Gems of different types don't fuse. Especially not corrupted gems. Corrupted gems also never come back from corruption. Pearl and Rose have always been aware of this, but a corrupted ruby-sapphire recovered from the field completely scatter their findings, and seem to act as a beacon for more research-shattering events.

The Crystal Gems aren't the only Gems to come to earth, and Rose Quartz isn't the only Gem to fall in love with a human.
