A/N: Here we go, everybody… All For One was a man whose contingencies had contingencies for their contingencies. But what, exactly, is his game now? Let's find out, shall we?
"Uh, that would be me, Burnin-san," said Hisashi, muttering something about betrayal under his breath.
"You're comin' with me, Quirk stealing jackass," Burnin spat out.
"Quirk stealer!?" shouted all the adults present, before they scrambled to ask each of their respective kids questions about the circumstances. Izuku eventually calmed everything down by explaining that at one point Hisashi had been All For One, but currently he was not. The explanation hadn't exactly convinced Burnin, however, and the elder Midoriya was hauled off for questioning. At least, he would've been, were it not for the fact that the gate had been padded and a massive barrier extended, locking everyone inside… including the now extremely irate Burnin and her team.
Izuku gulped. "Alright, everyone who is not a hero please get clear!" he shouted, prompting the chaperones to hide in a safer location. "Dad! Get over here!" Hisashi obliged, staying behind.
"Alright, kiddies," said Burnin, "I didn't wanna have to do this but you've given me no choice. Drop the walls or I light this place up!"
"Afraid I can't let you do that, Kamiji-san," said Hisashi. Burnin stared at him. No one called her by her real name except her parents! Who the hell was this guy!? "Oh, and for reference, I am not trapped in here with a group of irate heroes and heroes-in-training. You are all trapped in here with me." Turning to Izuku, he added, "Thank you for getting me into contact with the Shields, Izuku."
"Uh, dad, what's going on…" Izuku asked.
"Simple, really! You see, that barrier up there? It's not a barrier, actually," Hisashi explained. "It's a Quirk Suppression Field. I'm sure you all know what that means." Of course, some did try using their Quirks to some extent, but it was no use: every single Quirk on the resort was failing to function.
"Now then," Hisashi continued. "Let's talk."
Soon enough, everyone was sitting outside at a set of tables, and Hisashi began. "Now, I'm sure all of you are wondering just what this Quirk Suppression Field is, and what it has to do with the Shields. The answer is simple: It's an upscaled version of a prototype device designed by them… and currently being sold, by me, to the highest bidder."
"That's insane!" shouted Ochaco. "What is it even for!?"
"Well, the original version was designed to target 1 person; an improved version of standard Quirk suppressing cuffs," Hisashi explained. "I merely… expanded it. However, my team hasn't worked out all the kinks just yet, so they wished for a field test. Thank you for coming, by the way, Burnin, your visit could not have been more well timed. I assume Todoroki-kun over there said something?"
Shoto scoffed, cursing subtly at being caught out.
"Well, in any case, Burnin was right, I could give and take Quirks," Hisashi said. "Not anymore, however; I gave that power up months ago and in any case I hadn't used it in nearly a year."
"What's stopping you from handing us over to an army of villains then? Kero," asked Tsuyu.
"I don't have one, Asui-kun," said Hisashi. "My son quite handily took care of that. However, what I was getting to is the fact that my stolen Quirks left an imprint."
"An… imprint?" asked Momo. "What sort of imprint?"
"I'm not sure, to be honest," explained Hisashi. "Something to do with Quirk Factors and I'm not exactly a biologist…" he paused, glancing at Izuku. "In any case, this included All For One, and in fact I believe its ability to sense other Quirk Factors was an inherent function."
"Go on," said Kirishima. "Sounds pretty cool, actually."
"Thank you for that admission, Kirishima-kun," said Hisashi, "In any case what I was getting at was that currently all of your Quirk Factors are inactive. There is one exception, however."
Izuku caught on. "It's me, isn't it?"
"Indeed," Hisashi confirmed. "I'm not entirely sure what it is, but your two newest Quirks, the ones I gave you, seem to be functioning just fine."
"Wait, is that where the latency comes from?" Izuku asked. "I mean, those two always seemed to take a second to activate and when they did they'd have a lot more power than intended and anyway that's why I roasted Thirteen by accident and well – OW!"
"Quit fucking mumbling, Deku!" Katsuki shouted.
"Sorry…" Izuku said. "But uh, dad, what's that mean then?"
"Isn't it obvious?" Hisashi said. "You're the only one who could defeat me, the man who currently has no natural disadvantages in his current environment. I'm Quirkless, after all."
"Hm… that is true…" Izuku said.
"Get to it, kid!" Burnin shouted. "That guy's goin' straight in the slammer after this!"
"I think you'll find I can't," said Hisashi. "A little over a month ago Izuku gave a police interview that confirmed that I was not All For One. What, you think a testimony in a high-tension environment, under duress, will hold up against that? All For One had no other known aliases given his nature. And if you want to prosecute me over this," he gestured around himself at the QSF, "Well that would outlaw all Quirk suppressing tools, would it not?"
"We're gonna catch you out for something!" Burnin shouted, but suddenly the field dissipated and given her sheer rage, her hair torched the area like a gas fire that just got splashed with water.
"Ooh, shouldn't have done that," Hisashi said. "Unauthorized Quirk use against a Quirkless civilian!? Do you know how much trouble you're in now!?"
Burnin stared in shock at what she'd inadvertently done. "DAMMIT! Kids, full clearance on your Quirks!"
Class 2-A smiled at the authorization, but then they realized Hisashi was on the phone. "Yes, this is Hisashi Midoriya, I'd like to report one Moe Kamiji for aggravated assault with her Quirk against my person for crimes I have verifiably not committed… Yes, thank you." He hung up, and turned to Burnin. "Well, Kamiji-san, you've just got your license revoked. Endeavor's is currently under review thanks to a few tips of bribery of the press as well as negligence regarding your behavior. As for the rest of you kids, well she's no longer a hero and her instructions are now void. Oh, and for the rest of her team, your leader's been fired. I suggest you call off this operation before you find yourself in her position." The Sidekickers wisely obeyed as Hisashi dropped the barrier, and Ochaco glared daggers at Izuku.
"I told you he was worse! Big-wig corporate execs always are!" she shouted.
"Uh… sorry…" Izuku sighed.
"Uraraka-chan, if I may be so bold," Hisashi said, "I suggest you quiet down before I… reconsider my offer to your parents." Ochaco gulped. "As for you, Yaoyorozu-san," he turned to the man in question, "How would you like exclusive access to this new technology?"
"Exclusive, you say?" said Eiji. "You're giving up the patent!?"
"Not for the standard version, no," Hisashi said, "It's not exactly mine to give up. But this area version. Perfectly suitable for home defense, easily marketable, I could go on."
Momo's eyes widened. "Father, no! You've seen what he just did, he'll…"
"He's giving up the best home security device this world has ever seen for free!" Eiji countered. "That is simultaneously the most nonsensical and yet most brilliant business moves I have ever seen!"
"Besides, Yaoyorozu-san," Hisashi added. "I've got many friends in very high places. Your hero costume needs work, by the way. I suggest you alter it before I make some calls…"
Momo quieted down, only for Shoto to step in. "So this is how you plan to continue your schemes, is it!? Worming your way into the Hero Commission, the Diet, and so many other places! Blackmail, bribes, espionage, the works! You've already torn apart any sense of stability my family has had left. I will not let you do the same for so many others."
"Todoroki-kun, please," Hisashi said. "I'm doing all of this for order and stability! Yaoyorozu-san said it himself, this new device is the ultimate in home security! Now the Quirkless won't have to fear assault by Quirked individuals with a bone to pick! Everyone can be equal, even when dealt a bad hand! Can you not see!?" He shouted this last sentence with a conviction matching the Destro of generations ago.
"You think removing that which makes a person themselves is equality!?" Shoto roared.
"Not equality, EQUITY! NO ONE IS BORN EQUAL. THEY ARE MADE EQUAL!" Hisashi boomed. "Think, Todoroki-kun! With one of these devices, your torturous training from hell would never have happened! Your brother wouldn't have turned to villainy! Your mother wouldn't have been locked in a mental ward! My son wouldn't have spent years bullied by his very first friend! Again, CAN YOU NOT SEE!?"
Masaru stared at his son, horrified at his passiveness exacerbating his ego. "Th-that's all true, isn't it, Hisashi? I… I let my son go, and he tore into yours…"
"Indeed it is, Masaru," Hisashi said. "But no longer!" Suddenly a waiter came up to him, frantic. "Oh, this is perfect! Everyone, please watch this." A projector was wheeled out and the news came on.
"Breaking news: Cities across Japan are reporting mass Quirk… deactivations at this very moment! Everyone, please remain calm, and…" the reporter paused, reading new information. "It seems the Diet has voted to temporarily repeal all bystander laws in favor of the Good Samaritan clause: Bystanders will now no longer be prosecuted for aiding victims of attacks or disasters."
Everyone stared, horrified. "When did you set all this up!?" Izuku demanded.
"It wasn't me, my son. My buyers did so themselves; I had informed them the devices had range issues, but they wouldn't have it, they wanted hundreds." Hisashi explained with a smirk. "They have become their own undoing, it would seem. Oh, if that Yotsubashi fellow could see this now…"
"Re-Destro? What do you…" Izuku stopped. "Wait, the reporter mentioned the Good Samaritan clause. That's exactly what the MLA wanted!"
"Indeed it is, my son," Hisashi explained. "But you know I despise their message. So why aid their pursuits, you may wonder?"
"Wait, are you trying to become Prime Minister!?" Kaminari shouted.
"Prime Minister? Heavens, no, that'd be too easy," Hisashi laughed. "It's like I said before: I believe in equity, for equality is untenable, despite what some preach. And I happen to have the means to provide it. After all, the Quirkless will likely always remain. Always a minority, but ever a present one. So why not give them a boost? Life made them unequal, so I will raise them to the standard!"
"But how would you do that?" Mina asked. "Wouldn't Prime Minister be the best place for it?"
"I'd be bogged down in a bureaucratic mire, so no," Hisashi said. "Rather, I'll show the world that having a Quirk may not be all it's cracked up to be. I know people who have access to several psychological reports on known criminals over the years. Many of them likely say the same thing."
"…Getting back at society for being labeled a villain…" said all of class A at once, glancing at Shinso.
"Indeed. Or as well, not all Quirks are equal, either!" Hisashi added. "Katsuki's explosions are objectively a fair bit stronger than, for instance, Mineta's spheres. The only ones who are truly equal with each other are the Quirkless, and even then, old issues remain, from back before Quirks."
"So you're doing all this to, what… reset things?" Kirishima asked. "No more Quirks, no more inequality, something like that?"
"Yes, that is the idea." Hisashi explained. "Besides, have any of you heard of the Quirk Singularity?" Most of them shook their heads. "Well, so the theory goes, as time goes on Quirks are growing more and more powerful, and eventually they'll be too strong for human bodies to handle. Todoroki-kun, you're already aware of this, it's, well, why you were born." Todoroki nodded. "Given all that, it's clear that Quirks may eventually prove too dangerous for society. It's why the MLA failed; their goal turned the organization inside out in the end. As such, rewinding the clock is likely our best option."
"We can't keep rewinding forever though, dad," Izuku said. "My newest Quirks not being suppressed is evidence of that, hell so is One For All becoming part of my DNA."
"That… is another issue," Hisashi noted. "Quirk Factors are changing too, along with Quirks, they're becoming more ingrained… and quickly. Quirks already subtly change personalities, who's to say a Quirk might come that completely rewrites who you are as a person?" Everyone shuddered. "You see? That is the future I wish to avoid."
"So your plan is to just keep everyone's Quirks turned off forever?" said Kamiji. "Doesn't seem that sustainable to me."
"There are indeed details that must be addressed," Hisashi admitted. "Outright Quirk removal is out of the question, of course, but I'll see what the Shields say about improving the suppressors."
"Will the Yaoyorozu family benefit from this?" asked Eiji.
"Assuming you take up my offer of manufacturing and selling these devices, certainly," Hisashi nodded.
"Then we are agreed," Eiji said, even as Momo seemed to drift off, unfeeling. "Is there a document I must sign, or…"
"My staff will have it to you," Hisashi explained. "Anyway, Kamiji-san, Sidekickers, you are now free to leave. If any of you come back or get some other hero to come back, my legal team will be after you."
"Hey, what about me?" Tensei said. "I still have my license; I could report all this, get Idaten on it."
Hisashi chuckled. "It's funny you believe that, Tensei, considering the Hero Commission had it reviewed and chose to annul it two months ago on account of your injuries."
Tensei's jaw dropped. "What the – HOW!?"
"Does it really matter?" Hisashi asked. "You are no longer cleared to grant any Idaten-employed hero the ability to come after me. Even if you did, they'd be slapped with the exact same charge I levelled against Kamiji-san. Do you really want that?" Tensei shook his head. "Good."
At that moment, however, Izuku stepped forward. "Dad, enough. I know we can't beat you legally. You've proven that over and over. But you know me. I'll find a way to take you down. My Quirk isn't blocked by your suppression field, and I know Melissa. She'll tell me how to shut them all down."
"You think I won't be tracking you wherever you go?" Hisashi asked. "Izuku, I can sense Quirk Factors. You're the only person on the planet with multiple, and I could list them all out. You'd never be able to hide from me. Couldn't exactly do it before, son."
"I don't need to hide," Izuku said. "I'll beat you no matter how much it takes. Because I'm the Can-Do Hero, Deku. And I know I can do this."
"He's got his friends, too," Ochaco said. "Can't stop all of us."
"21 students, a hothead with no license, and some decidedly not hot-headed sidekicks versus the damn most powerful man in Japan?" Hisashi laughed. "I think you'll find that Izuku isn't the only one who can do anything. But you are certainly free to try." Suddenly, however, there was a screech, and 2-A's guardians found themselves locked inside the hotel. "You have one week, kids," Hisashi said. "After that, they'll disappear."
A/N: It's Cloud City all over again, and who better to set it up than the resident Darth Vader clone himself, Hisashi Midoriya? And how exactly does 2-A plan to stop the QSFs from throwing Japan into chaos? More importantly, will they? Hisashi's not exactly wrong about what they could do, and they know it. But those decisions will happen… later.
