Fire Lord Azula is never unnecessary.
Zuko would probably be her "morality pet", and help keep her grounded in reality instead of letting the power go to her head. Zuko is both her moral guide… and the angry hound she has to control whenever he gets too protective.
Since he is still an impulsive, temperamental man, most people don't understand why the hell Azula listens to him when he is "the dumb one." But she knows her brother is much more clever than people give him credit for, he makes sure she never sacrifices her humanity for the sake of power, he is the only one she can trust… and she's a lot more willing to listen to him than to anyone else since he is the one who knows how to fuck her until her legs don't work properly.
