That is actually pretty realistic. Even though Zuko will absolutely need Azula as his advisor (and later as his Fire Lady), he'll probably not be asking for her help at first, both due to their antagonistic relationship and because he's afraid of what stressing her out could mean for her recovery.
But as he sees how his sister simply cannot function when she's not allowed/able to be her usual cunning, ambitious, strategic self, he starts giving her a few "missions." These include practicing her firebending again (and then teaching him to generate lightining), learning how to use a weapon (like a sword), meditating at least twice a day, and then helping him find solutions to problems he discusses with her whenever he visits. Having some real sense of progress and realizing that her brother does not intent to keep her locked up in the hospital forever, Azula truly begins healing, since now she knows for a fact that her life isn't over just because she fought for the losing side of the war and was not "perfect".
The better she gets and the more she bonds with Zuko, the more he trusts her to help him rule their nation. Needless to say Azula feels a lot more motivated to keep fighting now that she became a key aspect of her brother's reign despite not only not being in the palace, but also being locked away in a place where people expected her to be left to rot and be completely forgotten… and she is VERY grateful to Zuko, who can't help but compare all of his potential brides to her and always comes to the conclusion that Azula is obviously the superior choice.
