Three weeks earlier, in a planning meeting for the Provisional Licensing Exam the commissioner asks, "Targets and balls? Sounds more like a game than an examination. Is it too easy?"

Another says, "You're not seeing the bigger picture. The real test is how they handle the ensuing chaos. Will they panic? Or maintain the level head of a pro who utilizes their Quirk to make wise decisions. It's crisis response."

The commissioner says, "And the second round is the same way? We normally focused on individuals, not how well they work together."

Another says, "This proposal came from the National Police Agency. They've revised the exam criteria and the way we grant licenses. We have to abide by their orders. We're to assume that, at this level, all examinees will have knowledge of basic emergency procedures and first aid. Therefore, we'll be paying closer attention to how they cooperate with each other.

The commissioner says, "Heh. Teamwork, huh? All right."

Another says, "It's necessary for our future. People loved All Might not just for his strength, but for his personality. We must accept the fact that the number-two hero is no replacement. It will be difficult to find someone so charismatic. Rather than waiting for the next All Might, we should fill the hole he has left with an army of heroes boasting a strong sense of unity and comradery. And the exam now reflects that goal."

Mera mutters, "Well, the second round of the test is underway. Rescuing people injured in a large-scale terrorist incident. And dealing with the villain behind the attack."

Gang Orca appears and asks, "Tell me, wannabe heroes. Can you rescue people and fight at the same time?"

Izuku steps back and says, "That's Gang Orca!"

Mera mutters, "During the search-and-destroy mission against the League of Villains, Gang Orca fought alongside Endeavor and Best Jeanist. He's a strong pro."

Gang Orca's minions run forward.

Mera says on the speaker, "The terrorists have appeared and are beginning to sweep the area. Hero candidates at the scene should continue their rescue efforts while also suppressing the newly-arrived villains."

Tenya with Shoji and Mineta says, "We're going to have to save people and battle?"

Mineta says freaking out, "Are they serious?! Jeez! Come on! Aren't they expecting too much from us?"

Dad in the stands says, "Even for a pro, this would be difficult. They're going a little far, I'd say."

Gang Orca starts forward and says, "Now. How will you react? Will you fight or protect? Help, or run away? What would a hero do?"

In the Mountain Zone, Ojiro with Tokoyami and Mina. Ojiro says, "Another attack?"

Tokoyami says, "Look! By the first aid station!"

Ojiro and Mina gasp.

Ojiro says, "Not good."

Mina says, "Right by all those hurt kids and old people?! That's so mean!"

By the river, Tsu is in the river with me and Shoto on the bank.

Tsu says, "We still have a lot of bystanders to rescue. But we can't just ignore the villains."

Shoto and I look the way towards the attack. Shoto says, "I know."

I say, "Shoto and I are really good in combat. We should probably be going to help them. While, Tsu, you and Hagakure can continue search and rescue and join us when you are done."

Mera mutters in his box, "For this second test, everyone starts out with a certain number of points. They'll be judged on how many they lose. HUC evaluates whether or not someone's acting properly during their rescue. For example: if the examinee has put themselves in the position to best use their Quirk. Additionally, there are one hundred and one employees of the Public Safety Commission who are grading each person individually, based on the scoring manual and the examinee's background. Students automatically fail the moment their total score falls below 50 points. I hope everyone down there has the patience to make smart decisions."

Izuku stands in front of the first aid station while the Gang Orca minions run at him.

Shindo behind Izuku says loudly, "Get everyone to safety!" Shindo runs forward.

Izuku says after him, "Shindo, wait!"

Shindo says, "Do it! Get them as far away from the villains as possible!"

Izuku gasps and turns to go back to the first aid station saying, "Right!"

Shindo says stopping, "I'll start hammering away at the henchmen at one second intervals."

Shindo starts making the Orca terrorists yell with his vibrations.

Shindo says smiling, "Weren't expecting that."

Gang Orca appears in front of Shindo's face making Shindo gasp.

Gang Orca says, "Nice try." Gang Orca sends a sonic blast at Shindo forcing him back from the sound.

Ms. Joke seeing it in the stands says, "Whoa, dang, look at that. He's going all out."

Dad says, "I wonder."

Izuku says as Shindo starts falling backwards, "Shindo!" Shindo hits the ground stunned.

Gang Orca says, "A single rear guard to hold us back? You've underestimated me."

Izuku gasps looking at Gang Orca with a person on his back.

Gang Orca walks forward and all the sudden turns to the side with a grunt as Shoto and I get there. Shoto sends a huge ice wave towards Gang Orca as I quickly run forward and grab Shindo away from harm.

Izuku gasps watching us and says, "Todoroki! Cara!"

I say setting Shindo down in the first aid station, "Shindo's out of the way, Shoto." I quickly run back to Shoto and help him send ice forward.

Ojiro runs forward toward the first aid station with Mina and Tokoyami running behind him. Ojiro calls out, "Midoriya, are you evacuating?" Ojiro gets to Izuku and says, "We'll help!"

Ojiro starts taking the woman Izuku had.

Mina says, "Todoroki's fast. And Cara's really fast."

Izuku says, "Hey. Where have you guys been?"

Ojiro points with his tail and says, "We found hurt people over by the river. Everybody else ran to the city first, so we were searching on the outskirts."

I quickly put ice at Gang Orca's minions freezing them in place.

Ojiro continues, "Yaoyorozu and Asui stayed behind to search for survivors. But we couldn't stand by and watch these villains do this."

While I focus on freezing the minions, Shoto keeps the ice wave at Gang Orca going though Gang Orca keeps using his ultrasonic waves to destroy the ice. Gang Orca says, "Your power is nothing."

Shoto blows out a clouded breath and says, "Guess I know why he's number ten."

All the sudden Shoto's hair starts getting blown and my braid gets lifted even though I'm not using Erasure.

Shoto gasps looking up and says, "This wind."

Yoarashi comes in and says, "I'm gonna blow you evildoers away!"

Yoarashi's wind comes in blasting away mine and Shoto's ice freeing Gang Orca's minions and I'm suddenly glad that I have more than one Quirk because his Quirk is basically going to cancel Half-Hot Half-Cold out. Gang Orca's minions go flying backwards but Gang Orca is easily able to keep his ground.

Yoarashi says, "A second villain attack. Man, they really pulled out all the stops for us, didn't they?"

Shoto looks at Yoarashi glaring.

Yoarashi seeing Shoto gasps.

Izuku says while helping evacuate the first aid station, "Hey, it's him. The one who turned down UA."

Ojiro says, "Good timing. We can keep evacuating while the strong attackers hold them back."

Mina says, "Yeah!"

I hear the commissioner say, "Good. They're prioritizing the safety of the first-aid station, which is the cornerstone of the entire rescue effort. That's smart of them. And they put the three students best suited for holding Gang Orca back on the front line. Nice work!"

I watch as Yoarashi and Shoto glare at each other. I say to Shoto, "Come on, Shoto. You need to ignore him and focus on Gang Orca if you want to pass this."

Yoarashi says, "Of course you're here, too."

Shoto finally turns away and mutters, "That's my line. Everything you say is a distraction." Shoto says loudly to Yoarashi, "Why don't you go help with the first aid station instead? Your Quirk would be good for that. Cara and I'll take care of him."

Yoarashi makes his wind smaller growling.

Shoto gets his left side ready.

Gang Orca says, "Here they come."

Shoto throws a prepared fire blast at him while I use my Blades of Light and send about a hundred of them forward.

Yoarashi growls sending forth a blast of wind that just blows Shoto's fire back making both of their attacks of no harm to Gang Orca. Luckily my Blades of Light hit wounding him slightly as I didn't make them very sharp because I was hoping Shoto's fire would help make the Blades of Light hit more vital areas by being more exposed.

One of Gang Orca's minions says, "Huh? Where are they aiming?"

Yoarashi asks, "Why'd you use your flames? The heat makes the air rise up!"

Shoto says, "Because he didn't fall to my ice earlier. You ruined my shot on purpose, didn't you? Using your wind to blow away my fire."

I hear Izuku gasp.

Yoarashi says, "You blocked me so you'd get all the glory!"

Shoto says, "What? Why would I do something like that?"

Yoarashi says, "Why wouldn't you? Hatred's in your blood. You are Endeavor's son."

I yell at Shoto and Yoarashi getting fed up with both of them, "Shoto. Yoarashi. Now is not the time to fight! Focus on Gang Orca! You idiots."

Shoto ignores me and turns slightly to glare at Yoarashi and says, "What the hell has been up with you this whole time? My old man's got nothing to do-"

Shoto gets interrupted by getting hit with something one of the Gang Orca minions shot and he says, "Like my Cement Gun? Good luck tryin' to move when that hardens up."

Gang Orca says, "This is outrageous. I can't believe you're arguing."

I start dodging as the Gang Orca minions start shooting more cement from the cement guns. I throw my Capture Weapon at a few knocking them out before throwing them behind me a good distance away.

Shoto puts up an ice wall to avoid more cement from hitting him.

Yoarashi starts running away with the wind from the cement being aimed at him saying, "This had everything to do..." He paused for a second before saying, "...with your cold-blooded father. To me, heroes should be full of passion. They bring hope and inspiration to people with the fire burning in their hearts. They care! It was a shock to meet your father. Because the only thing I could see in his eyes was an insatiable anger aimed at the entire world. And then, at the entrance exam, I saw you, and I knew who you were immediately. Because when I said hello...Your eyes were the same as his."

Shoto says, "You think we're the same? Don't be ridiculous." The minions keep shooting more cement. Shoto continues, "You're a fool. I'm nothing like him." I hear Shoto mutter quietly, "I have to stop listening. He's just someone who hates my father. He doesn't really know me. I have to focus on the test, like Cara said. I have to keep my cool. I have no feelings about my old man anymore. No. There is still some hate inside me." I turn seeing fire come out of Shoto's hand without him meaning to. Shoto continues muttering, "Dammit. This is no good."

Gang Orca says while shaking his head, "Hmph. A villain in front of you and you've done nothing. Only Cara has managed to do something but her I'd expect since she has a license."

I hear Mera mutter in his box, "Jeez."

Yoarashi says, "You and your father are the only heroes I can't accept. You don't deserve the title. Understand?" Yoarashi throws a wind gust forward screaming, "Now move!"

Shoto mutters, "Focus!" while throwing forward a fire attack. I get more Blades of Light ready while grabbing three more of Gang Orca's minions and luckily I managed more than a few scratches on Gang Orca having him grunt. Shoto and Yoarashi's attacks go to nothing as they deflict each other.

Yoarashi says, "Again? Are you kidding me?"

Shoto looks forward as his fire almost hits Shindo.

I hear Shoto say, "No! He'll be incinerated!"

I fling my Capture Weapon forward having just thrown the three minions of Gang Orca's. Just before I'm able to grab ahold of Shindo, Izuku comes with Full Cowling and grabs ahold of him making everyone stare.

Izuku looks at them and says loudly, "Dammit. What are you two doing?!"
