Deku smirked as he walked up on a large podium and looked over the waiting crowd. "I don't know about you, but I've waited a long time for this" Deku said. The crowd cheered. "For as long as this revolution has existed there has been one goal of incredible importance. And it is about time that it is realized. Because for as long as heroes have existed they have enjoyed one major privilege. They get to be above the law. They neglect their duty, a new toy is sold. They harm someone while fighting a villain, the story is covered up. They end up killing an innocent civilian, don't worry, there is a new name and house ready for them."

Deku gave a dark look to the crowd. "Our enemies will deny this. They will tell us to mind our own business and move along. After all, it has worked so far. I say no more, because it is about time heroes too faced justice the same way everyone else does" Deku said as a pole began rising up from the podium. "And we'll start here!" Deku pointed towards the pole, now fully raised. A woman was tied to the pole, her face covered by her hair.

The woman looked up with a glare as Deku approached her. "This is Tao Yumeji also known as the hero Persephone. Yesterday she was convicted in our hero trials on several charges. The most severe of them being conspiring with corporation to commit insurance fraud. On four occasions she has deliberately fought in staged villain fights with the goal of destroying insured buildings so that the owners would get their money. One of these fights led to the death of two civilians. The only consequences she faced then was a slap on the wrist and a change of locations. But now it's time for true justice to be served" Deku said and leaned in close to the hero. "Any last words?"

"Go to hell" The hero said.

"Don't worry about that. I'm already going there" Deku said quietly before facing the crowd again. "Let justice be served." A pillar of fire rose from under the hero and engulfed her and the crowd roared. A short-lived scream came from the fire before it dissipated, leaving behind a pile of ash.

After a few more words Deku finished his speech. He stepped down from the podium and was joined by Mushou. "That speech was great" Mushou said with a smile. "And, not to be the bringer of bad news, but I just received some news from our base. Someone has detonated a bunch of explosives at Yokosuka naval base. Apparently they ended up sinking an US aircraft carrier."

"Was it one of ours?" Deku said, stopping dead in his tracks.

"Not that I'm aware of" Mushou said.

"Well, whoever did it will be in a world of trouble"

"Where were you when the explosions happened?" Tsukauchi said, using the best English he could. The soldier in front of him scratched his head.

"Well it was a regular day. I was just doing some maintenance work on the USS Theodore Roosevelt. I was servicing some of the planes when the first explosion went off at the base. Then they started going off on the ship as well and…I guess one of them blew me into the water. I don't remember much more after that" The bandaged soldier said.

"Do you see any way this could have happened or who might have done so? Someone suspicious?" Tsukauchi said

"Nothing unusual. More Japanese soldiers recently because of that revolution you're dealing with, but nothing suspicious. The only way someone could have gotten in here is if they already were working here. And even then the regular patrols would have found at least one explosive, especially something with that strength" The soldier said.

"How about quirks? Could a teleportation quirk or transportation quirk make something like this possible?"

"Maybe some of it would be feasible with quirks, but not this many explosives. Especially not on the aircraft carrier. Any unauthorized quirk usage there would trigger lockdown protocols. Not even the most ridiculous teleportation quirks would be useful then"

"Alright, thank you for your time. We'll do our best to find those responsible" Tsukauchi said and left the medical tent. "This doesn't make any sense" He said quietly.

"Detective Tsukauchi. I thought I would find you here" Zankoku said, interrupting Tsukauchi's thoughts.

"I just needed to figure out if this event was tied to the revolution. Though I'm pretty sure I can rule that out" Tsukauchi said.

"And why is that?"

"Partly because a link hasn't presented itself yet and we know they love showing what they can do. And I doubt Deku would give the US another reason to get involved" Tsukauchi said.

"Good thinking, but I'm afraid some things have shown up. Let me discuss it somewhere quieter" Zankoku said and lead Tsukauchi off to the side. The general leaned in and whispered. "We found someone carrying high grade explosives running away from the base just half an hour ago. They've been identified as a member of the revolution, so Deku's probably involved in this."

"That's great. I can go and question them right now. Find out how they did it and if there is a link or if-"

"I'm gonna stop you right there" Zankoku said, interrupting Tsukauchi. "You don't have the clearance level to work on this case. You aren't even supposed to know what I just told you yet so this conversation stays between us."

"I could just ask questions about non-classified material" Tsukauchi said.

"Listen detective" Zankoku said and grabbed Tsukauchi's shoulder. "You might be used to the police force where the power structure is less rigid, but you're in the army now. You give orders to those below you and follow orders from those above. Right now you're in the latter category. I order you to focus your efforts on preventing future attacks and find potential landing sites for when we reconquer Kyushu" Zankoku said and let go of Tsukauchi and walked away. "Your dismissed detective."

A tense atmosphere filled the revolution's meeting room. The generals looked nervously at Deku as he paced back and forth muttering under his breath. He let out a sigh. "Alright, just so that we're all on the same page here" Deku said and slammed his hands into the table. "No one here ordered, planned for, or as much as entertained the thought of attacking Yokosuka naval base?" Green lightning crackled dangerously around him.

"No. None that we're aware of" Dabi said, afraid to meet Deku's look.

"Good, great. Then I guess everything is alright and we have nothing to worry about right?" Deku said, letting out a laugh. The green lighting suddenly intensified as he grabbed his chair and hurled it into the wall. "Except that every piece of media is showing that idiot of a general claiming to have captured one of ours near the naval base!" Deku slammed his hands back into the table, creating large cracks. "And now the largest military in the world wants to kill us all!"

The others sat silently as Deku walked around them rambling, occasionally punching the wall, or letting off an explosion. Eventually he calmed down and sighed. "Sorry about that" He said.

"What are we going to do then? We don't have any contingencies for this" Todoroki said.

"We have to improvise" Deku said and scratched his head. "First things first we must establish defensive lines across the current frontline and prepare for a potential landings on Kyushu. Use everything we have, equipment and quirks. Meanwhile I'll see if we can get some material help from some of the US's opponents. I also want to have a full search through our ranks. If Zankoku really has captured on of our followers I want to know who it is. Then we'll have to find a way to get Americans out of this conflict."

"And if we don't?" Mushou said.

"Then contingency 1-alpha will be enacted" Deku said.

"What's contingency 1-alpha?" Gentle said.

"The darkest thing Deku has ever come up with" Dabi said, sending a glare towards Deku.

"But what does it do?"

"Just hope that I never give that order" Deku said, his gaze fixed to the ground.

"We still need to get the Americans out of Japan, and they don't tend to leave conflicts unless they win it, or if staying threatens someone's re-election" Spinner said.

"I have an idea, but it'll take some time to set it up. So we need something to buy us more time" Deku said and mumbled a bit before looking up. "We've angered one giant already, why don't we bring another one into the mix?"

"Oh no, I don't want anything to do with that monster. It nearly killed me last time" Mushou said.

"Last time?" Deku said.

"We encountered him once while trying to find a location for a new base in the mountains. We barely got away" Dabi said.

"He wasn't exactly passive either just because his master was dead" Todoroki said.

"I'm not expecting him to be passive. If anything he is more dangerous without All for one" Deku said.

"Wait, who are we talking about?" Gentle said.

"Gigantomachia, All for one's most powerful servant. And soon he'll be my newest experiment" Deku said with a smirk.

Spinner gulped. "Welp, we're dead."

It was late at night as Tsukauchi kept looking over the little information he had. There was no way he would follow Zankoku's orders. He looked at the phone in his hand once more and sighed. "I can't believe I'm this desperate" He said and pressed call.

After a few seconds, someone replied. "Hello Tsukauchi, I wasn't expecting you to call me" Deku said.

"Me neither, but it has been a weird few days now and I need some answers about them" Tsukauchi said.

"If you're wondering about the explosions at the naval base then all I can say is that I didn't do it. Neither has anyone else in the revolution that I'm aware of."

"Maybe a rogue member?" Tsukauchi said and scribbled down some notes.

"We're checking for that, but nothing unusual has showed itself yet. If you could tell me who they captured it could speed up the process" Deku said.

"I can't do that the entire investigation is classified. I would be fired or imprisoned if they knew I was looking into this"

"Then why are you doing it? From where I stand you won't gain anything from proving my innocence in this event. If anything it would be better for you to stay silent since the US is getting involved now" Deku said.

Tsukauchi looked at a picture on the desk and sighed. It was of him and Toshinori. "Because the truth matters to me. I can't simply turn away just because it would suit me. So despite you wanting to kill my friend I still want the truth to be known" Tsukauchi said.

Deku chuckled. "You know Tsukauchi, you really are one of the good ones. You follow your ideals and I can't blame you for that. I hope you survive this, the world needs good people" He said. Tsukauchi could hear the rustling of paper in the background. "I'll help you find out who is really behind the attack. You'll get what information I have soon and then you can go and reveal Zankoku for the lying piece of shit he is" Deku said.

"That sounds good. Hopefully we'll get something out of it" Tsukauchi said and hung up the phone and said. "How did I end up working with a villain…again?"

A/N: Don't mind me, just setting up pieces for future chapters. Not sure if I made some of it to obvious or not, but I'm pleased with how this chapter turned out. And it only took two complete rewrites. Meanwhile I've also paid attention to everything related to NASA landing on mars recently (that landing video is just epic). Anyways, I'm hoping you're all having a wonderful day. Goodbye.
