A natural phenomenon that started at Qing China when a baby was born with the ability to radiate light from and after this phenomenon more people around the world are born with superpower know as quirks.
Quirks give the user ability like flying, controlling the elements or looking like a cat. With these power someone people misused their ability for their own personal grin are know as "Villains" . Because of these "villains" a new government system was born to protect the innocent forming the Hero System.
Hero became very popular over the year, so hero school where built all around the world to train highschooler to become Pro Heroes. U.A High is the most popular hero school in Japan and is where the most popular and strongest hero was born know as All Might.
All Might the number 1 hero of Japan and symbol of peace. He is the most strongest hero in the world and he inspire many young children's to become heroes. He drop Japan crime rate to 6%.
Even with heroes and villains their quirks are still a mystery of how people got them and how it work, so a madman or women built the most advanced city in the world that is 30 years ahead of it time call Academy City. As the name suggests, it is a city of several schools from kindergarten to colleges students roaming the area along with scientists. The goal of the city is to study quirks.
Even if most of the world had quirks their are some that are powerless or what they like to call quirkless. 80% of the world population have quirks while the other 20% are "powerless".
