Containment Procedures: Each discovered village must be guarded by an MTF team supposed to help the village keep its anonymity.
For the rest, the Foundation must respect the rules and traditions of the village in question.
Villages hostile to the Foundation's presence should be avoided at all costs, and the Foundation should only intervene if the allied village wage war against the village.
If some warriors are too dangerous, the "Anti-Shuriken" operation must be triggered and ends only if the hunted warrior is either captured or killed.
Description:
SCP-73405 designates villages populated by fearsome warriors named Shinobi.
These villages originally from Japan have been detected throughout the rest of the world, forming real political entities hidden from the eyes of the world population.
Their technological level rarely exceeds the Edo period, mainly using bladed weapons to fight along with supernatural abilities.
The villages are populated between 10 and 20,000 inhabitants and are in isolated places.
These villages are self-sufficient and use alternatives to the current technology as effective as they alone know the secret.
The oldest villages are of course those dating from the Sengoku period in the province of Iga.
Their know-how spread throughout the rest of Japan even during the Edo period.
The Foundation has learned that these villages have been exported to the rest of the world since the Meiji Restoration.
There are now nearly ["deleted"] known villages but it is possible that there are two to three times more than estimated.
The popular legend about these warriors and their powers would not come from nowhere.
Indeed, in the Sengoku period but especially in the Edo period, many Japanese reported seeing warriors walking on water, disappearing from their vision in an instant and manipulating powers related to the elements of the nature, this will be confirmed later by the Foundation.
These villages are similar but can sometimes present totally different aspects or even policies, generally linked to the region in which they are.
If the majority of the villages look similar to those of the Sengoku period, others have looks resembling the Middle Ages or Antiquity if they are in Europe, others still have the same characteristics as the populations pre -colonial in Africa or America. This tends to prove that these villages follow techniques from Japan but not necessarily their traditions.
In this paragraph, we will present the political structure of a "classic" Shinobi village but also its anomalies.
Their system is a sort of socialist-communist government taken from the village of Iga-shi, setting up a meritocratic class system with public services.
There are three distinct classes.
The Genin (Commoners) are in charge of field missions and are workers dealing with the basic aspects of the village, they are directed by the Chunin (Intermediaries) dealing with more delicate missions or occupying important administrative positions. The Jonin (Superiors) occupy the most vital administrative positions and carry out the most dangerous missions.
At the top is the Daimyo, the governor running the village.
Their economy comes mainly from foreign trade, they sell products to individuals through their information networks.
Shinobis also carry out mercenary missions, in agreement with the government of the region they inhabit. They received money in exchange for their services.
Moreover, the social-communist system specific to a Shinobi village is perfectly represented by the fact that a Shinobi receives a mission directly from the village instead of directly negotiating with the client. In addition, the latter directly pays the administration concerning the mission that the Shinobi must carry out.
Shinobi villages have received an SCP label due to supernatural characteristics, which we will finally explain now. Beyond its political aspect, a Shinobi village has abnormal properties.
Indeed, the Shinobi have superhuman abilities such as increased strength, speed, and agility as well as powers based on one or more elements and concepts based on stealth such as invisibility, illusion, traps and many more.
These powers are all common to the Shinobi or even to humanity according to their statements.
Acquiring superhuman abilities as well as the elements amounts to doing a long training to awaken them, master them and strengthen them or even combine them.
One can also see in the villages that one or a group of people exercises a sacred profession concerning the veneration of one or more gods.
Their powers are different from other Shinobi, using telepathy, telekinesis and more.
These people are very important for the village because they make sure to maintain the screen that invisibles the village from the rest of the world by praying to the protective gods of the village. The Shinobi's superhuman abilities give them other passive attributes that benefit them just as much: slowed aging, resistance to disease and injury, reduced chance of genetic malformation, etc.
Many villages have reported that some of their Shinobi have become so powerful that they have become sort of living, local deities, providing a significant protection benefit for the village.
These "Shinobu no kamigami" (Shinobi Gods) have superhuman abilities reinforced to the extreme: Near-immortality, absolute manipulation of all the elements with superpower and an almost impenetrable resistance to enemy attacks.
Regarding the renewal of the population, generally some inhabitants leave the village to look for a spouse before bringing him back. This does not prevent couples from forming between inhabitants.
The Foundation first noticed these villages after continuous rumors in Japan of people with superhuman abilities moving and fighting at night.
The Foundation ends up meeting the villages and getting to know them. The Foundation originally classified these societies as Euclid, but following discoveries of numerous similar villages around the world the Foundation reclassified SCP-73405 as Keter.
Councilor O5-2 asserted: "Although these villages are not really dangerous for humanity because being themselves populated by humans and considering the fact that they keep their anonymity by tradition. Their powers but also their number give the risk of a civilization replacement SK class scenario triggering if the villages all attack existing civilizations at once and manage to destroy them. Although the majority of Shinobi are human beings with superhuman abilities, there are still even a group capable of mastering powers capable of razing entire countries."
