This is the part where my sort of OC character appears that being Crystal Arc, I saw sort of because I am using one of Jaunes unknown sisters as the in a way to fit the OC in but she isn't going to be taking over a lot of what happens she is there to be a main support for Ruby.

Preparing for the Entrance Exams
It had been about a month after the events with the slime villain, Ruby was preparing herself for the entrance exam that was several months away.
However she found something odd with Izuku, he would leave very early in the morning and wouldn't be back till nearly time for dinner.
On the rare moment she does see him she noticed Izuku was slowly getting more buff and looked a bit tired like he had intense workout.
When she brought it up to her family they said he was probably focusing on his studies like she should be but to Ruby, it was something else.
So this morning she got up really early and waited outside and hidden. Soon she saw him heading out of his home and down the steps "Alright Midorya, time to see what you been doing" She said to herself, she was mostly doing this to ensure her friends safety rather then distrust.
Ruby follows Izuku while staying hidden all the way to Takoba Municipal Beach Park. "I know this place" Ruby said this beach used to be beautiful but years of trash from illegal dumping ruined it "Why would he come here?"
She hears voices and noises and goes to investigate. She spots Izuku and was surprised. There he was lifting and pulling the trash with all his might near him was a very thin skeleton like guy with shaggy blond hair.
"Who is that?" Ruby said concerned in a whisper. "Can't be an uncle or a relative. But somehow I feel like I should know him"
"Good work young Midorya! Keep going, you got 9 months to be ready for the UA entrance exam!" The man said acting like a couch
"He is training him to get into UA?" Ruby said and has a smile "Well least he has more people in his corner, I best get going" she prepares to leave
Izuku trips and falls carrying some stuff the man said "I know the morning training has to be cut short for school but don't lose focus alright"
"Right, sorry All-Might!" Izuku said getting up
"Wait...What?!" Ruby said turning back, did she hear that correctly "All-Might? No..."
"Just remember, to inherit my power you need to make you body ready" The man said and then transforms before Ruby into the form of All-Might "That is the only way you can handle it."
Upon seeing that Ruby screams, loudly, enough to get the two on the beach's attention who look back in shock and see Ruby who nearly passed out
"Ah! R-Ruby?!" Izuku said shocked
Ruby runs down to the beach still in shock "H-How? What? I can't..."
All-Might said looking like he was ashamed at being so careless to do what he did without making sure no one was watching as he transforms back "I guess this is a bit of a shock to you Ruby?"
"Yeah, what is going on?" Ruby said folding her arms
So on that day All-Might and Izuku told her everything, about how All-Might was injured in a battle a few years ago that is slowly making him lose his powers, how Izuku found out a month ago when they first met the number 1 hero and also about for One for All.
"One for All?" Ruby said amazed by it.
"Yes, a power that was passed down from hero to hero, getting stronger as it is passed on. I am the current holder and I intend to give my power to young Midorya here" All-Might said nodding
"Wait really, that is...awesome and amazing" Ruby said excited
"Yeah, but I have to get my body ready to accept it or else it could tear me apart if I try to use a smash" Izuku said with a nod "I didn't mean to concern you Ruby but I had to focus on the training regiment All-Might laid out for me"
"It's okay I understand" Ruby said with a smiling, she knew how big of a secret this was.
"In any case, you must promise not to say anything about this" All-Might said serious to Ruby "Few people know about my power and even fewer people know about my injury and for the most part only us three know Izuku is my successor."
"Wait...how are we going to explain Izuku suddenly having powers" Ruby asked concerned
"While most people get there powers really young there have been rare instances of people gaining powers a lot later, we will say he is one of these few" All-Might explained "It will be believable enough to not arouse suspicion"
"Alright, I won't tell anyone about all this" Ruby said smiling
"Don't worry All-Might, she is good at keeping secrets" Izuku said with a smile
"She defiantly is, if she is like her mother" All-Might said surprising the two "Yeah, me and Summer worked together a lot in the past before my time in America, I did tell her about One for All as it didn't feel right keeping it from her"
"So my mom knows about it" Ruby said relieved that she could at least talk to her about this
"Well, she know about One for All, she doesn't know about my injury" All-Might said "In any case this could be perfect, young Rose, I need you to make sure young Midorya sticks to his training routine I have set for him."
"Come on All-Might, I don't need someone to watch over me, I can be responsible" Izuku said to him
"I understand but this way I at least have someone keeping an eye on you when I can't" All-Might told him
"I guess I can when I am able but I have work to focus on and my own preparations for the UA entrance exam" Ruby said with a nod
"Thank you." All-Might said and he suddenly goes into his muscle form "In any case it's time to get back to work young Midorya! Come one chop chop!"
"Oh, right, sorry!" Izuku said as he quickly heads back begin his training which was clearing the breach of all the trash.
Ruby watches and smiles happily, she decided to wait and watch her friend train as they had time before they had to get to class.
It was a few months later (around the time there are only 3 months left before the entrance exams) and Ruby has done her best to keep an eye on Izuku, though she find it tough to keep Oscar in the dark about this but luckily Oscar was too focused on trying to improve her old shield quirk lasting to be ready for the entrance exam.
Ruby has occasionally sat in and watched and supported Izuku as he trained on the beach and to cheer him on but she has talked with All-Might and taken in some advice to find ways to make her quick able to be offensive but the best he could suggest was to have something she could use with her speed. But what Ruby had no clue.
Ruby was at Junior's Ice Cream bar studying when the door opens. She looks up and sees a girl with purple hair and green eyes. She was in a purple tank top and black skirt with pink knee high socks and black boots.
The girl goes to the counter and makes an order. She then sees Ruby watching and waves
Ruby is bashful from staring and waves. The girl approaches her and said "Hey, there I'm Crystal, Crystal Arc"
"Oh, Ruby Rose." Ruby said smiling and shakes the girls hand "Wait Arc, you wouldn't be related to Jaune Arc would you?"
"Yeah he is my older brother" Crystal said smiling and sits with her "He mentioned one of his classmates had a sister named Ruby"
"That would be my sister Yang" Ruby said with a giggle. "So are you going to be follow in his footsteps?"
"That is right, I am going to apply for the Hero course, my family is known for it's long line of heroes so everyone is eager to continue the trend" Crystal said with a smile
"Well maybe we will end up as classmates" Ruby said with a smile
"I think that would be a good idea, two sets of siblings becoming friends while at UA" Crystal said with a giggle "I think it will be something amazing"
"Yeah I think the same." Ruby said with a nod
Soon Crystal's order was ready "Well, you're busy, I will leave it to you" she gives a wink as she goes to collect her order and leave.
Ruby was a bit dumbstruck, she couldn't explain it but her cheeks were a bit flush but she shakes her head and keeps on working on her homework.
She sees on the TV President James Ironwood, the CEO of ATLAS Corp, through he dresses more like a military general then a regular CEO. Standing next to him was Weiss' older sister Winter.
"ATLAS is proud to announce that UA has accepted our offer to allow the first of our Next Generation Pro-Heroes, designed by Pietro Polendina please let me introduce Penny" James said
Penny flies in and lands on the stage wowing people there as Winter said "Penny is a Sythoid, to put it simply she is a robot but she actually has a soul so she is capable of expressing emotions."
"Salutations everyone" Penny said smiling and waving her hand
"Penny will be attending the Hero course entrance exam but only to observe, due to the fact her capabilities would make it hard for anyone else to qualify" Ironwood said almost like a brag while made Ruby shake her head.
Through she was curious about Penny, a hero that was artificial was not that common so she was excited to meet this Penny, maybe she would be in her class like Crystal. She sips her drink as she keeps working
Soon it was time. The entrance exams were today. Ruby packs her backpack with her gym uniform and school supplies.
She exits her room and sees her whole family along with her uncle Qrow. Technically he was Yang's uncle but he treated her just as much like a niece so she was fine calling him uncle
"There she is, our little rose off to join the big leagues" Qrow said with a smile
"It is so heartwarming...I promised I wouldn't cry" Tai said tearing up but Summer comforts him
"Guys come on, it's not that much of a big deal" Ruby said with a smile and scratching her cheek.
"Maybe not to you Ruby, but not going to stop us giving you our full support" Yang said with a smile and punches Ruby's arm
"I guess but still I hope me, Oscar and Izuku all get in, we've all been dreaming of us all being in UA for a long time" Ruby said with a smile
"Well, I am confident in you and Oscar getting in but...this Izuku...I am not too sure on him" Qrow said thinking as he stands "I can't say anything on what the exam is but for someone with no qurik...it will be intense"
"I am sure he will be able to pass it" Ruby said with a smile, the rest of the family assume she was just being optimistic on Izuku and shrug it off. The girl grabs some toast "Well I best get going then"
"I will take you kid" Qrow said walking with her "I need to be there anyway to observe the tests with the other teachers"
"Wait, Ruby a word" Summer said walking out with the two, Qrow goes to get the car ready and Summer pulls out a small bracelet with a red crystal "Here, this is a good luck charm for you."
"Oh, wow mom, it's beautiful but...you know I don't wear jewellery" Ruby said looking at it
"I know but I think you can make an exception with this one" Summer said with a smile at her
Ruby think about it and nods putting it on her left wrist "I can mom, thank you. I will make you proud"
"Oh, my little rose...just trying you already have" Summer said and hugs her.
With that said Ruby leaves to join her uncle and head to the UA Academy where she will be meeting her friends as they will take an exam that will start there Pro-Hero careers.
Meanwhile in Oscar's home he was finishing up prepping the farm field and wipes his brow
"Oscar! You best get ready or you'll be late for the exam!" Oscar's aunt Em calls out
"Right, I just finished Aunt Em!" Oscar calls back and wipes his brow and goes to quickly clean up. He noticed the 10 months that have past Izuku and Ruby were spending a lot of time together but he just assumed they were preparing for the exams as he noticed Izuku getting stronger.
Maybe he was wrong and Izuku had what it take to be a hero without a quirk. Either way he will support him with whatever the exam ends up being.
Okay to clerify Penny being OP is temperary, she will eventully not be rediculously powerful and have a flaw in her interal systems later but for a while yes she will be the strongest classmate.
