I have been rereading the Star Trek "Lost Years" book series, set between the end of TOS and the beginning of ST:TMP when Admiral Kirk is head of Starfleet Operations. This story takes place between the "Lost Years" and "Traitor Winds" books.

After a series of harrowing events, the Federation is vulnerable.
