Seriously, just imagine Azula being Azula and being more competent than Zuko, Iroh, his friends and his advisors combined, and then getting all flustered when her brother praises her.
At first, he thinks that is just a result of her finally having someone who appreciates all of effort she puts into everything and all of the sacrifices she makes, and he starts complimenting everything she does because she deserves to be treated well (and to guarantee that she'll keep on dedicating herself 1000% to helping him rebuild their nation because come on, Zuko isn't above being a bit of an opportunist)
But then he notices that she reacts far more intensely to his praise than to anyone else's, and he enjoys that a little too much. When he first takes her on a vacation and, out of sheer habit, he says the first nice thing that comes to mind - which that day just happened to be that Azula looks absolutely gorgeous in the red bikini she's wearing. He instantly realizes that it was inappropriate… but doesn't apologize because Azula's malicious smile and the adorable blush on her cheeks distract him.
After that, Azula makes sure to keep on asking him what she thinks of her looks - her hair, her face, her eyes… she doesn't get too "carried away", but Zuko can tell she wants to so badly and eventually, against his better judgement and what's left of his morals, he straight up tells her that, if she wasn't his sister, he would definitively try to sleep with her. Azula just loses it and kisses him, and it doesn't take a lot of "convincing" for Zuko to decide that her being his sister isn't a problem for him after all.
He also realizes pretty quickly that, if he asks anything of her in bed, no matter what or how kinky, she'll do it as long as it makes him praise her, and that the easiest way to make her relax if she's scared while trying anything new is to say that she is such a good little sister for going along with his fantasies and promising that he'll take care of her. Needless to say she gets pretty horny the very second he says that she is amazing in bed, regardless of how exhausted she is.
