Jaune was up early again. Mother, dad, and Lavender were already in the kitchen. Mother had clearly not had much sleep and was filling a thermos with coffee and was stressed. Dad was in full hunter gear and was looking determined.
His mother said, "Lavender, could you see if Miss Altan is up and ask her to have a word with me and then wake up Amber and tell her the same thing? Could you give me a few minutes so I can have a quick word with Jaune?"
Lavender nodded and left the kitchen. His mother then asked "Jaune, how did Miss Altan react to being pulled out yesterday?"
"She was irritated at first but was happier once the likely reasoning was explained to her. She gave the impression of thinking that while she could see why the rules were there, they were not necessary in the case of her team."
"Good, Lavender thought that as well. I am sorry, but I need to call on your services today. I will explain when Amber and Miss Altan are here."
"Of course."
"While we are waiting, have you heard of a journalist called Lisa Lavender and if you have, what do you know about her?"
"She is one of the top journalists in Vale." Jaune paused and then remembered a conversation with Yang. "She started out as an investigative journalist, turned into a newsreader, caught on with the public and presented lightweight consumer and reality programmes and according to a profile in Salutations is now trying to become a serious reporter again. She is preparing a series of special documentaries. She did some of the interviews after the night club fight. Why do you ask?"
"She is apparently on her way to Ansel. She claims that she wants to do a story about Team Auburn, interview you and do a feature about the work of the LGDF. I have been ordered to give her full cooperation."
"But why would the government order you to cooperate? Do you really have time to accompany a journalist?"
"No, I don't. That is why I need you to occupy her for a few hours today. Show her around Ansel, talk about growing up here and do an interview with her in the garden. I will ask your youngest sister to provide refreshments."
Nicholas Arc said "Sorry Jaune. It is just if the news your mother got an hour today is a sign of what is happening near Kurohari, it is safest for the journalist to spend time with you."
Lavender knocked and was invited back into the kitchen. "Arslan will be with you in a couple of minutes. She is getting dressed. Amber is putting in her contact lenses and is just behind me."
Amber then joined them wearing her dressing gown and bunny slippers.
"Lavender, could you pour me some coffee and get me some toast." She then looked at her mother and said, "Chief, what crap hit the fan this morning." The fact she acknowledged mother was in charge indicated that she was in serious mode.
"Nothing good, I am afraid that your co-opting may be rather more active than I had planned for. I will explain when Miss Altan arrives."
Arslan then appeared in full fighting gear, "Mrs. Arc, you wanted to see me?"
"Miss Altan, I wanted to speak to you and give you a chance to consult with your team. First, I heard within the last hour that there are around two thousand human refugees heading towards Ansel and they are attracting Grimm. In addition, in Kulsa, a small town near the border two Faunus were killed last night and some houses belonging to Faunus were set on fire. There are reports of Grimm gathering outside the town and that a significant number of the human residents are trying to expel the Faunus residents."
Jaune groaned, Kulsa had always been a difficult area. It had been prosperous in the past, but the local mine had been exhausted ten years ago and the Faunus who had stayed put afterwards had been blamed for undercutting wages. It had not helped when the White Fang had killed a son of the mayor who had worked for Atlas Gold in Mistral while he was holidaying in Argus.
Amber responded first, "I assume that the two huntsmen teams are protecting the refugees and Kulsa from the Grimm."
"Yes, which means that our family and team Auburn are going to have to be responsible for trying to calm down Kulsa and prevent similar incidents. I do not believe that a new Faunus war is inevitable and even if it is I will not let it start on my watch. Nicholas, Nancy and two of your team will be on call to calm down the tensions in predominantly human towns and villages. Amber, Jessica and the other two members of your team will deal with the mixed villages and towns."
Amber said, "You cannot ask first year students to fight civilians. It is bad enough fighting bandits or the White Fang."
Arslan said, "Amber has a point. While all my team would intervene to save a life, I am not certain that we could fight civilians to save property."
"My intention is that you will not have to. I think that most of the towns and villages can be shamed into keeping the peace and that a show of force can also calm down the tensions attracting the Grimm. The twins, Amber and Team Auburn are heroes to most people here especially the younger hotheads."
Arslan said, "I see what you are trying to do, but my team is respected rather than loved."
Nicholas said, "The villages and towns near the border and most of the refugees have plenty of humans and Faunus who will identify more with your team than with us blondes. That is why my wife wants to mix the teams up. Obviously keep your auras up and use them to protect civilians if you can, but me, Amber and the twins will deal with the fighting."
Arslan asked, "Which team will Jaune be with?"
His mother said "He has a different mission which while physically safer, is possibly more difficult. Central government is sending a journalist from Vale who wants to spend time with Jaune, film the LGDF in action and interview Team Auburn while you are spending time with the LGDF. I have been instructed to lend my full cooperation to her and to pass on their request to you to do the same. They have promised to express their appreciation for your cooperation but who knows what that means."
Amber said, "What are they thinking? The last thing we need is a journalist from Vale seeing us trying to prevent a re-run of the Faunus wars, particularly as some of the people in town want exactly that."
Jaune thought about this and said," Amber's right. There are many people in Vale who do not respect Mistral. They blame us for both the Great War and the Faunus Wars and think that we are responsible for the White Fang."
Amber said, "Jaune understates it. The problem is that there is some truth to it. Still let's not reopen that can of worms. What is the government thinking?"
Jaune's mother said "I can think of three reasons. First, some of the people making the decision did not know about Kurohari and saw it as a straight publicity request. Second, some of them knew about it unofficially and want publicity to be given to it to ensure that Ansel province is properly defended. Third, some of them knew about it and want publicity to use against the governing coalition. My impression is that the decision was made yesterday afternoon, and no one thought about the risk of human Faunus tensions spilling over."
Amber said, "Chief, you did fully report last night?"
"Yes, Amber. I did respect the chain of command. I have no idea how far they have informed others."
Arslan said, "My team can be ready in 15 minutes. I would suggest that Bolin and I accompany Amber. We are better with Faunus than Reese and Nadir."
His mother said "Fine. The bullheads will be ready in thirty minutes. Nicholas, Lavender, can you get the twins up. I need a word with Amber and Jaune before I get back to the command centre."
Arslan, Dad and Lavender left the kitchen. His mother said, "I was not joking when I said your task could be hard. She arrives at 12. I need you to gain me at least five hours and preferably more. You need to avoid disclosing what is happening in Kulsa, but without telling an obvious lie. I do not know whether she knows about Kurohari, but if she asks say that she will need to speak to me about that."
Amber said, "You will also need to be careful about how you talk about your teammates. Do not land them or Mistral in it."
"What do you mean?"
"Think about how you answer questions such as why two of them stayed behind at Beacon and why you have not volunteered to train with hunters over the holiday to fight Grimm."
Jaune nodded, "I guess I do not say that Pyrrha had contractual obligations to fulfil with her advertisers and I say that Nora and Ren are getting a head start on next term's work."
"You get the drift. Even if you are not being filmed or recorded do remember that what you say can be used to work out what she should be asking other people about or to ask pointed questions when you are on camera. Also do check what is behind you when they are filming."
Jaune nodded and turned to his mother, "What do you hope to gain from the extra time?"
"In an ideal world to deal with the Grimm and calm down Kulsa and the other villages and towns so we can take her round tomorrow without anything seeming amiss. At the least, to ensure that the ministry is not in a position to blame me if things go wrong. I will ask them specifically whether their instructions to fully cooperate holds in the new circumstances and for guidance on the message they want me to give."

Qrow had bitten the bullet and gone to see Lionheart. He had decided that it was riskier to try and sneak into the Mistral CCT tower without speaking to Lionheart then it was to invent a spurious excuse to see him and then use the CCT tower to speak to Glynda and Ozpin. He had had a scroll message from Tulip this morning which gave him a reasonable pretext.
Lionheart looked nervous about Qrow being present, but it was best to ignore that for the moment.
"Qrow, to what do I owe the pleasure?"
"Just passing through on my way back from Atlas. I heard some rumours this morning about a place called Kurohari and wanted to talk to you before reporting back to Ozpin. In particular, does Mistral need some assistance and do you have intel on what my sister is up to?"
He saw Lionheart visibly relax. While it could be that Lionheart welcomed being able to pass on a message to Ozpin without being seen to be calling for help, Qrow felt that the response confirmed his suspicions.
Lionheart said, "I have not heard anything official from the council, but I have a team of students out there on secondment with the LGDF. They reported back to me last night that it has fallen to your sister's forces. Actually, more sort of welcomed them with open arms according to the members of the council who deign to speak to me unofficially."
Lionheart opened a drawer and took out a map of Mistral. On the western portion of the map there were various shaded boxes and a key next to them with dates.
"I prepared this a few weeks ago. Since your sister negotiated her understanding with the White Fang she had increased her sphere of influence significantly. She seems to be taking over the government of these areas and the rumours are that she has brought in Faunus advisers from the White Fang and promoted existing Faunus staff in local and regional government."
Qrow looked at the map. "Why hasn't the Mistral government done anything about it?"
"Western Mistral Is not seen as important and defending it was not seen as worth the cost. Your sister and her forces defeated the one sizeable force which was sent against them. Curiously, they ransomed back the officers, so no one powerful had a personal reason to repeat the experiment. They only take small bites each time and so it never becomes the most critical issue. Besides which I suspect that Raven has certain council members on her payroll. They are not required to support her, but they argue the case for doing nothing expensive."
"What did your students tell you?"
"Kurohari has fallen, and the Mistral appointed administrators have fled. I had an update an hour ago and apparently there are thousands of human refugees fleeing into the Ansel province. Amber Arc has asked me to send as many hunters in training as I can with teachers accompanying them as I can."
"Why not trained hunters?"
"Her mother, Claire Arc, is the leader of the LGDF in Ansel. Her superiors have become too used to her being able to do an excellent job on too few resources. Amber doubts anyone will agree to foot the bill until it is too late as they will all play chicken with each other. I suspect she is right."
Qrow looked at Leo. The bitterness and distaste for the Mistral government seemed to be for real. "Do you want me to speak to Glynda and Ozpin?"
"Yes. I would welcome that. It might help things here. One of the few things all of the council agrees on is a reluctance to call for help from Atlas and Vale and help being provided without asking may force them to take action. By the way one of Ozpin's students is in Ansel at the moment. He is one of the seven children of Claire and Nicholas Arc."
After another few minutes of pleasantries, Qrow left Leo's office and went to the Mistral CCT tower. He requisitioned a private room and contacted Beacon. He was lucky that both Ozpin and Glynda were there when he called.

Yatsuhashi and Fox were practising with Ren and Nora when Professor Goodwitch walked into the sparring room. Ren and Fox were evenly matched save for the fact Fox had a year's more experience and better reactions while Ren was more agile. Both felt that fighting each other was good for their abilities as they could take away ideas and techniques from each other.
As they were in different years they did not fight in class and while in theory they could meet in the Vytal Festival the likelihood was that the two teams would only fight in the finals or semi-finals and realistically once the semi-finals had been reached it was unlikely that Ren would be chosen to fight over Pyrrha and Nora
Nora and Yatsuhashi were, unless lightning struck, an excellent test of the irresistible force meeting the immovable object and they found fighting each other was good for learning how best to conserve aura. While it was more likely that they could meet in the Vytal Festival they decided that they were best off practising against each other.
Glynda said, "Can you come with us to the headmaster's office. You are not in trouble. It is just that we have a mission that might be of interest to you."
Fox used his semblance to send a message to Velvet and Coco letting them know where he and Yatsuhashi were going. Perhaps he should not have done so as they reached Ozpin's office to find not only Coco and Velvet, but also Yang and Ruby waiting for them.
Glynda looked at the four and said, "You have not been asked to join this meeting. Miss Adel, I can see that you may feel that as team leader you have an interest in knowing what members of your team are being asked to do. Miss Rose and Miss Xiao Long, I see no reason for your presence."
Port's head appeared out of the door and said, "Professor Ozpin says that all of you should come in provided those who have not been invited stay silent during the briefing. He says it will save time."
They entered and saw an amused looking Ozpin. "I have had a request for assistance from Professor Lionheart. There is a situation developing in Ansel province."
Fox sent a message to the rest of his team" Is that where Jaune comes from?"
Velvet replied," Yes. He is there now."
Ozpin continued, "A city in the neighbouring province was taken over by a bandit tribe known as the Branwen tribe. Yesterday the Mistral administrators entered Ansel pursued by Grimm and were flown to Mistral. Apparently overnight thousands of human refugees have poured over the border between the provinces and are attracting Grimm. One side effect which you are not to discuss with third parties is that it is feeding into strife between Faunus and humans in towns close to the border. I am told that in part this is because humans believe that the Faunus are fifth columnists for the Branwen tribe. Dr. Oobleck will brief you on some of the background to this. In summary, the Branwen tribe co-opts Faunus administrators to keep the wheels of government turning and for several reasons the Faunus inhabitants are readier to wait and see before fleeing. It is also true that there is a de facto alliance between the White Fang and the Branwen tribe. This is a long way from all Faunus supporting the Branwen tribe but there are situations where logic becomes irrelevant."
He paused and said, "The LGDF is pursuing a strategy of calming things down where they can. The person in charge is seen as competent and her superiors in Mistral are reluctant to spend money which they do not want to believe is needed. Her belief is that if she can keep the situation from exploding in the next four days then she can calm things down. However, she needs hunters on the ground now to deal with Grimm and to calm tensions."
Fox noticed that Nora and Ren were looking pale and were squeezing each other's hands. He asked Yatsuhashi, "Do you know what is up with Nora and Ren?"
"They are the only survivors of a town which was overrun by Grimm ten years ago. It was Mistral's Mountain Glenn. It did not help that the authorities refused to believe that there was a problem until after it fell and then blamed the inhabitants for being weak."
Coco interrupted, "Can you ask why Mistral is not dealing with this issue themselves?"
Yatsuhashi took note and asked Ozpin, "While I understand the issue, why isn't Mistral dealing with the problem themselves?"
"A fair question" responded Ozpin. "Unfortunately, huntsman teams have been burnt in the past by helping out in emergencies and then going unpaid. Second, the majority of the trainee hunters belong to privileged families and are difficult to deploy quickly especially into unfashionable parts of Mistral."
"What will be expected to do if called upon?" asked Fox.
"Lend support to the local LGDF, fight Faunus and show the locals that they are being supported. Frankly, the idea is that you allow the LGCF and the local hunters to be in a position to keep the Faunus and human hotheads apart by dealing with the Grimm. It will be for three/four days only."
Fox said, "Why us and not Team RWBY or Coco and Velvet?"
"Three of you come from Mistral and the fourth from Vacuo. The Mistralians are sensitive to saviours from Atlas and Vale coming in and sorting out their problems. Vacuo does not give rise to the same problems and Mistralians coming back to lend a hand are always welcome. It is hoped that the fact that you four come in and lend the hand under the supervision of Professor Port will encourage the Mistralian authorities to commit resources."
They all stared at Professor Port and Ozpin added "Because of his commentaries at the Vytal Festival Professor Port is seen as a citizen of Remnant who happens to come from Vale."
Coco put her hand up and Ozpin nodded at her. "Professor, I can see why I might be a problem, but surely there are Faunus who need reassurance as well as humans. If this a short mission then why not send Velvet as well."
Ozpin replied, "A fair point, but Professor Lionheart is allocating a team from Haven with a Faunus member. I was asked to send four people and if I had been asked to send a fifth or sixth from those around Velvet and Ruby would have been high on my list."
Yang put up her hand. Ozpin stared at her, "You do know who your mother is?"
He and Glynda then exchanged glances, "Actually, did Taiyang ever fully explain the circumstances?"
Yang said, "Not really. I gather she went back to lead a bandit tribe."
Fox asked, "Yatsuhashi, do you know what he is talking about."
"Yes, her mother is Raven Branwen who is in charge of the Branwen tribe. Basically, she controls about one-fifth of Mistral – maybe now a quarter."
"Is Ruby the only member of that team who no one hates solely because of their parents?"
"Almost certainly."
Ozpin said, "Perhaps you should speak to your father. However, there are very good reasons why sending you on a mission to Mistral is not a clever idea. Your mother is basically up there with Sienna Khan as public enemy number one. Your presence may be misunderstood."

Jaune was waiting at Ansel airport for the lunchtime airship from Mistral. During the morning he had sent a message to Nora, Ren, Pyrrha and Ruby which had mentioned the events of yesterday and the fact that Lisa Lavender was interviewing him.
To his surprise they had opened up a VIP lounge where he was asked to wait for Lisa Lavender and her crew. He was given a couple of minutes warning that she was on her way, but the television technical crew arrived first. He switched off his scroll so that he would have no distractions. After all it was not as though he was on call and his mother had made it clear that he should avoid being distracted when dealing with the journalists
The director introduced himself and just asked Jaune to act naturally when Lisa appeared. He reassured Jaune that, "You are a TV natural. You gave a great interview after the fight at Junior's. Everyone thought you must have had professional training."
Jaune had been warned by Amber that the more they buttered you up, the more careful you needed to be. She had told him that once the preparation went beyond putting you at ease, the only sensible reaction was to prepare to be ambushed.
His scroll buzzed and he looked at it. It was a message from his mother telling him that not only had Lisa Lavender arrived on the flight but a team from Haven Academy had been travelling with her and that Jaune needed to direct them to the LGDF headquarters.
The door opened and Lisa entered. "Jaune, it is good to see you. I met some acquaintances of yours on the flight and thought it would be good to see you meet them again."
Jaune froze. He could not immediately imagine about whom she could be talking about. Luckily three of the five people who followed in behind him were very distinctive and so he could place them as the Monkey Faunus who had arrived with Blake and Ruby for the fight at Junior's Club Mistralian and the green haired girl and the snarky looking boy as the teammates who had arrived just as the fight was finishing.
The Monkey Faunus made it easy for Jaune, "Hey, Jaune good to see you. You have met Em and Merc at the Club before and the other doofus is my best friend Neptune. We are Team Vibes spelt VBES."
The fifth person with the group then introduced himself, "Professor Blonde from Haven. I am supervising Team Vibes."
Jaune hoped that his smile was not too fixed and that he did not look like a deer caught in the headlights. "Great to meet you again. We must catch up while you are here."
Neptune who was a tall guy with blue hair, said, "The college has arranged rooms for us at the Hotel Antelope. Perhaps we can meet in the bar at around seven. Shall we swap numbers and let the other know if for some reason we cannot make it?"
Jaune knew he could neither snub Team VBES in front of the cameras nor question the wisdom of Sun staying at the Antelope. He said "That sounds like an excellent idea. See you there. By the way do you need directions to the LGDF headquarters?"
The professor said, "That will be fine. I have been here before. Perhaps you can let your mother that we will be on your way after we have checked in at the hotel."
"Yes, sir."
Team VBES and the professor departed. He sent a message to mum saying that the Team was on its way and mentioning that he had met three of them before on the night of the White Fang attack. He hoped that she would know what to do.
Lisa smiled at him. "I gather that you are available for an interview today. I was thinking that we should have some shots of you showing me around Ansel and then perhaps we can do a sit-down interview."
Jaune swallowed but decided that this did at least have the merit of fitting in with the instructions from his mother. "Of course. How about I take you on the tour and then we can have high tea at the family home and chat in the garden. What will you want to talk about at the interview?"
Lisa smiled at him, "The Vale public would like to get to know the real Jaune Arc and understand his background and what motivates you."
Jaune decided to take this at face value and spent two hours showing her and the team the sights of Ansel. Occasionally Lisa asked him to repeat things for the camera and Jaune would heed his sister's advice. He would check that there were no unfortunate symbols behind him such as the statue to a hero of the Faunus War. However, he could do nothing about the curiosity which a TV film crew gave rise to in the streets of Ansel.
By the end of two hours, they had gathered a small army of spectators and the word had got round that the crew was filming him and that they came from Vale. Between takes, although Lisa concentrated on Jaune, the film crew and the director were given business cards by people. He heard his brother-in-law and some of his friends telling the director that he wanted the low down on what was really happening in Ansel he should speak to them.
In addition, various people he knew slightly insisted on greeting him and saying hello including during filming. Jaune dealt with them politely and waved back. He apologised to Lisa who said, "It's fine. Actually, it is good to have shots of people interacting with you. It makes it seem more real as far as we are concerned and allows us to present you as a man who is close to his roots."
He was keeping it together until he saw Lavender's friends from the Barbeque appear in matching outfits. Heather, Quinn, Cordelia, and Drusilla had clearly decided that Jaune needed immoral support and screamed his name at the top of their voices. Jaune saw a flicker of amusement cross Lisa's lips. She turned her back on Jaune and looked at the director.
A couple of minutes later the director came over and asked Lisa if he could have a word with Jaune. He discussed the arrangements for the interview and what parts of the house they could film. Afterwards Jaune concluded that this had been a deliberate distraction as when he turned round at a sudden shrill shout of "Give us a J" he saw that the four had decided to pretend that they were cheerleaders and were being filmed by Lisa and the cameraman.
The director said, "Don't worry. Part of Lisa's core audience is young women, and she makes a point of being approachable to them and encouraging them to fulfil their dreams."
Jaune hoped that the four were not being too imaginative. He decided that it was time to take the TV team to the Arc family home. Already with travel time he had got mother three of the five hours she had requested and then gained another half hour by insisting that they booked into their hotel before coming to the house.
In the hotel foyer he checked his scroll and found a message from Ren saying that he, Nora, Fox, and Yatsuhashi were on the way and would arrive at around seven this evening. They had apparently also been booked into the Antelope. He was just putting his scroll away when he saw another message cross his screen. Apparently Pyrrha was also on her way to Ansel

Cinder was consulting with Salem when a seer floated in. Apparently Hazel wanted to speak to her as well as Salem.
Hazel was currently babysitting Lionheart. Salem had worked out that Hazel was the best at reassuring Leo that he had done the right thing and that small doses of Cinder and Watts were enough to keep him scared. The problem was that he started to twitch if he were around them too often and there was a risk that the Haven staff would notify Ozpin if he became too nervous or actually had a nervous breakdown.
He started off by explaining the disruption in Ansel province and the fall of Kurohari. Salem had on the whole not bothered much with Mistral on the basis that it seemed to be falling apart quite happily by itself and leaving the White Fang and Raven Branwen to their own devices for the time being while she concentrated on Vale made sense.
Hazel then said, "Lionheart felt that he had to be seen to doing something and believe that this could be achieved by sending Team VIBES to assist the LGDF for the next three or four days."
Cinder instinctively opened her mouth to complain but Salem raised her hand. "Hazel, perhaps you can explain the reasoning of Lionheart and yourself."
"First, the Grimm present no risk to any of the members of team Vibes and certainly not to Cinder's protégés. Second, he believes that the current problems will weaken the current coalition running Mistral and the Academies being seen to act while Mistral government prevaricates will further exacerbate the government's problems. Third, a reporter from Vale travelled in on the same airship as Team VIBES. Mercury has agreed to wind up the locals so as to encourage them to live up to the worst stereotypes of Mistral in the eyes of Vale. Fourth, there appeared to be little harm in making Team VIBES more popular in Mistral. Fifth, it seemed to me that reassuring Lionheart that we share his desire to overthrow the current ruling class in Mistral was a good thing. The man needs reasons to deceive himself and he is not altogether stupid. Sixth, the two young people work well when dealing with problems and fighting foes, but if bored spend too much time irritating each other."
Cinder started to speak but again Salem raised her hand. "Thank you, Hazel. Unless Cinder believes that there were better things for her two slaves to be doing, this seems to be a reasonable course of action."
Cinder decided that there was no point in arguing and besides which Hazel was not an enemy in the same way that Watts was.
Hazel continued, "My queen, I have two suggestions. I am content that Lionheart honestly does not know where the Spring Maiden is, which suggests that she is more likely to be in the areas not controlled by the Mistral government or where huntsman travel at will. I have looked at how far the Branwen tribe have extended the sphere of influence over the last ten years. While Raven Branwen is clearly competent and knows how to play on the weaknesses of the Mistral government by only taking small bites each year, her success in retaining control of the areas she has conquered suggests that the Spring Maiden is working for the Branwen tribe. Perhaps it is worth investigating the possibility."
Hazel then produced a Map of western Mistral and showed how the sphere of influence of the Branwen tribe had expanded over the last ten years.
Salem thought about it and then said, "Your suggestion has merit. Consider how best to investigate the matter further and come back with recommendations to me in the next week. Cinder could you also give the matter some thought."
Cinder swiftly agreed. She thought that a diplomatic approach to Raven Branwen could be made by her but would think through the details and the timing.
To gain time she asked, "Hazel you said you had two suggestions. What is the other one?"
Hazel said, "I understand that the links between the Branwen Tribe and the White Fang is increasing tensions in Mistral generally between humans and Faunus. The LGDF in Ansel is particularly concerned about the current situation in Ansel giving rise between the local Faunus and local humans."
