Note: Next chapter will be longer, but this is just to wrap up the previous "arc" and introduce the new stuff so its short.
"General Kaido!" An assistant called from the room across, his door being thrown open in a panic. She had a disheveled look on her face and a bit of sweat, maybe from fear. Kaido's room was large, very large. It was the size of most mansions on its own, complete with everything one could need.
"Slyvia, what do you need?"
The assistant calmed down and handed him the phone. He put his ear to it.
"Hello, General Kaido of Italy. Or what was formerly Italy and is now a decaying country set to be doomed. I am Tomura Shigaraki of the League of Villains in Japan."
"League of Villains? What do you want with me, and don't waste my time."
Shigaraki smirked at this. "I merely offer you a proposal that may entice you. I understand that after the war, you are now an unarmed civilian, prohibited from serving ever again. At least you aren't locked up or this may be more difficult."
"What are you getting at boy?" The angry voice of Kaido sounded.
"Well, I think you should join us in Japan to help us win the war against heroes. If we win, we will gladly rebuild Italy back to what it once was."
"Sounds fishy, and why would I trust you or even believe you have anything close to the power needed."
"Well, your quirk is quite useful. If you don't want to participate, I'll be taking your quirk for myself. But, I sincerely hope you do, as it will be way easier than the alternative."
Kaido mulled this over. From what it seems, his quirk may be to either steal or permanently remove quirks in some way. Such a powerful quirk can only bestow on a powerful man.
"Hmm, let's have a face-to-face conversation. Maybe then I'll decide."
"Hosu City in one of our meeting locations. We'll have it ready in 5 days time for our agreement. Until then, have a nice day."
The phone hung up as Kaido leaned back. He wasn't nearly as what he once was. Now, he was reduced to civilian life, something boring that no one could possibly love. Worse case scenario, if he was lying, he would level the whole city with him inside it.
Shigarki hung up the phone and smile. "Prepare location H for a level 3 meeting, with General Kaido!"
Everyone cheered at this, maybe the LOV would gain a powerful ally for the coming future. Shigaraki teleported to a nearby warehouse, a training facility. On there, baseball launchers were set up and prepared to fire at him. When they did, his precognition helped him dodge all of them and his time slow helped him move fast enough. He could only see 5 minutes into the future, but that was enough. Next, he practiced his pyrokinesis on flame throwers firing at him, redirecting those flames to a nearby dummy. A crossbow bolt fired at him and it stopped midair, curtesy of a barrier. Then it fired back due to his kinetic inversion. Finally, he shapeshifted into a bird and flew outside, watching the night sky.
At this point, the UA sports festival just happened. He saw the talent and knew he needed to master his quirks. He has enough knowledge to use them efficiently, but he has yet figured out how to combine and strengthen them. He would sleep for now, but figure this out later.
And so 5 days passed, and Kaido walked into a lovely furnished room, covered in fancy wallpaper and paintings. It had a polished, wood table with velvet couches. A man with blue and white hair sat in one seat, smiling at him. He was motioned to take a seat.
"Well, Kaido, do you have any thoughts on the proposal?"
"I have a few conditions I need met before I can say yes. First, I want to be only under you, no orders from your lackeys."
"Done. I was planning on that anyways."
"Next, I want freedom of where to go, so don't order me to stay still for too long."
"I wasn't planning to." Shigaraki said, ok with the terms so far.
"Third, I want a quirk of my choosing. Specifically, I want the quirk of an adversary that could rival me. In fact, he is currently in Japan right now, serving in the army. I want the quirk of the redhead, Shanks."
Shigaraki, on the outside, remained unchanged. Inside he cringed at the thought of fighting Shanks. He needed an opponent to be weak or willing in order to take a quirk.
"Done. But I will need assistance in this. Either from you or your allies."
"I will help. I have a man who can erase quirks with a mere touch from his hands. If we can get him close, then it will be easy for us to knock him out." Kaido replied.
Both extended their hands and shook on it, an evil smile grazing both faces.
"So the alliance is final. What should we call our new band of thieves?" Shigaraki said in a playful attitude.
"Let's call us the Paranormal Action Division. Pad for short."
