The pterodactyl monster Rodan, and the dinosaur monsters Anguris and Gorosaurus attacked Osaka, Hiroshima, and Nagasaki before converging in Okinawa and destroyed the city which forced the Japanese government to commence operation Hedorah, first found as a colony of sludge like organisms in Tokyo bay, were experimented on and converted into a perfect form. While it was successful in destroying the monsters, it went out of control and caused mass destruction while feeding on the pollutants in the area before moving on to Tokyo, destroying both cities overnight. It disappeared into Tokyo Bay and its corpse was found 7 years later. 12.3 million casualties were reported during the attacks.
