The rise for vengeance, defeat and humiliation, after the creation of the Neo Brotherhood by Andrie Slavik, the learning for the defeat and mistake form the Past. the Andrie and the New Inner Circle has planning to fix the mistake by Remove most of those how a complete lack of organization, loyalty, Faith to the Messiah and leadership, most other Nod Leader and Nod commanders Still were used to simply referring to Kane for all orders and would only pledge or believe themselves as the true will of Kane which Andrie slavik and any other Neo Brother leader still remember of Seth, Brother Marcion, Alexa Kovacs, Kilian Qatar, Ajay and Gideon, this made Him much as the leader of the New Inner Circle and other Nod commander or any high council but in annoyed and disgust.

Many new Tiberium advancements have been made and strange new areas of technology such as advanced robotics divisions and new psychic divisions have been opened and explored thanks to the Soviet Empire.
