Damian comes to Gotham after finding out Batman died on a Justice League mission, prepared to protect the city in place of the father he'd never gotten the chance to meet. He was not prepared to run into a purple-clad teenager claiming to be Batman's partner.

It's easy to tell who comes from Gotham and who doesn't, especially if you know what to look for. Besides the obvious tells - the talk, the walk and the swagger - there is a more telling, if more subtle give away: Gotham herself.
