General Information
The Shadow Collective is a group operating across the multiverse, their ultimate goal remains unknown, but it is clear they seek to rule all realities. At first, it was believed that Giovanni from Earth 97 and his master Giratina were behind it, but the collective's continued existence following the Icarus event proves that they were the cover for, or operating without the knowledge of an even bigger threat, and following Giratina's permanent incapacitation, the new group was formed or began to reveal itself. While the exact structure of the Shadow Collective is debated among MDIA leadership, the following is the most likely ranking.
Leader
Darkrai- K.I.A- The Darkrai of Earth 403 was clearly the highest-ranking member of the shadow collective the MDIA knew of, as even its Generals took orders from him. However, following his death at the hands of the Watcher, Dialga, and Palkia on Earth 403, little to nothing changed in terms of the general's orders or activities, implying that either he was never the leader, to begin with, or that the Generals did not rely on him in any way and continue to share the same goals, which is unlikely.
Unknown-At Large- Evidence suggests that the shadow collective has a central leader, but their identity remains a mystery. What can be surmised is that this figure is capable of spawning dimensional holes at will and capable of giving people this ability as well. Considering the power of the Darkrai of Earth 403, it is likely this individual has powers equal to an S-Tier legendary.
Generals
Alvis Faba-At Large- Following the Lusamine of Earth 72's death in the Icarus event, Faba took over the entirety of Giovanni's remaining assets from the 4 Earths he commanded. His research into biological research and weapons development makes him key to the Shadow Collective's scientific pursuits. It is unknown if he possesses any powers. Constantly moves universes to avoid detection, but intercepted transmissions across dimensions imply he is creating a deadly weapon code-named: Genesis.
Lupin-At Large- Darkrai's former right hand. A Lucario with power over dark matter and unparalleled aura skills make him a deadly foe on his own. Even worse, a one-in-a-million genetic disorder caused his mega evolution to be permanent. Through this mixing of natural aura and dark matter, Lupin has access to powers no member of his species has ever achieved. More importantly, this duality of power makes him resistant to white matter. While Betas and shadow energy-infused individuals such as Damien and formerly Darkrai have their powers nullified and are harmed greatly by white matter, it merely nullifies Lupin's more dark matter-based powers. Still, it is ineffective at causing him harm without a focused attack. Lupin is the most active of the Shadow Collective's generals and is currently maintaining an alliance with an entity known as Salem.
Damien Galashnikov- At Large- Damien is the most unfortunate consequence of Earth 161's DNA bomb catastrophe. Part of an elite military unit known as "Spetsnaz" (Earth 161 has no Pokémon and is fundamentally different from the majority of the multiverse) he was transformed into a Zygarde. Despite most Zygarde being A-Tier legendaries, he has yet to demonstrate this level of power. [REDACTED] has speculated this is due to lacking a Zygarde's natural connection to the energy of nature. He nearly destroyed Earth 161 but was stopped by fellow humans turned Legendaries Nathan Aldrich and Alisa Hall. After fleeing to the greater multiverse he has served as the Shadow Collective's most ruthless enforcer. He has learned to alter his cellular structure to that of a human appearance and is capable of splitting into multiple weaker bodies, which all act from one unified consciousness, thus making him impossible to track as he can dissolve certain bodies and regenerate the lost cells over time. A recent study of Zygarde suggests that a single cell could the main consciousness, but research is still ongoing.
