It is the 83rd Hunger Games, set in a universe where President Snow succeeded in squashing the rebellion before it got big during the 75th Hunger Games. He spared District 12 from being firebombed as he just increased the peacekeeper presence in the district.

Maybe with another person at the helm, the 57th Hunger Games would be rather standard. But Phaesus Monere was ambitious, and he was going to create the most brilliantly shocking Hunger Games in Panem history.
