Tsukauchi was sitting in his office, looking over any files that could give him a lead. He had lost track of time, too absorbed in his work to notice how dark it had gotten outside. That was until someone disturbed his work with a knock on the door.

"Come in" Tsukauchi said and put down the file he was looking over.

"It's just me" Toshinori greeted as he entered the somewhat cramped office. "You didn't show up at the café" He added.

"Did I?" Tsukauchi asked, more to himself. "It's only…" He said and looked at his clock, then outside. "Oh, I guess I lost track of time. Again" Tsukauchi.

"Perhaps you should set an alarm next time" Toshinori suggested and sat down in a vacant seat. "I brought some coffee by the way" He said and handed Tsukauchi a cup of coffee.

"Thanks" Tsukauchi replied and took a sip from the hot beverage. "This investigation has been giving me a lot of stress as of late" He said.

Toshinori looked at his old friend with a concerned look at hearing those comments. "Do you want to shed some light on what has been causing all this stress?" He asked.

"Where do I begin?" Tsukauchi replied with a heavy sigh. "First my superiors won't give the investigation more funds before they've assessed the situation more. Something that usually means a few months without any reply" Tsukauchi explained. "Bureaucrats can be really annoying at times" He added with a small frown.

"I know that feeling" Toshinori muttered.

"Anyway, as if that wasn't enough, the revolution made a move some days ago" Tsukauchi said. "Spinner lead a small team and freed the prisoner Danjuro Tobita from prison. They escaped without us being able to trace them of course. They came in through a tunnel and closed it behind as they left" He explained. "What is bugging me is that I have no idea why they would do something like this!" Tsukauchi exclaimed. "The guy was imprisoned over a decade ago following several small crimes and assaulting heroes on multiple occasions under the alias, Gentle Criminal. There's barely any overlap of when him and the revolution was active and there isn't any signs of them interacting before now" Tsukauchi rambled with clear frustration. "Why go so far as to free him now?" He wondered.

"Gentle?" Toshinori mumbled. "I feel like I've heard that name before" He muttered.

"You have. He was apprehended by Uraraka when he tried to enter UA during the culture festival after all. It's actually her first official apprehension" Tsukauchi responded.

"That's right" Toshinori said with a small nostalgic smile. "You don't think that's why the revolution freed this guy?" He then asked as his smile dropped.

"I doubt it. But this could be a part of Deku's plan for all we know" Tsukauchi replied. "Which reminds me. There have actually been some good news" He said. He then turned around pulled out a thick folder from a pile on his desk and held it up with a satisfied smile.

"I presume that the contents of that folder is the good news and not the folder itself" Toshinori said, earning a small chuckle from Tsukauchi.

"You would be right" Tsukauchi replied and put the folder down on the desk. "An undercover agent managed to get a hold of it a two days ago. And it truly is something" He explained and opened up the folder, revealing it's contents. And on the first page in bold letters stood a simple title. The Kita offensive.

"The northern offensive?" Toshinori wondered. "Is it one of their plans?" He asked.

"Not only a plan, this might be their main plan" Tsukauchi replied. "Details for a full offensive in the north with the goal of conquering Hokkaido and other northern prefectures in the Tohoku region. Diversion attacks, leaking of fake plans, attacking force, timelines, supply lines and contingencies. This has all the information we need to stop the attack if they go through with it" Tsukauchi replied.

"That is incredible. It must be great having something like this after all this time" Toshinori said, amazed by the good news.

"Indeed. If this information is correct then this is the best thing that has happened to me in the last few years" Tsukauchi responded.

"Do we have any way to verify it then?" Toshinori asked.

"That's what the investigation is currently doing. We're sending out few underground heroes to the depots and locations mentioned in the plan. If what they find there matches with these documents, then we might be able to stop the revolution's attack before it even begins" Tsukauchi explained.

"Underground heroes? Does that include Eraser?" Toshinori wondered.

"Yes" Tsukauchi replied.

"I see. I was wondering why I had to teach one of his classes today" Toshinori muttered.

A few hours later that night, in Sapporo, a certain underground hero was keeping watch over a supposed weapons depot.

Aizawa was hiding high up in the support beams of a warehouse. Publicly it was used for storing furniture, but what Aizawa saw from his vantage point was nowhere near that. While most of the warehouse seemed to be empty for now, the part that was being used worried Aizawa. Crates labelled with explosives and weaponry was stacked high, he could even see some military vehicles further into the warehouse.

"They plan to fill this entire place? That's enough for an entire army, just in this warehouse" Aizawa mumbled slightly shocked. "I think I've seen enough to confirm the plans we got" He added and got ready to leave the building. However, just as He got ready to exit the building, he could hear a car driving in through the main entrance. Deciding to investigate further, he headed towards the origin of the sound.

It didn't take long for Aizawa to travel across the support beams and over to the main entrance. When he got there he quickly recognised one of the people that exited the car. He would never forget that scarred face.

While Aizawa had permanently expelled multiple students over the years he only did so once he thought that there was nothing he could do to help them. As a teacher he always did everything he could do in order for his students to succeed. However, there was one black spot on that record, one student that Aizawa knew he failed. The student with internal struggles that Aizawa had failed to see. Internal struggles that Deku had seen, and exploited. Even now, years later, it was still painful for Aizawa to see Shoto Todoroki as a villain.

Aizawa pushed aside his qualms about Todoroki as he saw the villain exit the car along with other members of the revolution he didn't know.

"How full is this depot now?" Todoroki asked.

"About 20% of it is filled, so we're a bit behind schedule. Though we expect a large shipment to arrive within the next week, which should put us back on track" One of the unknown individuals replied.

"Good. As long as everything is ready for the Kita offensive in three months" Todoroki said as he inspected one of the crates. "I know many members have been concerned with how little we've done since Deku's sacrifice. But rest assured, in four months' time, everyone will be talking about the phoenix revolution"

"I'm looking forwards to it sir" The unknown villain responded.

"Anyway, there's one more warehouse right?" Todoroki questioned.

"Yes, we'll head there immediately" The other person replied.

The group then entered the car and drove away. All the while Aizawa staid quiet and observed them. He quickly checked to see if there was anyone else who could be watching before he started making his way out the same way he came in. A small unguarded door in the back of the building.

Once he was outside and gotten far enough away from the warehouse Aizawa sat down on a roof top and called Tsukauchi.

"It's Aizawa, I just finished scouting one of the locations from the documents we got. It seems to be accurate. Crates and crates of military grade weaponry" Aizawa said once the call connected.

"I'll take that as a good sign. Means we finally have some information we can use against them" Tsukauchi responded.

"Well, we better move quickly. I had the luck of Todoroki appearing at my location to inspect the warehouse apparently. I managed to overhear their conversation. They plan to make a move in four months" Aizawa stated.

"I'll make sure to notify my superiors. This time they'll do something about" Tsukauchi said.

A/N: Alright, so…the next few chapter will probably take quite a while. Not because of writer's block or anything like that, but rather because I am busy with quite a lot of other stuff in my life. Stuff in my free time, schoolwork, writing an original novel, and rewriting the beginning of "A villain's rise" because I want to. It's quite busy. So be patient, new chapters will come out. Until then I hope that you're all having a wonderful day. Goodbye.
