Halloween has come to Gotham and the Batkids decide to have fun with it by having the whole family dress up as various Rogues. Bruce agrees, so long as they abide by the list of banned villains. "Wait, why's Jason on the list?" "WHAT?" "Because I knew you, Stephanie, or Damian would dress up as Red Hood to mock him and I'm not dealing with any fighting over this." "That's fair."

Why is the Red Hood targeting Grayson? They are allies. But when Grayson is threatened to have his Nightwing secret identity exposed, he learns a member of the Court of the Owls is involved. Has Jason switched sides?
