Even though the events of the previous year's Hunger Games proved that large teams can work together well in the arena, the tributes from the career districts failed to possess the trust needed to function effectively. This resulted in victory almost being handed to District 7's first victor, by the name of Phyllip Tupelo.
Phyllip was horrified witnessing both of his district's tributes die so early in last year's games, practically within the first minute. This terror was amplified when his name was called, and with the new "Career group" all volunteering, the District 7 boy had prepared himself for death before he had even stepped into the arena.
However, as an extremely observant person, he noticed something on the way to the Capitol that most others didn't: the Careers did not trust each other. Likely due to the gory concluding battle, they realised that they would eventually have to kill each other and so refused to talk, knowing they could spell each other's downfall. Phyllip began to feel more ready for the games after this observation, realising that he would stand a chance if the Careers could not work together.
The tributes entered the arena on a particularly warm day. This meant that, after the bloodbath, most tributes chose to seek shelter in the tunnels. Phyllip also decided to hide, refusing the District 11 boy's offer of allyship when they encountered and instead killing him.
The District 7 boy listened as the Career group became more and more frustrated with each other, this anger probably exacerbated by the heat. Eventually, the tension spiralled into a brawl, and the District 4 girl came out on top before she was ambushed by the pair from District 3.
The 8 remaining tributes, including Phyllip, all saw a glimpse of hope after discovering that all of the Careers were dead. Unfortunately, this did not last long as most were quickly killed by the technology duo and the eventual victor.
When the District 3 allies were taken down by Samuel from 5, it came down to him and Phyllip to fight to become their district's first victor. The fight was viewed by many Capitol spectators to be anticlimactic though, as the boy from 7 had his axe in Samuel's neck within 30 seconds.
Phyllip refused most of the riches offered to him upon returning home, instead living a quiet life with his girlfriend in the Victor's Village until he suffered an untimely death from illness four years later.
