They were able to reach Daemonia, where the scouts of the group reported of a panic around town because it was littered with Water Devils. Fighting their way through them, they were able to reach the very top, the Council Chamber. As they went inside, they saw a familiar figure.

"Grossa…" Glacius said.

"It has been a while, everyone." Grossa said.

"There is no need to hide it. We know who is distorting this world." Belladonna said.

"Yes… I am well-aware. Council Chairman Kuwalsa." Grossa said.

"So, you really do know." Nesma said.

"I am no longer a general, now a simple soldier. But even so, I cannot let you pass." Grossa said.

"Why not? You know who the true enemy is!" Rayleigh said.

"Kuwalsa's evil is clear, but he is still out of the law's reach." Grossa said. "You should've waited longer until he confessed to his crimes."

"There's no time for that!" Cheetah said.

"The law is the law!" Grossa said. "Your actions have disrupted our lawful order. Therefore, I shall be your judge and jury."

"You know… I feel like I learned a little bit about Daemons during this journey…" Galil said. "But you are the one person that I still can't understand!"

"In that case, consider me a simple enemy, human." Grossa said. "Think of me as the sturdiest gate that guards this place!"

"Then we'll just have to crush you, if that's what it takes to set the world right!" Galil said as the battle soon commenced.

"Don't get in our way, Grossa! You know you can't defeat all of us!" Glacius said.

"Our true enemy is Kuwalsa. There is no reason for us to fight!" Jessica said.

"The Daemons are meant to establish order across all the realms. If Kuwalsa is willing to disrupt that, then the task falls to me." Grossa said.

"Don't you understand what we are trying to say?" Riesz asked.

"We're obviously not the bad guys here. If you will just stop for a minute and let us talk this out, we can come up with a solution that satisfies both parties." Luke said.

"Silence! I will not listen to your drivel any longer!" Grossa said.

"Then there is only one way we'll get you to listen. We're taking you down, here and now!" Galil said.

The group were fighting desperately, but they were soon able to disarm him.

"Now talk. Why are you going this far?" Nesma asked.

"We… Daemons… live for thousands of years…" Grossa said. "So… We must enforce our laws… Without the law, we cannot preserve our world…"

"That's the thing. We humans don't have that kind of time. That's why we need to find Kuwalsa." Galil said as a light soon flashed in front of them as blast was soon fired, knocking several people off their feet. Kuwalsa soon made himself known.

"I should have erased all of you incompetents at once." Kuwalsa said. "You're quite stubborn."

"So you're Kuwalsa. We meet at last." Cheetah said.

"So you were here all along!" Ignace said.

"You divided the human world, suppressed conflict in it, and used the Great Barrier to create a Dark Current distorting the world…" Vivian said. "And for what purpose?! What is the point of all of this?!"

"It doesn't matter what my purpose is. It is far too late to do anything about it." Kuwalsa said. "It has been a millennium since the Great Barrier was erected in the human world. All of the positive energy I have siphoned off has been is concentrated on this Dark Machine God." he said as lightning sparks from the machine he is in.

"So this is what the Ether Gears were for?!" Vivian asked.

"That's right. They were just cogs in my design." Kuwalsa said. "The positive energy that I have collected in mixed with the negative energy of the Dark Machine God. It will become infinite energy, and create the power to destroy everything! Now watch, as I bring about the new order!" he said as he fired another blast before Grossa blocked it.

"Grossa!" Nesma said.

"All of you, go! The rest is up to you! Fight for the justice that you believe in!" Grossa said. "I have committed a very serious crime…" he said as he tossed his spear as it started to glow, teleporting everyone out.

"Grossa… You of all people would dare betray me?" Kuwalsa asked.

"This is the Council Hall, the rock on which our impartial order stands. I merely removed those that were unworthy to stand at its presence." Grossa said.

"Always going on about law and punishment… A simple-minded fool to the very end." Kuwalsa said. "Oh, Grossa… In the end, you and I are merely pawns on a game board. Why do you not doubt yourself? I could not stomach my own insignificance. Nor could I accept the state of 'Daemonkind'."

"No matter who I am, the law is the sword and shield that protects order and equality." Grossa said. "Crimes must be met with punishment. That is the essence of the law. Even if the crimes are committed by you, Kuwalsa, the one charged with creating them! But, I am no longer the Council's general. I cannot judge you under the law. Which leaves the only option of being an axe of retribution in its name! That is my duty! In fact, if this betrayal means going against the Kaido and his Beast Pirates… Then I will gladly pledge myself as their enemy!"

"Then, so be it." Kuwalsa said. "That renders you worthless. Prepare to die!"

Grossa's Sorcery transported the group back to the Brionac.

"Grossa sent us all back here? That's impressive." Bassam said as they saw Grossa's halberd.

"He used his Halberd to send us back. He has nothing to fight Kuwalsa with." Poison Ivy said.

"That might have been the point. It's his way of passing the torch to us, telling us to bring about our own justice." Cheetah said. "This Halberd is his will, and in the coming battle, his pledge."

"Yes. If he survives, he would make a valuable ally against Kaido." Glacius said.

"Then let us go. We are ending this now!" Cheetah said.
