I can already see him staring at her in absolute horror, thinking "What the fuck is wrong me? She's my sister! Her flirting is not supposed to work on me!" and then just says he's not gonna help her anymore and leaves, super embarrassed.
Azula thinks she did it wrong and since Zuzu is now refusing to teach her, she decides to try any flirting tactic that she can think of (normal flirting, Azula-flirting, subtle, bold, cute, sexy...) on him to prove she didn't need his stupid help. For some reason she can't quite explain, this is more important to her than trying to flirt with any other guy - hell, half the time she forgets they even exist.
The situation keeps on getting worse for Zuko, because literally EVERYTHING Azula does works on him, no matter how ridiculous and awkward. It all makes her look super cute, endearing, and, worse of all, sexy. He tells her to stop, but of course, she won't since this is a challenge for her now, and she always wins, she always has to be the best. He wants her soooooo bad, and he can't even look at her anymore without immediately fantasizing about kissing her, flirting back to see her reaction, or just pinning her to floor and having his way with her.
One night, after Zuko spent all day avoiding her, she decides that enough is enough and barges into his room in the middle of the night, demanding him to explain himself. She has her hair down, no make up, just the way she once forced Zuzu to admit made her look prettier. But what he is really focusing on is on her sleeping robe, that Azula didn't properly tie up since she was too furious, and the damn thing looks like it could fall to the floor at any second and leave her fully naked in his bedroom, and he's praying for it to happen.
When Azula angrily asks if he's even listening to her, Zuko simply responds with a 'no'... and shuts her up with a fiery kiss before practically ripping the robe off her body and throwing her on his bed. Azula is confused, proud, horny, and almost scared as she sees her big brother looking at her like an animal about to pounce on it's prey, and nervously asks what the hell does he think he's doing. Zuko just smirks cruely and says he's gonna teach his baby sister to listen when he tells her to stop teasing him.
Azula goes back to her room in the morning, hair a mess, hickeys and bite marks on her neck, breasts and tights, red hand-prints on her ass, her legs so weak she fears she might fall to the floor, her whole body completely exhausted and sore, and her voice practically gone.
