The scared man can only frown at that sentence.
"Root Anbu has fallen, I see. Not only they didn't notice a six years old kid sneaking out of his apartment, they couldn't even properly move the civilian. So tell me, why should I entrust you anymore with this matter?"(Hiruzen)
Danzo gritting his teeth hard knowing his subordinate failure, but he can't do anything, it's certainly a failure. If the boy was in his apartment things would have been different, but no, the boy was not there and only later when things were already done did his subordinate notice that.
"Hand those idiots to Ibiki, and I'll handle Naruto myself from now on, you can leave"(Hiruzen)
Danzo leaves the office, feeling humiliated and angry from his subordinate's failure. If Ibiki didn't kill them after he's done, he would personally kill them.
After danzo left the room Hiruzen called for his anbu to investigate the villagers and to assign a new team to keep an eye on Naruto. He intended to see if Naruto have connections with outsider by this little ruckus, but he didn't think that the root Anbu could make a stupid mistake like this.
A few hours after the anbu who investigates the case came back. Hiruzen read the report, finding there's no outside influence he handled the case to the police force.
He let out a breath, Konoha was a good place as the villagers have more freedom than other villages, that's the reason they're so big and the people are more productive. Though they are easily manipulated, they could go out of control with just simple mistakes. The incident where Naruto went missing was one of those. Though he did allow the villagers to discriminate and ostracize him, he didn't think they would try to kill him and chase him out of the village. What's worse is that at that time, the Anbu are those who lost their loved one to the kyuubi and had turned a blind eye to what happened, of course he had sent them to Ibiki so he could get rid of them. The same happened with the Uchiha, he had ordered them to watch over the border in the kyuubi attack, both to make sure this was not an attack from other villages, and to prevent the kyuubi from falling to their hand. But the village blamed them as coward and traitor because of that, and not only did he lose control of the civilians, he also ended up losing trust and control over the Uchiha.
He did try to mend it by accepting both Shisui and Itachi into the Anbu squad, to recover their trust in the village and Fugaku did a good job keeping his calm and controlling the Uchiha. But the villagers have different opinions and keep their attitude toward the Uchiha, resulting in the current situation where the Uchiha have lost their trust in the village and the tension is rising between the Uchiha and the village. Even Shisui has been seen as a traitor among the Uchiha.
Konoha is indeed a good place where the villagers have more freedom compared to other villages, but these villagers have forgotten that they can live like they currently are, because of the existence of powerful clans such as the Uchiha.
