Oh boy, since Zuko is basically an Ozai that didn't give up on his humanity, having him be so influenced by the fucker would make him way worse of a person. Luckily, even with her mama's love, Azula is still Azula, and she'd likely realize that if she made Zuko like, or at least tolerate her, she'd have a much better chance of just surviving in the Fire Nation, and maybe even triving. The fact that, despite everything, she genuinely does love him, would help out a lot.
I can see Zuko becoming a bit of a "heartless" jerk, who only cares about himself, his father… and Azula. Maybe, assuming she gets banished and later on joins the Gaang, she could help redeem him, but I honestly think redeeming this version of Zuko would be harder than redeeming the Azula we saw in the show.
If Zuko is, somehow, still the one who gets banished, once he comes back home (because of course Azula will still help him out) and he tells her about the things he saw when he was banished (because he still over-shares like crazy) Azula, who was miserable living with Ozai, will find that her loyalty is not so slowly changing. Zuko is very likely to see her joining the Avatar as a deeply personal betrayal (kinda like Azula felt when at The Boiling Rock)
She'd still succeed at saving him, because she's still Azula and thus always gets what she wants, and Zuko is still Zuko - he is way too emotional, craves love and acceptance, and in this AU Azula would be the only one who ever gave him that.
