Anon asked: Zuko subconsciously petting Azula during a council meeting. She's flushed but enjoys the sensation so she doesn't say anything and the council is too weirded out to oppose it.
She definitively loves having her brother showing her affection and treating her like a pet in front of people - especially when they're uncomfortable seeing that.
Also, I wouldn't be surprised if Zuko realized what he did after a few minutes, and then just thought "Fuck it, everyone already saw it, might as well keep going" and then calls Azula a good girl once he finally stops, and she just blushes.
