty of asking one of our linguists from the counterterrorism team to read and translate the emails she has been sending that Agent DiNozzo was worried about. It is unfortunately as bad as we thought. She was sending classified Navy details from personnel, black ops, safe houses, and plans of attack to someone within Mossad named Orli Elbaz. We have sent all the data to homeland security and they are on their way here to arrest Officer David. Eli David has already been made aware of his daughter's arrest and charges and was surprised. He found out about a scheme going on over in Israel and has agreed to work with Homeland on the case." Vance said.
"I honestly did not expect this all to happen when I first brought this file. I just wanted to protect my family the best way I knew how. How long do you think she will be locked up?" Tony said sitting back in the chair. He noticed both Gibbs and McKay doing the same while Chedwiggen was writing more notes and signing some papers. They hear some commotion outside and all walked out to the walkway over the bullpen.
They could see Tom Morrow with some of his agents arresting Ziva while she tried to resist arrest. They could see Tim slowly trying to get out of the bullpen towards the stairs so he was out of the way if they fought. They watched as she was disarmed and put in cuffs. The other two agents there started collecting everything from her desk and putting it into evidence boxes. Tony let out a little sign of relief when she was out of the building and in their custody. He felt it would be a little safer for his little bug now.
About a week later they were all in a meeting again with Tom Morrow and some other from Homeland Security. They discussed the interrogation of Officer David and what else they had found it. It seems that Orli had given orders for Ziva to kill Ari and get a spot on the team where she could use the high clearance to send information back to them. She was indirectly responsible for the death of over 30 marines and naval officers and admitted to trying to get rid of Tony. They were able to get her into Gitmo for life with charges of terrorism amoung other things. The best part was her father testifying against her in court.
That night when Tony got home he hugged Harry a little tighter and a little longer than before. They played a game for the last night Uncle Clive would be there and decided to watch a movie before bed. Tony took Harry up to sleep with him that night so he could hold his son and make sure he was safe right there with him. Neither noticed Gibbs leaning on the doorway smiling at the sight of Tony and Harry cuddled in bed.
