It'd be so funny if that's not an actual rule, and the rando sage was just hoping that if these two idiots finally resolve the obvious sexual tension between them maybe they'll be less prone to banishing/killing them.
It'd work, and any of them that is into incest just got a free show since the second Zuko and Azula get too close to each other they're gonna have hot, intense, kinky hate-sex right then and there.
And then Katara just shows up after Ozai is defeated and this dialogue happens.
Sokka: What happened? Did Zuko win?
