Alternative one: If she's in denial about caring about Zuko/being in love with him, she'll repress her jealousy, but it will slowly become harder and harder for her to keep doing that. Once she has snapped out of her denial, she'll go full possessive Azula mode, and Zuko better calm her down or at least give Jin the heads up to run fast and far or she's gonna go nuts - how dare this random peasant touch her Zuzu? At least Mai was noble, part of the Fire Nation, and Azula always had a soft-spot for her (plus Azula would be lying if she said she never wanted to hook up with her)
Alternative two: Oh, so her Zuzu had a little earth-kingdom toy during his banishment? If he misses her, Azula might find a way to bring her to him because she's that good of a sister - plus, he has good taste, and she might toy with Jin a bit as well.
