Harry is at a meeting with the other elected pure-blood wizards.
"The magical society needs to have only one Directional Group, to lead the community. Only this group has voting rights. Every other group has treaties."
"Agreed" said the rest of the council, made up of the Malfoys, Umbridges, and Parkinsons among others.
"Well, why not instead of having the wizards as the Directional Group, we can have the non-Wizards. The non-Wizards, such as muggleborns, fairies, giants, and goblins can all vote and have sovereignty over the land, while we wizards have our own niche and armed forces, and cannot vote, but live on the sidelines. After all, we wizards have a controversial history."
"That is outrageous" said the Malfoy representative "it is our land, our community."
"We will still be able to own land, it will be part of our treaty with the non-wizards."
"But they can just take it from us, attack us and use their authority as the ministry to do so."
"We will always have our weapons. How else will we fight for our treaties? Our wands, and our skills in the fighting arts, will be essential. A portion of our money will always go, instead of as taxes to the non-wizard government, to the wizards defence force, which will be comprised of wizards only, and will be an elite team. It will have the most destructive spells and rituals ever practiced. It will be a force comparable to the non-wizarding forces."
"So like a separate country?"
"No, the non-wizards will be sovereign over the land. We will have our niche and our forces, strong enough to topple the non-wizard government, or at least, to have a fighting chance."
"What powers do the non-wizards have over us then?"
"They write laws that we obey, unless they contrast with our treaty. And if a law goes too far, we attempt a rebellion for perpetual war, until a compromise is met, and a new treaty signed."
"What ideals do these non-wizards follow. We believe in Merlin and Morgana, what do they believe in? What unites them?"
"What unites them is wanting to not be wizards. To be different than the wizards."
There were many objections, especially from the Malfoys, but in the end the council agreed. Voldemort and his followers showed the cracks in the previous system, which had gotten corrupt. Giving everyone the vote was a non-starter. That would only cause the magical community to become directionless.
It was essential that only one group provided the direction for the magical community, to prevent it from degrading.
"And we won't be needing any filthy civil rights. We will have our weapons and our treaties." Said Harry.
So in the following days, Harry made the announcement.
On a sunny day in Diagon Alley, Harry gathered a crowd of magical folk, as well as wizards, to make his announcement.
"Due to the wizarding wars, and the constant rise of Dark Lords, we have decided to go on a different approach. All non-wizards; muggleborns, fairies, giants, centaurs, goblins, and other magical folk; you all have the right to vote, and your laws are sovereign over the land. We wizards cannot vote and are not enfranchised.
But we wizards can still keep our weapons, a large portion of our taxes, and can combine both to keep a well regulated army to defend our rights from the voting non-wizards.
Just as the goblins have a separate armed force that fueled their rebellions, the wizards shall have the same.
Just as the goblins dominated finances, we wizards shall dominate research, with special laws giving us status and privileges in this arena.
Just as the goblins had a home base in Gringotts where the community put all their wealth, we wizards will have Hogwarts to teach not only magic to others, but to research the deepest, darkest depths of it.
May this be the start of a new era."
The crowd cheered, both wizards and non-wizards welcomed this new development.
"We wizards will show these non-wizards how to be a minority" Harry exclaimed "with one hand on treaties, and another on our weapons, and our minds full of magical research."
Hermione went up to Harry. "I am glad that you changed your mind. But we don't mind if wizards have the vote as well. I just wanted equality for all."
"An impossible task Hermione. Giving different identity groups the vote splits the direction of the magical community. There can only be one Directional Group that can vote. And this group, the non-wizards, define their identity on being different than the wizards. We shall see how they pan out."
"What are you going to do now, Harry?" asked Hermione.
"Train and research, to make the wizards true masters of their craft. To make a magical wizard army that can rival all the non-wizards combined. To protect the wizards in this new magical world."
Weeks went by, with Harry researching in the Black Library for new spells and rituals to give to the purebloods and anyone else that is welcomed into their shrinking community.
In the meantime, Gringotts had went under attack. Once all magical non-wizard folks could vote, they went after the racist policies of the goblins in hiring only goblins at Gringotts. Goblins were now enfranchised, and other non-wizarding folks demanded to be included in the bank as well. The wizards no longer commanded the laws of the land.
