The fourth theory
"Quimby doesn't smoke, he never has tobacco in his pipe."
Despite having a pipe in his mouth during each case, Chief Quimby is actually a non-smoker. How is that even possible?
The answer to this question is quite easy to find. We only need one word. That word is "detective".
Many of us have certainly imagined the famous Sherlock Holmes under this word. A highly intelligent man in a long plaid coat smoking a pipe, who usually holds a magnifying glass in his hand and can solve any riddle. And here it is... This man smokes.
Maybe that's why the pipe has always belonged to every good detective's desk. Quimby therefore thinks that as a proper police chief, he should have it as well.
Epilogue:
- Maybe I'm not the only one who noticed that Quimby never lit his pipe during all parts of this series. I didn't see any smoke coming out of it.
- In the scene where Gadget enters Quimby's office (episode Gadget's Replacement), there is a view of his desk.
Gadget immediately notices that his boss has forgotten his pipe in a hurry. He takes it from an empty ashtray and uses it to lift the cable from off hook telephone receiver (apparently he doesn't want to damage any fingerprints). No ashes or matches are visible anywhere on the table.
