The dark days during the rise of quirks were mostly forgotten by history, the struggles and trials of the early day Vigilante's,the rise of some of the most evil villains known to mankind, and the corruption of law enforcement and public officials.

Only one police precinct could call itself incorruptible, and that was the Mustafu Special Reaction Unit, a precinct founded for the express purpose of fighting and arresting Metahumans using their quirks for evil. They were the best at what they did, and that was all thanks to Captain Ena Midoriya.

He was a hard man, a first generation quirk user who's sense of justice and hardline stance on quirk usage had kept Mustafu relatively peaceful while the rest of the country was in turmoil; he had refused payoffs from several gangs and crime syndicates, and he had personally dismantled them after the fact with his signature iron gauntlets, passed down from when Japan had been a feudal state and his family samurai's.

Yes not many were able to escape the Iron Dragon of Mustafu, those that did forever lived in fear of the day he and his officers would storm their hideouts and drag them to jail.

All save for one.

Ena yawned as he finished typing up the report on the Shie Hessaikai, he'd run their organization to the ground, along with six other crime syndicates and street gangs; a good start, but there were others that needed to be brought in, maybe He'd get in contact with Emerald Bow and see if they couldn't hit a few more locations tomorrow.

"Hey boss!" His sergeant called, the man still dressed in his tac gear from the last bust, "we got some blue blood in the lobby wanting to speak with you."

"Tell him to make an appointment like everyone else." He said wearily, running a hand over his scarred face, not looking up from the reports he was working on, "I'm very busy."

"He says it's urgent."

Ena looked up, eyes narrowing slightly as he stood, grabbing his overcoat and throwing it on over his own tac gear, running a hand through his curly green hair and staring at his iron gauntlets, he shook his head before walking out, leaving them on his desk, "did he give a name?" He asked his sergeant, who fell into step behind him.

"No sir, but he gives me some bad vibes, want me to get the boys ready?"

Ena nodded slightly, "just in case." He muttered, continuing on while his sergeant peeled off to head to the bullpen.

"Captain." The two guards manning the lobby saluted as he walked out.

"At ease men." Ena said with an easy smile and a nod to them, before focusing on the third individual.

He was dressed in a fine black suit, sans tie and with the first couple of buttons undone on the silky gray under shirt, he was a stout man, with gray hair and piercing purple eyes, "Ena Midoriya." He greeted, smirking at the slightly taller man.

"That's me." Ena said impatiently, clenching his fists as a cold feeling settled around them, "and who do I have the pleasure of talking to?"

"Ah, do forgive me, I forgot to give your sergeant my name." His smirk turned into a full grin.

"My name is Isei Shigaraki."

Ena's eyes widened, he barely had time to tackle his officers to the ground before an explosion sent them crashing through the wall, the whole building shuddering as part of it collapsed.

"You two alright!?" Ena asked the two officers, who were staring wide eyed at the carnage in front of them, bodies of their friends and fellow officers now littered the rubble, a few were trying to drag themselves out of danger, only for long appendages to stab into them, killing them instantly.

"My, my, you are a tenacious one." Shigaraki sneered, floating over the rubble and towards Ena, who stood tall, overcoat falling to the ground as he shrugged it off.

"Get out of here!" He ordered the two officers, who immediately took off running.

"Not so fast." Shigaraki snarled, his hand coming up and his fingers extending quickly, heading straight for the two men's backs.

"Dont ignore me punk!" Ena roared, appearing in front of the deadly appendages and destroying them with a powerful punch, eyes glowing with power, "your fight is with me!"

Shigaraki felt like laughing until the man practically disappeared, a split second later his face was caving in from a powerful right straight, sending him crashing into a still intact office, an oppressive pressure filling the air and making Shigaraki shivered slightly as he realized what he was feeling was pure, unadulterated power.

"Isei Shigaraki." Ena sneered, striding towards the downed man, the pressure swelling and growling like a living beast with every step he took, "I've heard your name many times over the last twenty years, from the filth and vermin of this town, self proclaimed villain All For One; you're under arrest."

"So prideful!" Shigaraki laughed, staggering out of the debris, wiping blood off the corner of his mouth, it's coming from him... "but this fight isn't over yet! Rivet stab!"

Once again sharp Tendrils shot out of Shigaraki's fingers, forcing the man to dodge at unreal speeds, before darting in and delivering three powerful hits to Shigaraki's stomach.

"Air cannon!"

"GAH!" Ena cried out in pain as he was launched back and across the street ,crashing through the front window of a diner, through the counter and finally coming to a rest against the stove; he groaned, forcing himself back to his feet, glaring at the patrons and work staff who simply stared at him, "what are you waiting for!? EVACUATE!"

instantly they were running out the back door, Ena staggering through the ruined store front and back out onto the street, Isei waiting for him.

"Persistent little Gnat." Isei taunted as his right arm seemed to buff up, unease still coiling in his stomach, "but now it's time to end this, for all my associates you killed."

"They killed themselves." Ena spat, hand coming up to easily catch Shigaraki's punch, much to the other man's surprise, "you don't seem to understand who you're dealing with, trash." He squeezed and gave a feral grin when Isei screamed in pain, the bones in his fist shattering from the force, "I'm the Iron fucking Dragon of Mustafu! And you will not win!" With a roar he slammed his fist into the man's chin, sending him rocketing back into the rubble of the police precinct; Ena hot on his heels, driving punch after punch into Shigarakis stomach, sternum, chin, anything he could hit.

"This is for my men!"

BOOM! Shigaraki shot through the adjacent building, coughing up blood, he couldn't even stand before Ena was on him again.

"This is for all the people you killed with your stunt tonight!"

BOOM! He rocketed out of the apartment building and down into the street, Ena jumping down onto the street, cracking the pavement when he landed, raising his fist to deal the final blow.

Then several sharp spindles shot out of Shigarakis spine, two of them impaling Ena.

"I have to admit," shigaraki rasped, retracting the spindles, making Ena drop to his knees, gasping slightly, "you're a tough one, but I've definitely fought tougher." His arm buffed up once again, and this time the hit connected, sending Ena skidding across the ground, shakily getting his feet under him and his arms up to protect against Shigaraki's powerful attacks, his eyes widening when he noticed Shigaraki's wounds heal, "h-how?" He gritted out, "what the hell are you!?"

"I'm the pinnacle of humanity!" Shigaraki taunted, wheezing when Ena went on the offensive again and slammed a powerful left hook into his side, Ena could feel the ribs under his fist give, only to snap back into place as Shigaraki back handed him further down the street.

And then a brilliant golden flame washed over Shigaraki.

"Captain!" The sergeant was there, his face covered in blood as red as his hair, several other members of their Quick Reaction Team at his back, firing rounds at the quickly healing Shigaraki.

"No Todoroki! He's too powerful! RUN!" Ena shouted, forcing himself to his feet once more and running at Shigaraki letting out a choked cry when Shigaraki turned and caught him by the throat, lifting him up into the air.

"They will all die! And you will watch them die!" he spat, turning back towards Todoroki and his team.

"You…will…not…" Ena struggled out, even as the street was destroyed, and his men were sent flying.

"Give up, dragon." Shigaraki taunted, "you've failed!"

"No…" Ena choked out, a deep burning sensation building up in his chest, he slowly opened his eyes in a glare, pure power turning then a glowing green, "YOU WILL NOT KILL THEM!" He roared as lightning seemed to explode from his frame, sending Shigaraki crashing through several buildings.

"B-boss!" Todoroki whispered in shock and horror, seeing his captain standing with pure energy sparking off his body, the stab wounds in his abdomen soaking his gear and uniform.

"Get going Todoroki," Ena growled, clenching his fist as he saw Shigaraki land back in the street six blocks away, his injuries healing, "I'll give you all the time you need."

"We can take him together, Ena!" Todoroki pleaded, staggering towards him, but Ena held a hand up.

"Go." he ordered. "Live, and tell my family…tell them I'm sorry." with that Ena shot off down the street, a roar tearing out of his throat as he slammed into Shigaraki, dragging his body harshly across the black top before throwing him through an abandoned building, shooting in after him, not giving the demon a chance to fight back, fists driving into his body over and over again.

"All my life i've had to hold back!" Ena snarled, smashing Shigaraki through several walls before slamming him into the ground, his foot following up in a stomp that sent him rocketing through the floor and into the basement, "Keeping my strength in check! Refusing to let it slip for even a moment or people will die! YOU FUCKED WITH THE WRONG PRECINCT!"

"ENOUGH!"

An explosion sent Ena flying through several stories and out the building, Shigaraki seemed to teleport above him, a hard kick rocketing him back into the street, Shigaraki landing a few meters away.

Ena forced himself to his feet, 'RAAAAAGH!" he roared, throwing another lightning covered fist at Shigaraki, only for his punch to simply sink into rubber like flesh, before the force seemed to blow back at him, shattering his arm and sending him back down to the unforgiving concrete with a cry of pain, the excess energy slowly bleeding off, the unbearable pressure fading as rain began to fall.

"You truly are worthy of the title dragon." Shigaraki praised, striding towards the broken man, blood pooling underneath ena and into the cracked asphalt, "but it's over."

"No…' Ena whispered hoarsely, making Shigaraki pause, "it's not over…it won't be over…"he once again forced himself to his feet, only to fall to his knees, unable to muster the energy to stand fully, he looked up into Shigaraki's cold eyes, fire dancing in his own, "HERE ME, ALL FOR ONE!" Ena roared, his voice reverberating through the city, "YOUR END WILL COME BY THE HANDS OF A MIDORIYA! YOU WILL FALL! AND I WILL LAUGH WHEN I SEE YOU JOIN ME IN HELLFIRE!"

"A child's dream." Shigaraki sneered, two fingers elongating and stabbing through Ena's chest, this time striking the heart, "but I'll take your powerful quirk."

Ena gasped as the digits pulled out of his chest, letting him fall back against the concrete once more, eyes dark.

Shigaraki sighed in satisfaction, "Finally dead." he muttered, "a most detestable little gnat…" he stopped as he tried to access the mans quirk, "I see now…it's not just a power amplifying quirk, it's a stockpiling quirk, completely useless unless I want to wait; and I'm not a patient man." he sighed, turning away from the dead man and the police sirens that were coming towards them, "but I know someone who has nothing but time."

By the time Todoroki returned with reinforcements, Ena Midoriya was dead, staring sightlessly at the rain, blood trailing out of the corner of his mouth and mixing with the water and mud underneath him.

"Damn it…" Todoroki murmured as he knelt down by his captain, bloodied hand shakily reaching out to close his eyes, "You idiot, you should've waited for us, you should've let us help." his head fell as tears trailed down his cheeks unashamedly alongside the rain "you idiot…"

Izuku Midoriya was a strange child, one who knew things that he probably shouldn't have known, his eyes always held a certain degree of knowledge to them, like he was much older than he really was.

At the age of four he told his mom that he missed his great grandmother, how he missed the walks they would take to the ice cream shop on the corner; which wasn't too strange until you realized that his grandmother died a good number of years before he had even been born! Not only that, but the ice cream shop he spoke of had been closed for almost fifteen years.

When asked about how he knew these people, Izuku would get confused, "I don't know…" he'd mumble in a quiet voice, "but I still miss them."

When he was diagnosed as quirkless he broke down, for a week he was almost catatonic, the famed Midoriya tears refusing to fall in the shock of his dream being torn apart.

Then, out of the blue, he asked his mother for Martial arts lessons.

"I don't have a quirk." He said, looking down with a glare, "but that doesn't mean I'm useless! I'll still be a hero!"

When the dojo's and the gyms refused him due to his quirkless status, izuku began to train himself, focusing on technique over strength so he wouldn't stunt his growth; on days off you'd find him with a book on martial arts open and propped up by a tree, his little body mimicking and copying the moves in the book, his fists striking an old tree with rope tied around it.

He'd come home an hour before his curfew, knuckles wrapped and bleeding, soaked in sweat, but with a wide grin that spoke of his hard work.

His former friends had abandoned him, his best friend Kacchan had taken to beating him up, but he gave as good as he got; never backing down from his bullies and always standing up for those who couldn't.

By the time he was fourteen he had grown into a strong young man, standing a few inches taller than the rest of his class, and with hard, lean muscle that he'd worked hard to obtain; he had a few cuts and scrapes that had scarred over throughout his life, speaking of his life of fighting and struggling; many in the class knew the boy as quiet and well-behaved, if a little weird. Always mumbling and muttering as he wrote in his notebook, his green eyes taking in all around him whether it be threats or benign.

He never stayed after the bell rang, usually he would be the first out the door, not wishing to stick around and give Bakugo the chance to attack him.

He had no friends, Bakugo and his own wishes saw to that; the few that wouldn't be scared off by Bakugo would give up when they realized that Izuku only ever trained.

"Maybe I can go back to the tree today." Izuku muttered to himself, still writing in his notebook and walking towards a bridge, "or I could go to the construction zone, my parkour needs a little work-"

A hair raising chill down his spine was all the warning Izuku got before the sewer drain exploded, the quirkless boy diving away and coming up in a run as Tendrils of Sludge lashed at him.

"Oh look! An agile meat suit! Just what the doctor ordered!" A slimy voice cackled, "stay still kid! I need somewhere to HIDE!"

Izuku dodged once more, kicking off the wall of the tunnel he found himself in and vaulting himself over the monster, landing in a roll and returning to his feet as he bolted towards the more populated street if I can flag down a hero-"ACK!" Izuku let out a choking cry as one of the Tendrils finally wrapped around his neck, trying to drag the boy back.

"It'll be over quicker if you stop struggling, kid."

"F-fuck you…" izuku choked out, struggling against the Sludge even as more Tendrils wrapped around his arms and legs.

I can't die like this...I won't! Mom...someone...help…"

"HAVE NO FEAR CITIZENS!"

No way…

"Oh no it's-" the Sludge Villain was cut off as a high pressure blast shot through him.

"TEXAS SMASH!"

The cry came shortly after Izuku was free of the choking Sludge, clutching at his chest and taking big gulps of air as he looked to his savior, "thank you…" He said hoarsely, eyes widening when he realized just who was standing in front of him, "thank you, All Might." Izuku said with a smile, slowly standing.

"DON'T STRAIN YOURSELF YOUNG MAN!" All Might admonished him, "YOU WENT THROUGH A HARROWING ORDEAL! BUT I MUST COMMEND YOU FOR STALLING LONG ENOUGH FOR ME TO ARRIVE!"

"I was trying to get away," Izuku chuckled ruefully, leaning against the tunnel wall, "he was faster than I thought."

"SO LONG AS YOU ARE WELL YOUNG MAN!" All Might laughed as he produced two soda bottles and quickly scooped up the Sludge in them, before setting them in his pants pocket.

"All Might…"

"YES YOUNG MAN?" All Might asked, turning towards him, "WOULD YOU LIKE AN AUTOGRAPH?"

"I would." Izuku admitted, standing fully as he stared his idol in the eyes, "but more important than that, I have a question to ask."

"WELL I HAVE A BIT OF TIME, SO ASK AWAY!" He boomed, standing proudly.

"Can I be a hero, even though I'm quirkless?"He asked, looking up at All-Might. A spark of hope burned in his emerald eyes.

But that spark died when he saw All-Might's signature smile slowly fall.

"Im...sorry, young man." All Might sighed, "I cannot just say you can be a hero without a quirk, we heroes lay our lives on the line for the sake of peace! To do so without a power…" he put a comforting hand on Izuku's shoulder, "if you wish to help maybe you can become a police officer? They may not get as much recognition but they are still the backbone of society."

"Yeah...yeah, sure." Izuku muttered, fists clenching at his side, memories that weren't his flashing through his mind.

A teenaged Izuku was lying on the ground in a officers uniform covered in dust and his own blood, a group of other officers standing above him with sneers and glares aimed at him, "No one wants a mutant saving them Midoriya, you're destined to be a criminal, just give up you freak!"

"Have a good evening young man." All Might said gently, picking the bottles up and leaping into the sky.

Izuku turned away, his once confident gait now lagging just a bit as he picked up his bag and started walking, pausing by a tree as anger finally overtook him.

"Fuck!" He snapped, driving his fist into the trunk, the wood cracking under the powerful hit, "why the fuck would I let what he says deter me?" He asked himself, letting his hand fall to his side. Blood slowly trailing off his knuckles, "I did this on my own before, and I'll do it again." With that he continued walking, intent on getting an intense workout in before the light faded.

He was on his final run for the day when he heard it, high level explosions shaking the very ground he ran on, "Bakugo?"he questioned, taking a detour down an alleyway to get closer to the source of the explosions, he skidded to a stop when he reached the scene of the ruckus, his eyes widening when he sees the Sludge Villain going on a rampage down a fiery alley, heroes unable to get near him due to the damage and fires.

And in the villains clutches was a familiar head of blonde hair.

"BAKUGO!" Izuku shouted, surging forward past the crowd and the stunned heroes.

"Stop! You idiot! You'll die!" Death Arms shouted, trying to grab Izuku.

But the boy was too fast, already halfway to the villain, slinging his backpack off, "hey ugly! Watch this!" He snapped, hurling the yellow backpack at the villain and nailing him in the eye.

"GRAAAAAAGH! YOU LITTLE BRAT!" The villain snarled as he recoiled in pain, giving Izuku a chance to grab Bakugo and tear him out of the Sludge.

"I didn't need your help, shitty Deku!" Bakugo coughed, throwing up Sludge onto the concrete,

"Shut the fuck up and run!" Izuku ordered, dragging him along, the two boy stumbling towards the heroes who were now surging forward, shit they won't make it in time! Izuku thought, looking back to see the Sludge Villain lunging for them.

"DIE YOU STUPID BRAT!"

Izuku pushed Bakugo out of harm's way and closed his eyes bracing for an attack that never came.

"I really am pathetic."

Izuku slowly opened his eyes, staring in awe at All-Might, the man had easily blocked the attack, keeping the boys out of danger, "I tell you my Ideals and then fail to live up to them. A REAL HERO FIGHTS NO MATTER THE COST!"

"DETROIT SMASH!"

Izuku sighed as he trudged towards home, the heroes had torn him a new one for running in like he did, and they had doubled down when Bakugo had let slip he was quirkless.

"Praise bakugo for making your job harder, throw me to the wolves for saving his bitch ass." He grumbled, though he didn't blame them; he had no business running in like he did, but it still left a bitter taste in his mouth.

"DEKU!"

Izuku ignored the scream, he was mad enough without Bakugo making it worse.

"OI DIDN'T YOU HEAR ME YOU QUIRKLESS FREAK!?"

Izuku paused in his steps, prompting Bakugo to rant.

"I DIDN'T NEED YOUR HELP TODAY! YOU DID NOTHING BUT GET IN THE WAY!" He screamed, fists clenched tightly at his sides, "I HAD THAT SLUDGE VILLAIN RIGHT WHERE I WANTED HIM! SO DON'T EXPECT A THANK YOU FROM ME!"

"You done?" Izuku asked coldly, turning around to glare at his one time friend, "my turn, I don't give a fuck if you think you had that or not, you looked like you needed help, so i helped; i'm not looking for a thank you, I don't expect it from the likes of you. Now, if that's all." Izuku turned away.

Bakugo grabbed his shoulder, "don't you dare walk away from me-" he snarled.

"-take your hand off of me before you lose it." Izuku said, not looking back, Bakugo sneered, a retort on the tip of his tongue until the air began to feel heavy, weighing down on his body and freezing him in place.

"Last chance." izuku warned, looking back at him, his eyes flashing for a moment and making Bakugo step back.

"Tch, whatever." Bakugo spat, stomping away and doing his best to shake off the unease he had just felt emanating from Midoriya.

Izuku watched him until he rounded the corner, then let his muscle's relax, "you can come out now," he called, turning back around in time to see All Might jump out, posing ridiculously.

"I AM HERE HAVING BEEN CAUGHT RED HANDED!" he boomed, "VERY PERCEPTIVE YOUNG MAN! BUT HOW DID YOU KNOW I WAS HERE?"

Izuku chuckled a little, scratching the back of his head, "I know I didn't make that pressure, and I felt it when you unleashed that attack earlier…weren't you with the reporters?"

"AHAHAHAHA! I AM A HERO YOUNG MAN! I STAND FOR JUSTICE! NOT SOUND BYTES!" All-Might boasted, "YOUNG MAN! I'VE COME TO THANK YOU, AND TO CORRECT MY EARLIER WORDS."

"W-what?" Izuku asked, his normal demeanor failing at All-Might's words.

"EARLIER I TOLD YOU THAT YOU COULDN'T BECOME A HERO, YET WHEN IT MATTERED, YOU RAN FORWARD TO SAVE A VICTIM, EVEN WHEN THE HEROES COULD DO NOTHING BUT STAND AND WATCH, IN EVERY HEROES ORIGIN THEY STATE THAT THEY MOVED WITHOUT THINKING, THAT'S WHAT HAPPENED TO YOU ISN'T IT?"

Izuku slowly nodded, his knees feeling weak, he's not gonna say it…is he?

"YOUNG MIDORIYA, I DO BELIEVE THAT YOU CAN BE A HERO."

Izuku felt tears trail down his cheeks, he quickly wiped them away, taking a shaky breath, "T-thank you…All Might…thank you so much." he said with a bright smile.

All Might grinned, "I DEEM YOU WORTHY OF MY QUIRK!"

"...come again?" Izuku asked as steam began to waft off of All Might.

"It's better that I show you, and explain." All Might grunted, steam finally exploding off his person, forcing Izuku to cover his eyes, when he brought his arm down he was met with a gaunt, skeletal man staring at him.

"I…you…but…what…' Izuku whispered, taking a slight step back in shock and horror, "A-All Might?"

"Yes, that's me." All Might sighed, letting his bony shoulders fall a bit, "I have much to tell you."

"So, you only have three hours left a day?" Izuku asked quietly, the two were sitting on a bench in the park, ice cream cones in their hands, though Izuku was eating his fairly half heartedly.

"Yes," All Might sighed, "because of my waning time, I've decided to search for a successor, you see, my quirk is not my own; it was passed down to me like a sacred flame from my master, who received it from hers, so on and so forth for eight generations, each one cultivating and strengthening it, One For All."

Izuku felt a chill go down his spine, that name…it sounds…familiar…"One For All…" he repeated, his voice shaking ever so slightly.

"Yes," All Might said gravely, mistaking the shake in the boy's voice for awe, "it's been with me for over thirty-five years, and now, I wish to transfer it to you."

"But i'm just some Quirkless kid with someone else's memories rattling in my head!" Izuku exclaimed, "How can I be worthy?"

"Other people's memories?" All Might asked in confusion.

Izuku groaned, "ever since I was little, i've known things about places and people that i had no right knowing," he explained, "my mom thinks it's from a past life, and some days I can't help but agree."

"Hmm, a very interesting theory," All Might muttered, "though, to answer your question, I'm choosing you because you've shown the true strength of a hero, I have no doubts, you are my successor. And you will be a hero."

Izuku felt his heart ache, "Thank you…thank you for believing in me All Might." he said, wiping his eyes from any tears threatening to fall, "I Accept!"

"That's what I like to hear!" All Might laughed, "be prepared young man! You are about to enter ten months of Hell!"
