Katniss Everdeen did not begin a rebellion on her own. She created an inferno from a spark that already existed; Welcome Audience to the 62nd Hunger Games. The games that created that spark, the games that gave birth to hope, gave birth to rebellion.

On the Victory tour, Katniss Everdeen did enough to quench the rebellion. Which means that a different Quarter Quell will be on that card. Which means that District 12 needs new tributes. Will there still be a rebellion when the seventy-fifth Hunger Games is through? That depends. Let the Games begin.
